Board of Health meeting, I would say, too, we 09:38:33 We did approve our bylaws, updated our bylaws 09:38:40 To expand the scope of the board is required by house bill 1152 last year, and feel like we landed on a good set of of changes. We didn't have a lot of changing to do because we were already one of the 09:38:53 more diverse boards of health in the State. But glad we got through that piece of work. 09:39:01 Freddy Morning had a meeting with John morrow from the City. 09:39:05 He's been very helpful in scoping out and planning the meeting with the usda world development. 09:39:12 Same with meeting with Jefferson healthcare on that same topic. 09:39:18 Oh, Had a meeting on Friday with the maritime Washington National heritage area. 09:39:24 We completed and approved the management plan for the heritage area. 09:39:30 So it has to go to Dc. now to Department of Interior, and go through a number of other approval processes. 09:39:36 But exciting. That was 2 years of hard work getting that finished and trying to be as inclusive as possible, and pretty massive changes from where we started to where it ended up in terms of promotion of tourism and instead right 09:39:50 sizing that and also what we call decolonizing our maritime stories that you know me think about in the last 2 years that we did a lot of this work. 09:40:01 You know a lot of attention being given to who stories are we telling? 09:40:06 And how are we grappling with the history of maritime Washington? 09:40:10 So change the lens of that quite a bit Let's see, ended my week playing basketball with olympic neighbors out of the courthouse. 09:40:23 Ports here, and that was really great. so that organization works with development only to disabled youth and adults. 09:40:32 And was the highlight of my week getting to play basketball with those folks and just incredible to see people who are so skilled that working with popular with integrity. 09:40:45 And I was really inspired. It was really heart warming. 09:40:47 I tried to get to the chimicum exhibit on Saturday, which I there's only one more opportunity at the end of May to see it. but I couldn't tear myself out of the garden it was too. 09:40:59 Nice a day on Saturday to leave in the middle of the day, so i'll make myself go in May and i'm sorry I haven't seen it yet. 09:41:06 It sounds pretty incredible. Oh, that was my week and realizing that we didn't give each other updates last week about before. So , i'm gonna just update you guys in a few categories of work that i'm 09:41:22 doing, cause it's span both weeks one thing I Don't think I've had a chance to mention is as part of my role on being the chair of the behavioral health advisory committee. 09:41:32 We are distributing a supplemental grant round to all of our vendors, including the school districts, which gets $7,000, an additional funding for each school district for school based mental health. 09:41:45 So just so, you know. So you can in your conversations with your school district colleagues say what's figured that excess revenue still working on Trailhead Park met with 09:42:01 Brian tracer out there to confirm that the ingress, egress. 09:42:06 Assumptions that we were making were correct, and they are. 09:42:11 And yeah, another work party is being scheduled or organized out there by that country horseman under the the keen eyes of our Jeff Chapman, so grateful for his partnership out there And then also, working with some other 09:42:24 landowners to get some more fire mitigation. 09:42:31 Fire breaks in place, and the like I've been working a lot coming out of our letter to Dnr. 09:42:40 The Board of Natural Resources about Fever Valley sorts we have a workshop scheduled for the sixteenth of May for us, and in preparation for that I've been working with dnr and other partners to 09:42:58 understand a number of implications that we need to explore and discuss, but those include working with the junior taxing district. 09:43:07 So far i've just worked with the gymicum school district, doing a deep dive on understanding the implications of both that timber sale and past timber sales on the school, district, and so also working with 09:43:21 treasure praeta, and to get a sense of of that that revenue flow over time. 09:43:28 So, looking back about 10 years, and understanding how funds from State Force Trust lands have affected various junior taxing districts in the county, so we'll be able to present that information. 09:43:42 Are you talking to the junior taxing districts too, about how they use that revenue, how they budget that Yeah. 09:43:55 And so far that's what I was saying with school, Bill Rick I. I. 09:43:56 Kind of went down the route hole with Tim from school district so far, but I need to reach out to Portland decided I was just going to look at the taxing districts affected by Beaver Valley source, because what i'm our 09:44:02 understanding now is, If I looked at a many timber sales, it would be a full time job but also in in doing the analysis with stacy of the revenue implications of that timber sale, it goes a lot 09:44:16 farther than just school and fire districts. so also needing to talk to Monty about the impact on the roads. 09:44:24 And so what i've decided is to look at the top 5 potential revenue earners from that timber sale and have conversations with each of them. 09:44:32 So so far I've gotten through one but general fun is probably one of the top ones, too. 09:44:40 So general fund road. schools schools fire, and then I don't know what the there's There's a bunch There are a bunch I I haven't sorted done the sort yet. 09:44:54 I I did think it was interesting. Hearing about President Biden's visit to Seattle . on Friday that the piece of legislation they signed was about . 09:45:05 Incorporating carbon calculations in Federal lands management. Oh, wait! We're working on a carbon calculus . 09:45:16 We're gonna use our . So anyway. that's That's a lot of the work, and then I am. 09:45:25 I see we're at 9 45 i'll just say that Angus Brodie is taking a break for some health issues. 