CALL TO ORDER: Jefferson County Commissioner/Rotating Chair Greg Brotherton called the
Regular Meeting to order after confirming there was a quorum. Also present at the meeting was
Facilitator Lizanne Coker.
REVIEW AND APPROVAL OF MINUTES: Member Hoffman moved to approve the
Regular Minutes of January 27, 2021 and Regular Meeting Minutes of February 10, 2021 as
presented. Member Martinez seconded the motion. The motion carried.
ACKNOWLEDGMENT OF WRITTEN PUBLIC COMMENTS: There were no comments
to address.
DISCUSSION: RECOMMENDATION re: USE OF HB1590 FUNDS FOR THE 7TH AND
HENDRICKS ST. APARTMENTS: After discussion, Member Sandoval moved to approve the
use of the upcoming 1590 funds to be committed to the 7th and Hendricks St. Project, up to
$600,000 with a firm commitment of$400,000,with the details in terms of the split between
2021/2022 funds being worked out between the County and OlyCAP. Member Kimball
seconded the motion. The motion carried.
DISCUSSION: RECOMMENDATION re: $75,000 GRANT FOR 7TH AND HENDRICKS
ST. APARTMENTS: Rotating Chair Brotherton noted that original $75,000 award as
recommended by the Task Force, had the caveat that both the Housing Trust Fund and low-
income housing tax credits be awarded. The project was only awarded the Housing Trust Fund
funding, but it was enough for the project to move forward. He suggested a motion that would
recommend that the caveat for acquiring low-income housing tax credit requirements be
removed from the Agreement. Member Sandoval moved that the $75,000 grant that was
previously allocated for the 7th and Hendricks Project be re-granted without the previous
requirements. Member Hoffman seconded the motion. The motion carried.
DISCUSSION re: REQUEST FOR PROPOSALS (RFP) PROCESS IMPROVEMENT
AND TIMELINE: Member Coker presented RFP suggested RFP process improvements. The
following members joined an RFP subcommittee: Members Hoffman, Cochrane, Brotherton and
Cronmiller.
ADDITIONAL BUSINESS: DISCUSSION re: GOALS FOR 2021 AND CREATION OF A
SHELTER STRATEGY TEAM: Rotating Chair Brotherton informed the Task Force of the $6
Million in COVID-19 relief funding coming to Jefferson County over the next year. He
requested that a Shelter Strategy Team be formed to work on possible shelter uses of these funds.
The following Members volunteered to serve on the Shelter Strategy Team: Members Hoffman,
Cochrane, Teal, Brotherton, Cronmiller, Caulfield, Rogers and Kimball.
FUTURE MEETINGS AND AGENDA ITEMS: Member Morgan requested that we invite the
Washington State Department of Commerce to provide an update on the Coordinated Entry
Advisory Board(CEAB) process. The Task Force members also suggested discussing affordable
housing and the 5-Year Plan at future meetings.
ADJOURNMENT: Rotating Chair Brotherton adjourned the meeting at 3:45 p.m.
