Regular Meeting — Wednesday, October 14, 2020 at 2:00 p.m.

CALL TO ORDER: Jefferson County Commissioner David Sullivan called the Regular
meeting to order via video conference in the presence of Members: Fred Kimball, Frank
Hoffman, Sarah Martinez, Terry Smith, Peggy Webster, Lori Fleming, Jeff Monroe,Alternate
Cherish Cronmiller,Alternate Julia Cochrane, Alternate Jean Camfield and Alternate Kelli
Parcher. Members who joined later in the meeting: Barb Carr, Whitney Friddle, Sarah Rogers,
Jim Novelli, Ben Casserd, Barbara Morey, and Alternate Beulah Kingsolver. Also present at the
meeting: Facilitator Lizanne Coker, Habitat for Humanity Executive Director Jamie
Maciejewski, Jefferson Community Foundation CEO Siobhan Canty, and Housing Solutions
Network staff member Justine Gonzalez-Berg.
REVIEW and APPROVAL of MINUTES: Member Smith made a motion to approve the
Regular Meeting Minutes of September 23,2020 as presented. Member Fleming seconded the
motion. The motion carried.
ACKNOWLEDGMENT of WRITTEN PUBLIC COMMENTS: Task Force members stated
that they were unable to access the comments prior to the start of the meeting. County staff will
work with their technical department to correct the issue.
DISCUSSION re: SALES TAX UPDATE and TEAM STATEMENTS: The Task Force
reviewed and discussed edits to the Sales Tax Use Statement presented by Member Webster, and
the Needs Statement presented by Member Fleming. Member Cochrane suggested creating a
focus group to review the documents prior to sending it to the Board of County Commissioners.
PROVIDER SERVICES UPDATES: The Task Force listened to updates from local providers
and discussed potential properties that may be available for affordable housing in Jefferson
County. The following are the topics discussed:
• Potential properties:
o City of Port Townsend Surplus Property Report
o Potentially buying land from private owners
o Homeward Bound; do they have land available?
o Port Townsend Golf Course; possible adjacent land
o Oxford House
o Purchasing a hotel for affordable housing
o Converting office space into shelter or housing units
o Cherry Street housing project
o Pfeiffer House
o Renovating existing structures
o 7th and Hendricks Complex
• One-Time funding; Member Carr moved to place discussion regarding use of one-time
funds on the next Agenda. Member Rogers seconded the motion. County staff noted that
there is no need for a motion to add items to future agendas.
• OlyCAP update: Update provided on the Haines Street Cottages,the American Legion,
Jefferson County Fairgrounds and the Pfeiffer House
• Dove House update: They are at maximum capacity and are turning away people
• Bayside Housing update: They are at maximum capacity and have a waiting list
• Housing Solutions Network update: Request for a working meeting with the Task Force
FUTURE MEETINGS and AGENDA ITEMS: Member Webster moved to schedule Task
Force Special Meetings on November 4 and 18, 2020 and December 9, 2020 and to cancel the
Regular Meetings of November 11 and 25, 2020. Member Camfield seconded the motion. The
motion carried. The Task Force could decide to cancel the December 23, 2020 meeting at a later
date. Future Agenda items to include a One-Time Request for Proposals(RFP) and a Housing
Solutions Network discussion.
ADJOURNMENT: Commissioner Sullivan adjourned the meeting at 4:06 p.m.