09:45:30 So Dwayne Emans is standing in for him for the time being, and they'll be working more closely with him going forward. 09:45:37 And so that's about a quarter of my update for you guys. 09:45:42 But we need to invite our beloved Dr. 09:45:45 Barry over, and our beloved willie benson he's there, and I just wanna say that we're hoping to end this update a little bit early because we have an important update from the auditor and mark about the 09:45:58 audit findings. Well, thank you so much for having me. 09:46:04 That should be very possible. we don't have a a ton to go over today. 09:46:09 So, looking at the covid 19 situation nationally we're containing continuing to see cases rise cases are up 50% in the last 2 weeks in the nation as a whole, led primarily by the northeast but we're 09:46:22 seeing case rises across the country. Hospitalizations are roughly stable. 09:46:28 At this point deaths are continuing to down trend. 09:46:31 Those are a leader finding, but we are continuing to see over 300 people in the United States die every day which is much down from our peak, but so much higher than anything we've ever seen from a standard influenza season in our 09:46:45 country just over 990,000 Americans have lost their lives due to COVID-19 in Washington State. 09:46:53 We are also seeing cases rise, led primarily by the west end of the State. 09:46:57 At this point That's been the trend that we've been seeing with the Omaha crown variant. 09:47:03 It's tended to start on the west side and then spread to the East Side, and so we're seeing you know Seattle King County pierce County stomach county area really leading we're seeing case rates 09:47:14 upwards of 400 in those regions. in Jefferson County. 09:47:19 We are unfortunately also seeing our case. rates. rise similar to What we're seeing upon the water. So in Jefferson County our current total diagnosed cases is 3,398. 09:47:32 That puts our case rate at 357 per 100,000. 09:47:35 So certainly well within the high risk range, where we recommend masking in indoor spaces. 09:47:41 Our percent positivity is also rising it's up to 9%. 09:47:44 So we do think this is a genuine rising cases that we are catching. 09:47:48 We currently have no one hospitalized for COVID-19. 09:47:51 We did have someone hospitalized for the end of last week, but they have already discharged as of today. 09:47:58 That person was unvaccinated, but blessedly hospitalized for a relatively short period of time. 09:48:02 We've had no additional deaths. in our county so the death tool from COVID-19 stands at 28 in Jefferson County, in neighboring Cloudland County. 09:48:11 I haven't gotten the total numbers yet today. but our case rate as a Friday was 139 per 1,000, and we, as we've discussed before we do think there's a bit of a case ascertainment difference between 09:48:21 the counties because of the really excellent reporting of home testing that we're getting in Jefferson. 09:48:27 But we have seeing more reporting in Cleveland County as well in Jefferson. 09:48:33 About 70 to 90% of our cases reported our home antigen tests in Cloudland County about 30%. 09:48:37 Our home antigen test at this point our percent positivity in cloud is a little lower, though it's 5% 09:48:44 And so we do think that Jefferson currently is actually experiencing a little more transmission than we're seeing in cloud and consistent with kind of a lot of things are starting in the I 5 quarter and then, moving West So we 09:48:55 anticipate that we're likely to see that level of transmission in cloud, too. 09:49:00 But just a little bit later, currently where we're seeing cases we do have 2 small clusters in our schools, both numbering 3 cases each. 09:49:07 Related to largely unmasking in classroom settings we're working very closely with the schools in those settings those requiring things like frequent testing masking for the kids in the exposed classrooms and so far 09:49:20 we haven't seen any further spread within the school system beyond that most trace. initially to family exposures, or, in one case, a birthday party exposure that then kind of trickled over into the classroom setting we 09:49:36 do have one long term care facility affected in Jefferson County now, and one in Cloudham County, as well. So far we've not seen any severe disease related to those outbreaks. 09:49:47 We've been able to get a hold of them relatively quickly and start treatment on the exposed residents, who are all well vaccinated and boosted. 09:49:53 So we are hopeful that we're not going to see severe disease out of those outbreaks, and we'll be able to control them sooner rather than later. 09:50:01 So at this point we are in the high transmission risk categories. 09:50:05 We do recommend masking in indoor settings as we've discussed on this program before the primary trigger. 09:50:11 To move to mandatory masking would be if we saw a rise in severe disease, in hospitalsization and death. 09:50:17 And so far we are not seeing that we're not seeing that here we're also not seeing it yet in other parts of the United States. 09:50:23 We're watching that very closely we have seen the drop in hospitalization. 09:50:27 We were seeing before plateau, which can sometimes come before a rise in other parts of the country. 09:50:31 But we've not seen that yet. and so that's really the data point that we're watching most closely. And so with that that is my updates for today. any questions from our commissioners any questions I don't i don't either. 09:50:55 we're we're getting good at this Well, I have one, and it's just to maybe this spell bonfire rumors. 09:50:59 But So my sound member of my family was reported that she was talking with some local doctors who reported that that effectiveness of the booster on the current variance is only 6 to 8 weeks. 09:51:16 Hmm! I check that with you. Get Dr. Barry sure. 09:51:19 So whenever you talk about effectiveness, it really matters effectiveness against what so effectiveness against severe disease, hospitals and death has continued to be excellent. 