DRATF MINUTES Regular Meeting — April 4, 2022, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Heidi Eisenhour, Commissioner Kate Dean and Commissioner Greg Brotherton were present. Chair Eisenhour called the meeting to order at the appointed time. She noted there was a fire over the weekend at the Glenndale Farm in Chimacum. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions: • Seven comments regarding concerns about the upcoming Beaver Valley Sorts timber harvest. • Comment regarding President Biden's pledge on forest degradation. • Comment regarding timber harvest and finances in Jefferson County. The Commissioners addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Dean moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton seconded the motion which carried by a unanimous vote. 1. HEARING NOTICE re: RESOLUTION NO. 17-22 re: 2022 First Quarter Budget Appropriations/Extensions; Various County Departments; Hearing Scheduled for Monday, April 18, 2022 at 10:30 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA 2. RESOLUTION NO. 18-22 re: In the Matter of Finding and Determination to Declare Certain Personal Property as Surplus and Authorize Disposal, Jefferson County Treasurer 3. AGREEMENT re: Designating the Official County Newspaper of Public Record for Legal Notices; In the Amount of$8.00 per Column Inch; Jefferson County Clerk of the Board; The Port Townsend and Jefferson County Leader 4. AGREEMENT re: Human Growth and Development HIV/AIDS Education; In the Amount of $5,071.50; Jefferson County Public Health; Quilcene School District 5. AGREEMENT,Amendment No. 1 re: Self-Determination and Self-Advocacy Services/Education; Additional Amount of$3,750 for a Project Total of$13,750; Jefferson County Public Health; People First of Washington State 6. AGREEMENT re: Employment of the Jefferson County Administrator; In the Amount of $160,000 Annually; Jefferson County Human Resources Director; Mark McCauley 7. ADVISORY BOARD REAPPOINTMENT re: Solid Waste Advisory Committee (SWAC); Two (2) Year Term to Expire February 13, 2024; Industry Representative (Waste Connection), Chad Young 9. ADVISORY BOARD REAPPOINTMENT re: Jefferson County Noxious Weed Control Board; Temporary Extended Term Until Another Member of the Public is Duly Appointed; District No. 3 Representative, Owen French 10. ADVISORY BOARD APPOINTMENT re: Jefferson County Noxious Weed Control Board; Four(4) Year Term to Expire April 4, 2026; District No. 1 Representative, Sarah Fairbank 11. MINUTES re: Regular Meeting of March 28, 2022 12. Payment of Jefferson County Vouchers/Warrants Dated March 28, 2022 Totaling $514,380.27 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) PROCLAMATION re: Proclaiming the Month of April 2022 as Volunteer Appreciation Month: County Administrator Mark McCauley noted that Jefferson County departments utilized a sizeable amount of volunteers for COVID-19 vaccination clinics. After Chair Eisenhour read aloud the proclamation, Commissioner Dean moved to approve the proclamation. Commissioner Brotherton seconded the motion which carried by a unanimous vote. PROCLAMATION re: Proclaiming the Month of April 2022 as National County Government Month: County Administrator Mark McCauley relayed the importance of County Government. After Commissioner Dean read aloud the proclamation, Commissioner Brotherton moved to approve the proclamation. Chair Eisenhour seconded the motion which carried by a unanimous vote. PROCLAMATION re: Proclaiming the Week of April 4,2022 as National Public Health Week: Public Health Director Apple Martine provided a presentation regarding the work of the Health Department. She also thanked volunteers that were made available through the Department of Emergency Management. After Commissioner Brotherton read aloud the proclamation, Commissioner Dean moved to approve the proclamation. Chair Eisenhour seconded the motion which carried by a unanimous vote. WEEKLY UPDATE re: COVID-19: The Weekly COVID-19 Update was cancelled. Commissioner Dean noted that individuals can check out the Public Health website for updates. ADDITIONAL BUSINESS: DISCUSSION re: Beaver Valley Sorts Timber Harvest: Commissioner Brotherton noted he toured the forest and he stated it is a legacy forest. He spoke to the Treasurer regarding the fiscal impacts to the Junior Taxing Districts if the Beaver Valley Timber sale did not move forward, and shared those amounts with the Board. After discussion, Commissioner Brotherton moved to send a letter to the Washington State Department of Natural Resources to defer the Beaver Valley Sorts sale until such time as they have their Older Forest Policy in place. Commissioner Dean seconded the motion. She stated she would like to add other points in the letter as well. After discussion, the Board agreed that Commissioner Dean would create a draft letter for review during the afternoon session. Clerk Carolyn Gallaway noted there was a motion still on the table. Commissioner Brotherton stated he struck his motion as they will be addressing this later on in the meeting. 