Distribution: * Assessor * Petitioner * BOE File FORM REV 64 0058(5/25/2017) ORDER OF THE JEFFERSON COUNTY BOARD OF EQUALIZATION Appellant: Robert Schladetzky Appeal No.: BOE 21-13 R Parcel No.: 821 073 001 Issue: Under appeal is a single-family residence and other buildings at 2982 Beaver Valley Road, Port Ludlow, Washington, 98368. The appellant estimates the value to be $575,000 ($165,000 for the land and $410,000 for the improvements). The Assessor's valuation of the property as of January 1, 2021 is $606,527 ($175,563 for the land and $430,964 for the improvements). Appellant's Argument and Evidence:The appellant wrote and testified that the buildings on the property (house, barn, shop,ADU, and 3500 square foot multipurpose building) have not been maintained or updated. He questioned how the value of these buildings increased by$34,000 in one year's time. In addition, he noted the traffic noise from Beaver Valley road blocked outdoor conversations and rattled the windows of his home. Assessor's Argument and Evidence:The Assessor's representative presented sales of 7 comparable properties within 7 miles of the Appellant's property. They ranged in value from $797,000 (sale date December 2, 2020) to $620,000 (sale date April 30, 2021). He indicated that Appellant's property was larger (11.09 acres) than all the comparable properties, included a 3,500 square foot shop/lodge which had two restrooms,two private offices, fireplace, commercial kitchen with large wood fired oven, it also included commercial greenhouses, several garage/carports, an RV port, and a sauna. Decision:After thoughtful consideration, the Board finds that the appellant did not present the clear, cogent, and convincing evidence legally required to overcome the presumptive correctness of the value established by the Assessor. The Board of Equalization sustains the value established by the Assessor.
