CALL TO ORDER: County Commissioner David Sullivan called the Special Meeting to order
via video conference in the presence of City of Port Townsend Mayor Michelle Sandoval and
Members: Lori Fleming, Fred Kimball, Frank Hoffman, Sarah Martinez, Jeff Monroe, Jim
Novelli, Kristina Stimson, Terry Smith, Peggy Webster,Alternate Julia Cochrane, and Alternate
Kelli Parcher. Members who joined after the meeting started: Kathy Morgan, Sarah Rogers,
David Rymph and Alternate Cherish Cronmiller. Also present at the meeting: Facilitator Lizanne
Coker, County Administrator Philip Morley, Jefferson County Central Services Director Mark
McCauley, Port Townsend City Manager John Mauro, Habitat for Humanity Executive Director
Jamie Maciejewski, and Housing Solutions Network staff member Justine Gonzalez-Berg.
REVIEW and APPROVAL of MINUTES: The approval of the Regular Meeting Minutes of
October 28, 2020 was moved to the next meeting to allow time for members to review them.
PRESENTATION re: DRAFT STRATEGY FOR PERMANENT AFFORDABLE
HOUSING: Presentation by County Administrator Philip Morley and City of Port Townsend
Manager John Mauro regarding the Providers Team Plan. After group discussion, Member
Hoffman moved to recommend to the Joint Oversight Board(JOB) and the Board of County
Commissioners(BOCC)to move forward to consider adopting a 1/10th of 1% Sales Tax for
Affordable Housing, consistent with the draft strategy for permanent affordable housing.
Member Kimball seconded the motion. After discussion, Commissioner Sullivan called for a
vote on the motion. The motion carried. Member Camfield requested a one-page report for the
public. Mayor Sandoval noted the report provided by Central Services Director Mark McCauley
regarding Fund 148 and Fund 149 was very well done and easy to understand. Facilitator Coker
will create an End of Year Report regarding projects funded by the Housing Task Force with the
assistance of Alternate Cronmiller.
DISCUSSION of ONE TIME USE REQUEST FOR PROPOSALS (RFP): Central Services
Director Mark McCauley reviewed possible funding amounts for a One-Time Request for
Proposals (RFP) for Fund 148 in the amount of$60,000 and for Fund 149 in the amount of
$217,000. These funds are calculated on the residual funds in place and the expected revenue of
2021. Total for both funds would be $277,000. Mayor Sandoval noted that the Joint Oversight
Board forwarded a recommendation to the Board of County Commissioners (BOCC)to grant an
additional $20,000 in funds to Habitat for Humanity. Mr. McCauley clarified that there are 40%
reserve balances in both funds.
FUTURE MEETINGS and AGENDA ITEMS: Future Agenda items to include a breakdown
of One-Time Request for Proposals (RFP) regarding use, Housing Task Force format, and the
creation of a one-page unified statement to clarify the Strategic Plan.
ACKNOWLEDGMENT of WRITTEN PUBLIC COMMENTS: Facilitator Coker read the
newly posted comment to the other members.
ADJOURNMENT: Commissioner Sullivan adjourned the meeting at 3:52 p.m.
