CALL TO ORDER: Jefferson CountyCommissioner David Sullivan called the Regular g meeting to order in the presence Port Townsend Councilmember Michelle Sandoval, Ben Casserd, Lori Fleming,Amanda Funaro, Frank Hoffman, Fred Kimbell, Sara Martinez, Barbara Morey, Kathy Morgan, Jim Novelli, Sarah Rogers, David Rymph, Terry Smith, and Peggy Webster. Also present was Commissioner Greg Brotherton, Commissioner Kate Dean, Facilitator Lizanne Coker,Jean Camfield, and Julia Cochrane. REVIEW and APPROVAL of MINUTES: Member Sandoval moved to approve the Meeting Minutes of July 22, 2020 Member Camfield seconded the motion. The motion carried. DISCUSSION re: REQUEST for PROPOSALS (RFP) FOR 2021: After a brief discussion edits were made to timeline of the already accepted document. DISCUSSION re: ALLOCATIONS AMOUNTS for CURRENT REQUEST for PROPOSALS (RFP): After members discussed funding options, Member Webster moved to set the allocation amount to $405,000. Member Funaro seconded the Motion. The motion carried. DISCUSSION re: 3-YEAR SHELTER GRANT FROM THE DEPARTMENT OF COMMERCE: Facilitator Coker gave an update on the application. It has been submitted. DISCUSSION re: COVID GRANT FROM THE DEPARTMENT OF COMMERCE: Facilitator Coker reported that the Washington State Department of Commerce Grant was positively received and that there should be a response from the grant manager soon. GRANT UPDATES: Facilitator Coker discussed a potential grant of$118,000 for rent support. The grant would be a joint grant between Jefferson County and the City of Port Townsend. She is working with County Administrator Philip Morley, the City of Port Townsend and OlyCAP to create a single application. DISCUSSION ON SALES TAX: Commissioner Sullivan presented information on a proposed 1/10 of 1% sales tax for housing, which could result in$600,000 annually for Affordable Housing. He explained that it could be done as a councilmanic vote. Jefferson County Commissioner/Chair Greg Brotherton and Commissioner Dean stated they would like to see a plan for the funds, and the impact those funds would have on the County. Mayor Sandoval questioned County Administrator Philip Morley about bonding, and he explained that 50%of funding could be bonded. Facilitator Coker reminded everyone that housing goals had been set forth in the 5-Year Plan. Mayor Sandoval stated she would also like to see a plan in place prior to the tax. Commissioner Brotherton felt the funds should be dedicated to permanent structures. OlyCAP Director Cherish Cronmiller suggested that the grant should be used to fund permanent housing and emergency shelter at 50% each. DISCUSSION re: CAMPGROUND USE: Member Morey presented a plan to use the Jefferson County Fairgrounds in the off-season starting October 1, 2020 for RV, tent structures and possible car camping. She requested a letter of support be sent to Bayside Housing. Member Funaro made a motion to send a letter to request that Bayside Housing negotiate with the Jefferson County Fair Board for use of the Campgrounds. Member Morey seconded the motion. The motion carried. PUBLIC COMMENT: No Comments FUTURE MEETINGS and AGENDA ITEMS: The following item will be discussed at the next meeting: HB 1590 - Property Sales Tax. The next regular meeting will be held on August 26, 2020 via teleconference or video conference.
