CALL TO ORDER: County Commissioner David Sullivan called the Special Meeting to order
via video conference in the presence of Members: Lori Fleming, Fred Kimball, Frank Hoffman,
Kathy Morgan, Kristina Stimson, Terry Smith, Barbara Carr and Peggy Webster. City of Port
Townsend Mayor Michelle Sandoval joined the meeting later. Alternates present: Julia
Cochrane, Cherish Cronmiller, Beulah Kingsolver, Jean Camfield, and Kelli Parcher. Alternate
Pat Teal joined the meeting later. Also present: Facilitator Lizanne Coker, Housing Solutions
Network representative Justine Gonzalez-Berg. Members who joined after the meting started:
Whitney Friddle, Michelle Sandoval.
REVIEW and APPROVAL of MINUTES: Member Camfield moved to approve the Regular
Meeting Minutes of October 28, 2020 with an amendment to correct the title of the Housing
Solutions Network and remove the word "video." Member Hoffman seconded the motion. The
motion carried.
ACKNOWLEDGMENT of WRITTEN PUBLIC COMMENTS: Facilitator Coker noted
where to find the link to review public comments.
DISCUSSION re: One-Time Project Request for Proposals (RFP): Members reviewed the
current RFP process and discussed improving it for a One-Time RFP. Improvements include
separating the Funds by focus (Affordable &Emergency shelter) Amounts of award were
tentatively discussed at$66,000 from Fund 148 and $217,000 from Fund 149 based on
projections from Central Services Director Mark McCauley. Members Webster, Smith and
Kingsolver will incorporate edits to the RFP as discussed by the Task Force.
Facilitator Coker and Member Cronmiller will create a Year End Report of projects funded by
the Affordable Housing Task Force.
DISCUSSION re: Talking Points Regarding the HB 1590 Sales Tax: Member Fleming
requested a list of talking points to distribute to the Affordable Housing Task Force members.
Discussion was tabled for a future meeting.
DISCUSSION re: 2021 Housing Task Force Goals for Discussion: Facilitator Coker and
Member Fleming will create an Impact statement based on grants awarded in 2020. Member
Kingsolver suggested working with the Jefferson Community Foundation to leverage our grant
impact.
FUTURE MEETINGS and AGENDA ITEMS: Future Agenda items to include creating a
Strategic Plan for the entire Housing Ladder, review the Housing Action Plan Network (HAPN),
discuss the creation of a sub-committee to review the progress of the Affordable Housing Task
Force and member term limits.

newly posted comment to the other members.
ADJOURNMENT: Commission Sullivan adjourned the meeting at 3:52 p.m.
