CALL TO ORDER: Jefferson County Commissioner David Sullivan called the Regular meeting to order in the presence Port Townsend Councilmember Michelle Sandoval at 2:01 p.m. in the presence of Jean Camfield, Ben Casserd, Lori Fleming, Whitney Friddle, Amanda Funaro, Frank Hoffinan, Fred Kimbell, Sara Martinez, Jeff Monroe,Joe Nole, Sarah Rogers, David Rymph, Terry Smith, and Peggy Webster. Also present was Facilitator Lizanne Coker, Jim Novelli and past member Leslie Shipley. REVIEW and APPROVAL of MINUTES: Member Sandoval moved to approve the Meeting Minutes as amended from June 24, 2020. Member Smith seconded the motion. The motion carried. REPORT re: FUND 148 & FUND 149 BALANCES: County Administrator Philip Morley and Central Services Director Mark McCauley presented a complete accounting of both funds with a projection for 2021 as well. County Administrator Morley clarified that the $75,000 held in promise for the 7th and Hendricks Project expires September 30, 2020. Director McCauley clarified that 6%of Fund 149 may be used for administration, but that none of the HB 1406 funding may be used for administration. DISCUSSION re: HOUSING TASK FORCE MEMBERSHIP: Member Rymph stated that right now a Housing Navigator might not need to be a priority since there is a lack of housing units at this time. The Task Force reviewed the Navigator List which will be used as an emergency resource list. DISCUSSION re: Request for Proposals (RFP): Member Webster and Facilitator Coker made updates to the RFP which will be presented at the next Task Force meeting. UPDATE re: 3-Year Shelter Grant from Department of Commerce: Facilitator Coker presented the grant for$168,000 that involved Bayside Housing creating eight additional shelter beds. UPDATE re: Jefferson Community Foundation: A fund for COVID-19 raised $575,000 and those funds have been allocated. PUBLIC COMMENT: No Comments FUTURE MEETINGS and AGENDA ITEMS: Member Casserd and Mayor Sandoval suggested that we discuss the situation at the Fairgrounds at next meeting. Commissioner Sullivan requested time to also discuss Property Sales options and HB 1590. The next Regular Meeting will be held on Wednesday, August 12, 2020 at 2:00 p.m. via teleconference or video conference.
