Distribution: * Assessor * Petitioner * BOE File FORM REV 64 0058(5/25/2017) ORDER OF THE JEFFERSON COUNTY BOARD OF EQUALIZATION Appellants: Bruce and Florence Bode Appeal No: BOE: 21-19-R Parcel No: 948 317 806 Issue: Under appeal is the value of the residential property located at 1350 Rosecrans St., Port Townsend, Wa. The Appellant values the property at$328,000 ($78,000 for the land and $250,000 for the improvement/buildings). The Appraiser's valuation of the property as of January 1, 2021 is $354,169 ($86,448 for the land and $267,721 for the improvements). Appellant's Argument and Evidence:The Appellant states that the property assessment does not take into consideration the fact the property has not been improved since 2004. The Appellants further point to the fact that a homeless shelter may be coming to the neighborhood which already hosts Habitat for Humanity homes, both of which will negatively impact their home's value. The Appellants offered no supporting comparables or evidence to support their belief the subject property's value is not valued correctly. Assessor's Argument and Evidence:The Assessor's Representative presented three comparable property valuations. The Representative further stated that the comparables were representative of the current market. The Representative stressed that,while his office is aware of increase in homeless people and of future housing development, the valuation must be based on the properties value as of January 1, 2021. The value of the property is correctly reflected in the County's appraisal. Decision:The law requires that the Board of Equalization presume the Assessor's valuation to be correct unless the appellant presents clear, cogent and convincing evidence to the contrary.After consideration the Board finds the Appellant did not present evidence necessary to overcome the presumptive correctness of the value established by the Assessor. The Board of equalization sustains the value established by the Assessor.
