Thank you for your email and introduction. I look forward to working with you.
By copy of this letter to Donna Frostholm and Phil Hunsucker, I am requesting that the four of us set up a Zoom or
phone conference later this week or early next week to discuss the procedural roadmap for this project, and the
necessary interfaces between the Department of Ecology and Jefferson County. I'd like to make sure we are all on the
same page as to what is expected to happen and when.
I will make myself available anytime within this period that works for others. Could each of you let me know what times
would work for you?

I have recently taken over for Adam Sant as project manager for the BDN Geoduck Farm (Smersh Parcel), Corps
#201301268, and wanted to touch base with you on where the project is at. Looks like we are still waiting on verification
that SEPA is completed to issue the Section 401 Water Quality Certification. Going through the records Adam uploaded, I
see that you are likely still in the middle (or end) of this process.
Hi Adam —
The County has asked us to respond by April 13th to the public comments they have received on our application. So I
assume they are holding off on their SEPA threshold determination until they have received our responses. If you have
any questions on this, the person we are dealing with at Jefferson County DCD is Donna Frostholm, Associate Planner,
Jefferson County DCD, 360-379-4466, dfrostholmaco_iefferson.wa.us.

Please note that our statutory deadline for making a 401 WQC decision is May 11, 2022 (one year after the initial 401
request was submitted). If we do not have the necessary verification by then we will have to deny without prejudice,
and the applicant will have to resubmit a new 401 request package and we will have to go through the public notice
process again.
Do you mind providing me with any relevant updates for this project?
Also, is this considered a new project? It seems like this is an existing farm that has received and NWP in the past, but
then I also see a note that it is new and the SEPA and shoreline permitting process would also make me think it is new.
Let me know if you want to touch base over the phone — I am a bit more swamped than usual this week but I have some
time available today from 3-5pm or tomorrow from 8-9am or 3:30-5pm if you want to give me a ring.
