Distribution: * Assessor * Petitioner * BOE File FORM REV 64 0058(5/25/2017) ORDER OF THE JEFFERSON COUNTY BOARD OF EQUALIZATION Appellant: Hailian Zhou Appeal No.: BOE 21-28-R Parcel No.: 994 300 025 Issue: Under appeal is the value of the residential property located at 2249 W. Rosecrans Ct., Port Townsend, WA. The Appellant values the property at$320,000 ($60,000 for the land and $260,000 for the improvement/buildings). The Appraiser's valuation of the property as of January 1, 2021 is $345,252 ($60,000 for the land and $284,502 for the improvements/buildings). Appellant's Argument and Evidence: The Appellant argues that the property assessment does not account for the fact her property is a single-story home compared to two story housed on either side of her. The Appellant feels the two-story houses are worth more that hers. The Appellant says her foundation is cracked, her driveway is cracked and her house has some inconvenient feature inside. The Appellant offered no documentary evidence to suggest how much the problems might influence the property value.No comparables were put forward to suggest her house was unfairly valued. Assessor's Argument and Evidence: The Assessor's Representative presented three comparable property valuations and his appraisal work sheet. The comparable sales ranged from $320,000 to $413,000 and dated from July 16, 2018 to September 8, 2021. The Representative argued that the comparables were representative of the current market. Decision: The law requires that the Board of Equalization presume the Assessor's valuation to be correct unless the appellant presents clear, cogent and convincing evidence to the contrary. After consideration the Board finds the Appellant did not present evidence necessary to overcome the presumptive correctness of the value established by the Assessor. The Board of equalization sustains the value established by the Assessor.
