' Daryl Gillette Margaret Taylor Peter Raab MEETING MINUTES April 13, 2022 Daryl Gillette Chairman Margaret Taylor Vice-Chairman Pete Raab Member Chairman Daryl Gillette called the meeting to order at 10:05 a.m. in the presence of Vice-Chairman Margaret Taylor and Member Pete Raab. APPROVAL OF MINUTES Chairman Gillette moved to approve the meeting minutes of April 6, 2022. Member Raab seconded the motion which carried by a unanimous vote. REVIEW WAIVER OF FILING DEADLINE REQUEST/GOOD CAUSE WAIVER THE 2021 BOARD OF EQUALIZATION: Petitioner: Valerie Scott - Parcel No. 990 900 008; BOE 21-37-R; (Waiver for Filing Deadline Request Code No. (2)(a) Waiver of filing deadline—Direct appeal to state board of tax appeals. (2) The board of equalization may waive the filing deadline if the petition is filed within a reasonable time after the filing deadline and the petitioner shows good cause for the late filing. However, the board of equalization must waive the filing deadline for the circumstance described under (f) of this subsection if the petition is filed within a reasonable time after the filing deadline. The decision of the board of equalization regarding a waiver of the filing deadline is final and not appealable under RCW 84.08.130. Good cause may be shown by one or more of the following events or circumstances: (a) Death or serious illness of the taxpayer or his or her immediate family; Chairman Gillette moved to approve the request to reconvene. Vice-Chairman Taylor seconded the motion which carried by a unanimous vote. REVIEW REQUEST TO RECONVENE THE 2021 BOARD OF EQUALIZATION: Matthew and Laurel Kasper—Parcel No. 993 000 040 (Reconvening Code 02 - outlined in WAC 458-14-127 RECONVENED BOARDS-AUTHORITY (1) which states that Boards of Equalization may reconvene on their own authority to hear requests concerning the current assessment year when the taxpayer submits a sworn affidavit to the board stating the notice of change of value for the assessment year was not received at least 15 days prior to the deadline for filing the petition and can show proof that the value was actually changed. The request must be filed by April 30 of the year following the assessment year. Chairman Gillette moved to approve the request to reconvene. Member Raab seconded the motion which carried by a unanimous vote. The Board began post hearing deliberations at 10:07 a.m. At the conclusion of the deliberations the Board resumed the regular meeting at 10:28 a.m. and the following actions were taken. After reviewing all the information submitted,the Board concurred that the appellant did not present clear, cogent, and convincing evidence necessary to overcome the presumptive correctness of the Assessor. Member Raab moved to sustain the Assessor's valuation of$68,681 ($61,688 for the land and $6,993 for the improvement). Chairman Gillette seconded the motion which carried by a unanimous vote. (See also minutes of April 6, 2022) Hailian Zhou BOE 21-28-R PN: 994 300 025 2249 W. Rosecrans Court Port Townsend, WA. 98368 The Board of Equalization held a hearing on April 6, 2022. After reviewing all the information submitted, the Board concurred that the appellant did not present clear, cogent, and convincing evidence necessary to overcome the presumptive correctness of the Assessor. Member Raab moved to sustain the Assessor's valuation of$345,252 ($60,750 for the land and $284,502 for the improvement). Chairman Gillette seconded the motion which carried by a unanimous vote.
