Regular Meeting — April 11, 2022, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Heidi Eisenhour and Commissioner Greg Brotherton
attended the meeting in-person and Commissioner Kate Dean joined the meeting virtually. Chair
Eisenhour called the meeting to order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions:
• Comment regarding proposed new commercial activity near the Mill Road homeless
encampment which would potentially affect the Olympic Discovery Trail.
• Comment regarding the proposed sale of the Caswell-Brown Village to Olympic Community
Action Program (OlyCAP).
• Comment thanking the Commissioners for sending a letter to the Washington State Department
of Natural Resources requesting a deferral of the Beaver Valley Timber Sorts sale.
The Commissioners addressed comments and concerns raised during the Public Comment Period. Chair
Eisenhour noted that Public Works Director Monte Reinders will be serving as Acting County
Administrator during County Administrator Mark McCauley's absence for a portion of this week.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Dean
seconded the motion which carried by a unanimous vote.
1. AGREEMENT re: Thorndyke Road M.P. 4.71 Culvert Replacement, County Project No.
18020580, County Road No. 418708, RCO Project No. 20-1657R; In the Amount of$1,749,021;
Jefferson County Public Works;Nordland Construction NW, Inc.
2. AGREEMENT re: Thorndyke Road M.P. 4.71 Culvert Replacement, Project No. 1802058017;
In the Amount of$17,995; Jefferson County Public Works; Van Aller Surveying
3. AGREEMENT re: On-Call Right-of-Way Services; In the Amount of$9,900; Jefferson County

PROCLAMATION re: Proclaiming the Week of April 10-16,2022 as Public Safety
Telecommunicators Week: Commissioners Brotherton thanked all telecommunicators and JeffCOM
Dispatch for their work throughout the year. Department of Emergency Management staff member and
Amateur Ham Radio coordinator John Ebner was present and spoke of the importance of amateur,
commercial and public safety telecommunication operators. After all three Commissioners read aloud
the proclamation, Commissioner Brotherton moved to approve the proclamation proclaiming the week
of April 10-16, 2022 as Public Safety Telecommunicators Week. Commissioner Dean seconded the
motion which carried by a unanimous vote.
ADDITIONAL BUSINESS: Letter of Support re: Public Health's School Based
Health Center(SBHC)Application: Commissioner Dean proposed a letter of Support regarding
SBHC with the Board,and Commissioner Brotherton shared the letter on screen. After review,
Commissioner Brotherton moved to approve the letter in support of the SBHC application.
Commissioner Dean seconded the motion which carried by a unanimous vote.
COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed an
upcoming Workshop with the Washington State Department of Natural Resources (DNR), Junior
Taxing Districts and the Assessor regarding the Beaver Valley Timber Sorts sale which has been
temporarily deferred by DNR. Commissioner Dean noted that Congressman Kilmer has COVID-19.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided
information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie
Bence provided information on where to get the COVID-19 vaccine.
COMMISSIONERS' BRIEFING SESSION—Continued: Commissioner Brotherton
and Commissioner Dean discussed recent meetings they attended and reviewed upcoming meetings.
HEARING re: Designation of and Defining Authority and Duties of the County Fire
Marshal; Amending Title 2 and Chapter 15.05 of the Jefferson County Code: Department of
Community Development (DCD)Director Brent Butler, DCD Administrative Services Manager Jodi
Adams and Deputy Prosecuting Attorney(DPA) III Barbara Ehrlichman were present to provide
information for the hearing. DCD Services Manager Adams provided a presentation which explained
prior procedural actions, new chapter established, new authorities defined and designated, and the
International Fire Code(IFC)pertaining to the Fire Code Official. Staff answered questions posed by the
Board.
Chair Eisenhour opened the hearing to allow public testimony. The following individuals provided
testimony: George Yount and Tom Thiersch. Hearing no further testimony, Chair Eisenhour closed the
public hearing.
During public testimony, Mr. Thiersch inquired about Fire Marshal training for the DCD Director. The
Board was satisfied with staff response that the DCD Director is receiving proper training.
Commissioner Brotherton moved to adopt ORDINANCE NO. 04-0411-22 re: Relating to the Fire
Prevention and Safety; Designating County Fire Marshal and Defining Authority and Duties; Amending
Title 2 JCC and Title 15 JCC. Commissioner Dean seconded the motion which carried by a unanimous
vote. The Commissioners noted that DCD Director's position should reflect the new Fire Marshal duties.

COMMISSIONERS' BRIEFING SESSION—Continued: The Commissioners
continued discussing recent meetings they attended, miscellaneous items and upcoming meetings.
The meeting was recessed at 11:09 a.m. and reconvened at 10:15 a.m. with all three
Commissioners present.
INTRODUCTION re: New Washington State University (WSU)Jefferson County
Extension 4-H Coordinator Sarah Pederson: WSU Extension Interim Director Bridget Gregg
introduced the new 4-H Coordinator. Ms. Pederson discussed the County's 4-H program for school-aged
children and reviewed her work history.
COMMISSIONERS' BRIEFING SESSION—Continued: Commissioner Dean stated
she heard that the Public Works department was running snow plows over the weekend. Acting County
Administrator/Public Works Director Monte Reinders stated he will inquire with staff and report back.
DISCUSSION re: Commercial Property Assessed Clean Energy Resilience (C-
Pacer) Implementation in Washington State: Department of Community Development(DCD)
Director Brent Butler, Treasurer Stacie Prada, Assessor Jeff Chapman, Kitsap Bank Senior Vice
President Rich Martinez, Bayside Housing Director Gary Keister, and Bayside Housing Director of
Development Heather Dudley-Nollette were present for discussion. Assessor Chapman explained that
this is a statewide program that counties can opt into, or they can implement a C-Pacer program of their
own. He added that Clark, Whatcom, King, Snohomish and Thurston counties have implemented their
own programs that are well underway. Chair Eisenhour asked if other members in the audience wished
to provide comment, but there were no additional comments.
DISCUSSION re: Site Control of Caswell-Brown Village Phase 2A: Department of
Community Development(DCD) Director Brent Butler, Olympic Community Action Program
(OlyCAP) Executive Director Cherish Cronmiller and OlyCAP Director of Housing and Community
Development Kathy Morgan were present to discuss site control of the Caswell-Brown Village. DCD
Director Butler explained the options and impacts of a potential sale of the Caswell-Brown Village
property to OlyCAP. Acting County Administrator Monte Reinders noted the value of the property will
increase once it is hooked up to sewer. OlyCAP indicated that they are unable to get outside funding if
they do not have site control of the property. The Board stated there will be continued discussion on this
issue. Commissioner Brotherton will work with County Administrator Mark McCauley, DCD Director
Butler and legal counsel and bring forward information during the next Board meeting.
COMMISSIONERS' BRIEFING SESSION—Continued: Acting County
Administrator/Public Works Director Monte Reinders provided a Public Works update regarding the
snowy conditions over the weekend. Commissioner Brotherton noted that it is confirmed that
Department of Community Development Director Brent Butler has already received the proper
certification to be a Fire Marshal. Commissioner Dean stated she will be back in the office Monday,
April 18, 2022.
