HomeMy WebLinkAboutEmergency Management Program CoordinatorJEFFERSON COUNTY Job Description Job Title: Emergency Management Program Coordinator Department: Emergency Management Location: Emergency Operations Center/Department of Emergency Management Reports To: Emergency Management Director FLSA Exempt: NO UNION: UFCW BBP: YES Salary Level: Approved By: Grade 26 Human Resource Director��l�Qi / Approved Date: April 22, 2022 SUMMARY The Emergency Management Program Coordinator assists with planning, mitigation and coordination of Jefferson County's disaster preparedness and emergency management program, including disaster mitigation, preparedness, response and recovery. The position is responsible for coordinating Department of Emergency Management's (DEM) volunteer program, assists in the administrative functions of the department and participates in disaster response. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Coordinates DEM's volunteer program by working with the Director and Employee Operations Center (EOC) members to identify volunteer needs and plan, recruit, onboard and train volunteers. Researches, recommends and prepares grant requests. Coordinates preparation of DEM's annual sustaining grants, including the Emergency Management Performance Grant (EMPG) and the Homeland Security Grant Program (HMGP); submits annual work programs/applications; works with Homeland Security Region 2 on regional projects; submits grant reimbursement requests; and, maintains documentation in accordance with grant requirements. Processes DEM's regular invoices and bills. May assist Director in annual budgeting and Imancial reporting Develops training and development plans for community volunteers and others in EOC roles. Assists with the design, implementation and evaluation of training, drills and exercises to assure operational readiness. Participates in exercises and training with Jefferson County and other community agencies to improve the County's emergency response and management capabilities. Works with Homeland Security Region 2 on state emergency response exercises and training support requests. Assists with planning, writing and evaluating DEM's annual training and exercise plan. Assists with developing and producing emergency management plans and procedures, including maintenance of the Comprehensive Emergency Management Plan. Researches, compiles and contributes to the development of plans and policies to improve the County's emergency response capabilities. Department of Emergency Management — Emergency Management Program Coordinator Supports the planning, organization and delivery of community outreach for disaster preparedness such as the All County Picnic, Jefferson County's annual disaster preparedness fair. Assists in maintaining liaison with community preparedness groups. Represents DEM at meetings and provides reports to the DEM team. Assists with the preparation of training materials and training courses and presents training to a broad range of public and private constituencies. Serves on DEM's on -call Duty Officer rotation. Serves in Jefferson County/Port Townsend's Emergency Operation Center (EOC) during activations and assists with coordinating the County's response during emergencies and disasters. Work on the weekend and long shifts may be required. May assist other county departments with volunteer coordination needs as available. Works with other county departments and agencies, consultants, attorneys, contractors, engineers, citizen task forces and the general public to develop plans, policies, standards and processes, as directed. Assists with the development of disaster exercises to local and regional audiences. SUPERVISORY RESPONSIBIIdTIES This job has no direct supervisory responsibilities but is a `lead' in area of assignment and coordinates activities of volunteers. Lead responsibilities include coordination, assigning, monitoring and reviewing the work of other volunteers engaged in DEM activities. MINIMUM QUALIFICATIONS: To perform this job successfully an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE Associates degree (AA) or equivalent from a two-year college or technical school; and two (2) years in a progressively responsible administrative position, including two (2) years with government emergency response/disaster preparedness experience and/or training; or, High School Diploma or GED and eight (8) years of progressively more responsible experience in a disaster response in a government setting and/or training; or equivalent combination of education and experience. LANGUAGE SKULLS Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from managers, clients, customers, and the public. MATHEMATICAL SKULLS Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret graphs. REASONING ABILITY Ability to understand moderately complex instructions furnished in written, oral or diagram forth. Ability to deal with problems involving several variables in non -standardized situations. CERTIFICATES, LICENSES, REGISTRATIONS Valid Washington State Driver's License. Pass a criminal history background check. Certification in FEMA IS 100, 200, 700 and 800 required within first three months of employment. KNOWLEDGE, SKULLS AND ABILITIES Experience in leading and coordinating volunteer programs and activities. Ability to work effectively with and adapt communication styles for diverse audiences including volunteers, other agencies, government leaders, citizens, military and the news media. Knowledge of emergency management programs and disaster prepared practices, including an understanding of local, state and federal regulations and funding pertaining to emergency mitigation, preparedness, response and recovery. Ability to understand, apply and act on complex program standards, grant requirements, and applicable state and federal laws and regulations. Page 3 of 4 Department of Emergency Management - Emergency Management Program Coordinator Advanced knowledge of computers and skills in the demonstrated use of Excel spreadsheet, database, word processing, and other software applications used in the operation of the department. Ability to handle emergency activation that may require long work periods in high stress or chaotic conditions on rotating shifts over several days and weeks. Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the public. Ability to maintain a high standard for accuracy, completeness and efficiency in the preparation of reports and budgets. Independent and self -motivated to meet required deadlines while simultaneously completing other tasks.
