CALL TO ORDER: County Commissioner David Sullivan called the Regular Meeting to order
via video conference in the presence of City of Port Townsend Mayor Michelle Sandoval and
Members: Barbara Carr, Ben Casserd, Lori Fleming, Amanda Funaro, Fred Kimball, Frank
Hoffman, Sarah Martinez, Jeff Monroe, Kathy Morgan, Joe Nole, Sarah Rogers, Kristina
Stimson, Terry Smith, and Peggy Webster. Alternates present: Julia Cochrane, Pat Teal, and Jean
Camfield. Also present at the meeting: Facilitator Lizanne Coker.
REVIEW and APPROVAL of MINUTES: Member Camfield moved to approve the Special
Meeting Minutes of November 4, 2020 as presented. Member Martinez seconded the motion.
ACKNOWLEDGMENT of WRITTEN PUBLIC COMMENTS: No comments received.
DISCUSSION re: review of Draft One-Time Request for Proposals(RFP): The Housing
Task Force members reviewed the current RFP process,timeline and improvements to the One-
Time RFP. Member Smith made a motion to approve two RFPs, one for Homeless Housing
(Fund 149) and one for Affordable Housing (Fund 148), with amendments as discussed. Member
Nole seconded the motion. The motion carried.
DISCUSSION re: HB 1590 Affordable Housing Sales Tax
Members reviewed HB 1590 information. Commissioner Sullivan noted that Jefferson County
Commissioners are holding a public hearing on the proposed sales tax on December 21, 2020 at
1:30 p.m.
DISCUSSION TOPICS:
• 2021 Housing Task Force Goals: The Housing Task Force reviewed goals and created a
Request for Proposals (RFP)review team consisting of Members Nole, Webster,
Cochran, Fleming and Casserd.
• Creation of a Strategic Plan re: "Housing Ladder": Not discussed
• Revisit the Housing Action Plan Network(HAPN) Plan: Mayor Sandoval noted the
Housing Task Force should incorporate the HAPN plan into its 2021 goals.
Commissioner Sullivan stated that members need to understand the Comprehensive Plan
to get a better understanding of what and where to build.
• Committee to review the Housing Task Force structure: Not discussed
FUTURE MEETINGS and AGENDA ITEMS: Items not discussed at today's meeting will be
added to future agendas.
ADJOURNMENT: Commission Sullivan adjourned the meeting at 3:51 p.m.
