The following information is needed to continue review of your project. The building permit cannot be approved until a new conditional use permit is approved. Please reference the letter accompanied by this request that expired the binding site plan and previous conditional use permit. To maintain zoning compliance for the Refuge Retreat and Conference Center, you will need to reapply for zoning approval through a new conditional use permit. Jefferson County will no longer require a binding site plan for this project, as it is not a subdivision. The submittal for this conditional use permit is required within 90 days of the date of this letter, April 13, 2022. The county may authorize an extension if requested before the 90-day deadline. You must apply and hold a pre-application conference before the submittal date to ensure a complete application. A pre-application conference is required for all Type II and III projects in Jefferson County (JCC 18.40.090(2)). Please submit the above information to the Department of Community Development within 90 days of the date of this letter which would be 4/13/2022. The final binding site plan was not recorded by the 5-year expiration deadline as required under Revised Code of Washington (RCW) 58.17.140(3)(b), Jefferson County Code (JCC) 18.35.540, and JCC 18.35.400(1)(a). A conditional use permit shall be considered expired if on the date the permit expires the project sponsor has not recorded the binding site plan within 5 years of approval. While the County would like to provide opportunities for applicants to extend the expiration of their applications, no extensions of the expiration are allowed in this instance. Under JCC 18.40.560(2): “Extensions to the duration of the original permit approval are prohibited” and (3): “The department of community development shall not be responsible for notifying the applicant of an impending expiration.