2 Commissioners Meeting Minutes of April 4, 2022 DR AF T The meeting was recessed at 10:25 a.m. and reconvened at 10:33 a.m. with all three Commissioners present. DISCUSSION re: Support for the Quilcene School District's Capital Bond Measure on the April 26,2022 Election Ballot: Quilcene School Superintendent Frank Redmon was present to explain to the Board why the Quilcene School District is seeking Commissioner support for the upcoming Bond measure. After discussion, Chair Eisenhour opened the floor to allow for public comments or questions. None were received. Commissioner Brotherton moved to approve RESOLUTION NO. 19-22 re: Supporting the Quilcene School District No. 48 Bonds to construct school facilities and improve athletic facilities and fields. Commissioner Dean seconded the motion which carried by a unanimous vote. DELIBERATION re: Support for Caswell-Brown Village Phase 2A: Olympic Community Action Program (OlyCAP)Executive Director Cherish Cronmiller, OlyCAP Director of Housing and Community Development Kathy Morgan and Office of Rural and Farmworker Housing staff member Korbie Jorgenson were present to discuss the Caswell-Brown Village plans with the Board. OlyCAP staff proposed their funding request during the March 28, 2022 Board of County Commissioners meeting. No decision was made during that meeting. After discussion, Commissioner Brotherton moved to approve allocating $500,000 from American Rescue Plan Act(ARPA)or revenue share funds for Phase 2A of the Caswell-Brown Village Project. Commissioner Dean seconded the motion which carried by a unanimous vote. It was noted that site control issues will be addressed in the future. ADDITIONAL BUSINESS: Letter of Support re: Harm Reduction in South County to be sent to the Substance Abuse and Mental Health Services Administration (SAMHSA): Commissioner Brotherton provided a draft letter requested by staff at the Believe in Recovery Center, Olympic Community Action Program(OlyCAP)and Olympic Peninsula Health Services to support their grant application to the SAMHSA for their Harm Reduction in South County proposal. Commissioner Dean moved to approved the letter as presented. Commissioner Brotherton seconded the motion which carried by a unanimous vote. Staff will correct a couple scrivener errors noted in the draft version of the letter. The meeting was recessed at 12:08 p.m. and reconvened at 1:31 p.m. with all three Commissioners present. DISCUSSION re: INVITATION re: Invite Jamestown S'Klallam Tribe to Partner in a Series of Events being Produced by The New Old Time Chautauqua (NOTC) and the Production Alliance during the Rhododendron Festival,May 20-22,2022: The Production Alliance (TPA) Director of Operations Danny Milholland, TPA Director of Development Megan Claflin and NOTC founding member Paul Magid were present to discuss their request for the Board of County Commissioners to invite members of all local Tribes to the upcoming NOTC that will be held during the Rhododendron Festival May 20-22, 2022. NOTC Member Magid stated that he hopes to engender community discussion and bring people closer. After discussion and edits by the Board, Commissioner Dean moved to approve and sign a letter to send to the ten Tribes inviting them to participate in Chautauqua Week. Commissioner Brotherton seconded the motion which carried by a unanimous vote. 3 Commissioners Meeting Minutes of April 4, 2022 DRAFT CONTINUED DISCUSSION and ACTION: LETTER Requesting Deferral re: Beaver Valley Sorts Timber Harvest: The Commissioners discussed a proposed letter to Washington State Department of Natural Resources (DNR) regarding a request arisen from individuals during Public Comment Period and via email. The Board discussed edits to a draft letter created by Commissioner Dean. After discussion, Commissioner Brotherton moved to send the letter that the Board worked on today to Washington State Department of Natural Resources (DNR) Director of Public Lands Hilary Franz, DNR Supervisor Angus Brodie and any other interested parties regarding deferring of the Beaver Valley Sorts timber sale that is up before the Forest Board on April 5, 2022. Commissioner Dean seconded the motion which carried by a unanimous vote. ADDITIONAL BUSINESS: LETTER re: Duckabush Estuary Restoration Project: Commissioner Dean shared a draft letter of support for the Duckabush Estuary Restoration Project with the Board. After discussion, Commissioner Brotherton moved that the Board of County Commissioners sign onto the letter as presented by Commissioner Dean, and send to the Department of Fish and Wildlife in support of the Duckabush Estuary Project. Commissioner Dean seconded the motion which carried by a unanimous vote. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Mark McCauley reviewed the following with the Board: • Commissioners' Briefing Session • Calendar Coordination and miscellaneous items • Weekly Covid-19 update; Department of Emergency Management is in the"after action"phase of the pandemic NOTICE OF ADJOURNMENT: Chair Eisenhour adjourned the meeting at 3:25 p.m. until the next regular meeting or special meeting as properly noticed.
