CALL TO ORDER: Port Townsend Councilmember Michelle Sandoval Jefferson County Commissioner David Sullivan called the Regular meeting to order in the presence of Barb Carr, Ben Casserd,Amanda Funaro, Frank Hoffman, Fred Kimbell, Sara Martinez, Barbara Morey, Kathy Morgan, Jim Novelli, Sarah Rogers, David Rymph, Terry Smith, and Peggy Webster. Also present were Facilitator Lizanne Coker, Cherish Cronmiller and Beulah Kingfisher. REVIEW and APPROVAL of MINUTES: Member Sandoval moved to approve the Meeting Minutes of August 12, 2020 with the following edits: Member Smith made a motion to approve the minutes. Member Rymph seconded the motion. The motion carried. DISCUSSION re: REQUEST for PROPOSALS (RFP) FOR 2021: After discussion, Member Webster asked for 2- 4 members, Member Rymph& Member Casserd volunteered. Member Cochrane believes she can as well, she can be added at the Sept 9th. Member Webster will organize the RFP Panel. DISCUSSION POSSIBLE SHELTER LOCATIONS: Cherish Crommiller reported on current Legion Shelter(it is now operating as a sleeping place, no food is served). The YMCA has been discussed. The Lodge in Port Hadlock has too limited a septic to work as a shelter. Cherish Cronmiller created homeless survey and received 144 responses 40%are families. OlyCAP doesn't have the funds to monitor campers at the fairgrounds. Member Hoffman asked if the Legion is meeting the need right now? Member Cronmiller stated that 27 people are there now. Member Cochrane stated that she hopes that Winter Warming Center can happen but many of the volunteers are aging and unable to help do to Covid. Member Morey asked why nothing was done at Fort Worden concerning Emergency Shelter. Cherish Cronmiller did mention that she would be happy to have Dorm 225, but the Fort is really a hospitality center. Member Casserd appreciates that this forum conversation is about sheltering people for this winter. DISCUSSION: COMMUNICATION UPDATE: Member Hoffman stated that he hadn't heard much from the other members, Member Funaro spoke about the confusingly long name of the HTF. Do we need to do a meeting with the sole purpose of creating a Communication Plan? She then offer 2 statements draft to explain what the function of the HFT might look like. Mayor Sandoval suggested we hold off on the Communication plan until we discuss the Sales Tax. Mr. Morley spoke to a meeting held with the with Local Housing Providers to create a priority list for where the funds might be used. Mayor Sandoval clarified that Mr. Morley would continue to meet with the Housing Providers and that they would create a list of ideas to bring to the HFT for discussion review. Beulah Kingsolver wanted to clarify that the this was another tax and that we need to respect everyone and that this process was just beginning, she also suggested the creation of Housing Dept. in Jefferson County. Member Webster offered to do a Housing Development presentation. Mayor Sandoval expressed concern about who can do building for our county. Member Hoffman wants us to reach out to others who run Housing Authorities and private developers. Member Kimball pointed out that we don't have land so maybe we break this into parts and then let's understand what the kind of homeless shelter we need and focus on that then we can start focusing on affordable/workforce housing. Member Funaro when can we get an inventory of what land is available also what would a Housing Office look like, i.e. renter or landlord issues. Mayor Sandoval asked what the price for OlyCAP building will be 11.2 million for 42 units with child care on the main floor. Cherish Cronmiller pointed out that phased development is way to go but we have to plan for maintenance &operations, as well. Mayor Sandoval wants us to be focus for the public, with a priority list. Facilitator Coker shared her screen with a sample document Sales Tax&Finding Doc and based this on the Housing Crisis Document created by the BOCC. Member Hoffman wants to focus on one program. Mayor Sandoval wants to spend the next meeting dealing with the plan and or the prioritization list. DISCUSSION re: COVID GRANT FROM THE DEPARTMENT OF COMMERCE: Facilitator Coker reported that the Washington State Department of Commerce Grant should be a response from the grant manager soon. CDGB GRANT UPDATES: Member Cronmiller wants to use the funds to help those who are falling between the crack i.e.just lost their jobs. DISCUSSION re: CAMPGROUND USE: Commissioner Sullivan and Gary Keister met with the Fair Manager and 3 members of the Fair Board on Tuesday, no report at this time. PUBLIC COMMENT: No Comments FUTURE MEETINGS and AGENDA ITEMS: Mayor Sandoval asked for a presentation be Member Webster. Member Hoffman wants a retreat to "check in"with the HTF members. Member Funaro would like a member list of who is still engage and would also like time for a retreat. Member Casserd asked Commission Sullivan to clarify his discussion with the Fair Board and then commented on the issues at the Fair ground.
