CALL TO ORDER: Port Townsend Councilmember Michelle Sandoval called the regular meeting to order in the presence of Jefferson County Commissioner David Sullivan, Juvenile Services Director Barbara Can, Amanda Funaro, Whitney Friddle, Frank Hoffman, Sarah Martinez, Jeff Monroe, Kathy Morgan, Joe Nole, Sarah Rogers, David Rymph, Terry Smith, Peggy Webster, and Alternate Jean Camfield. Also present was Facilitator Lizanne Coker, Alternate Cherish Cronmiller, Alternate Julia Cochrane, and Alternate Beulah Kingfisher. REVIEW and APPROVAL of MINUTES: Approval of the Regular Meeting Minutes of August 26, 2020 was tabled until the next Task Force meeting. PRESENTATION re: Affordable Housing Development: Member Webster gave a presentation on Affordable Housing Development. Discussion ensued regarding subsidies and HUD 811 funds. The Task Force also discussed the proposed 1/10th of 1% SALES TAX for affordable housing. Facilitator Coker reviewed previous discussion on the topic. The Task Force discussed creating teams to address the Task Force's role in serving the community if the proposed affordable housing sales tax is approved. The Task Force created the following subcommittees: Needs Team: Members Cochrane,Nole and Fleming Communication Team: Members Funaro and Friddle Accounting Team: Member Webster, County Administrator Philip Morley and City of Port Townsend Manager John Mauro Pre-Development Team: Members Kimball, Funaro, Smith, Webster and Mayor Sandoval Providers Team: Member Carr, City of Port Townsend Manager John Mauro, County Administrator Philip Morley and housing providers DISCUSSION re: COVID GRANT FROM THE DEPARTMENT OF COMMERCE: Facilitator Coker reported that Bayside Housing is working with the Washington State Department of Commerce Grant on answering their questions. DISCUSSION re: BAYSIDE HOUSING and JEFFERSON COUNTY FAIRGROUNDS CAMPGROUND USE: Commissioner Sullivan reported that several people in the community have expressed their concerns to the police and to the Jefferson County Board of Commissioners regarding criminal behavior in and around the Jefferson County Fairgrounds due to the homeless encampment there. The Fair Board has not continued discussions regarding extended use of the campground during the winter. PUBLIC COMMENT: Comment by Member Monroe regarding PRIMO Construction Company based out of Sequim, Washington that has built affordable housing in the past. FUTURE MEETINGS and AGENDA ITEMS: Member Cronmiller will speak to the CARES Act funding at the next meeting ADJOURNMENT: Member Funaro made a motion to adjourn at 3:56 p.m. Member Nole seconded the motion.