09:51:32 And that's last month and months many of us received our booster. 09:51:35 Many months ago, and we're. still seeing excellent protection against that what they're probably talking about more there is the additional beneficial effect of a fourth dose. 09:51:45 The second booster at preventing any disease at all. 09:51:47 What we do see in those cases is the fourth dose of the second booster does decrease your risk of any disease, any Covid disease at all. 09:51:57 For actually about 4 weeks, so that even shorter period of time 09:52:01 But it doesn't dramatically change the prevention against severe disease. 09:52:05 Beyond that 4 weeks, and so that's why we haven't pushed the fourth booster that much but your current booster, the one you're working with is still providing excellent protection against everything else, and so a lot of it 09:52:15 really just comes down. To what kind of effectiveness are we shooting? 09:52:19 For what kind of effectiveness are we discussing? 09:52:23 And I would say at this point the vaccines that we have available, can't prevent all infection. 09:52:27 They cannot make it so that it's 100% you don't get Covid. 09:52:30 They all still reduce your risk of getting code and they dramatically reduce your risk of getting very sick and dying from Covid. 09:52:37 And that's really the primary thing we need them to do so that we can transition Covid to the kind of milder andemic virus that we're all hoping it will become the way we do that is 09:52:47 by getting back needed. The virus won't do it for us but getting vaccinated gets us much closer. 09:52:54 Great good clarification, thank you thank you and that I should say, that's something you'll often see in headlines, too, is so. 09:53:02 If you ever see something, say something about vaccine effect on this. 09:53:06 Always make sure you look for the next line. which is against what if it's against all disease. ever. 09:53:11 Yeah, they do still decrease your risk of that but they don't make it 0. 09:53:17 But against severe disease, the really bad thing we need to prevent. 09:53:19 Very, very good against that so Dr. gray if that's the case. then you know, for those of us who haven't contracted Covid. 09:53:31 Well, I guess we don't know the the length of immunity that a previous case provides you know, is, is is this kind of the where we're in the question of should there be a mask mandate again because 09:53:42 if indeed we're not seeing severe disease increase How much should we be, you know, actively working to prevent it. 09:53:54 You know there are people who have said everybody's gonna get it eventually just get it. 09:53:57 And what what's the the current response to that so we do actually know a lot about the immunity provided from prior infection. 09:54:06 And what we're seeing is prevention against severe disease and so prevention against getting infected at all from prior infection. 09:54:14 Last about 90 days prevention against severe disease actually doesn't last that much longer. 09:54:18 So we're seeing prevention against severe disease last a period of months, and then fade. 09:54:23 If you don't go on to get vaccinated from a prior infection. 09:54:27 And so for those who have gotten intoected with covid have not gotten vaccinated, yet it's really important to get vaccinated, so that you can have that persistent immunity. one of the you know many 09:54:38 destructive myths that we hear right now is that getting covid once provides you lifetime immunity. And that's just not true what we are seeing when we look at databases of hospitalization and death from 09:54:50 Covid. we're seeing it and reinfected people, and in relatively high rates, when you get beyond that 90 day threshold. 09:54:57 So it really matters to get backinated if you've had a prior section. 09:55:00 If you've had a breakthrough infection on top of getting vaccinated. 09:55:05 You are pretty well protected that's basically the equivalent of 4 doses, and you get kind of a broader immune response. 09:55:11 But I don't recommend anyone kind of go out in search of getting covid primary reason for that is we, even though you're vaccinated and posted it's not it's never a 100% that 09:55:23 you're that everything's going to be fine if you get Covid. 09:55:27 And most importantly, you you almost none of us I don't think any of us can make sure we don't affect other people. 09:55:34 Because we can transmit before we have symptoms we can transmit. when we have mild symptoms. 09:55:39 We all are around a lot of people, and so they risk from contracting. 09:55:43 Covid yourself is prematurely giving it to someone else who would die. 09:55:48 And we don't want to do that and I think it is important to remember. 09:55:50 We still have people in our community who cannot fully respond to their vaccine. 09:55:54 We have a Muno suppressed people and they walk up on this. 09:55:56 They live with us. They're our neighbors and we have small children who have not yet been vaccinated, and the highest risk of hospitalization and death in kids is kids under 5 who have not yet had the opportunity to get backinated, 09:56:09 and so I think this idea that like oh, well we're all vaccinated. 09:56:12 Now often forgets 2 key components of our community that we do still need to thank you, and i'm really playing devils at advocate. I I suspected that I I appreciate the opportunity to talk about it because I get these 09:56:26 questions, too, and I I understand where they come from you know You'll see newspaper articles about how like mixed immunity is the way to go, and so I definitely have had you know responsible intelligent folks asked me like should I just get 09:56:38 Covid, and if you really could get it, and not give it to anyone else, You live in a full bubble and somehow get Covid then, maybe. 09:56:46 But that's just not how it works you always infect other people, and some of those people can get very sick and die. 09:56:53 Thank you all right. Well, I know you guys. are at a time crunch. So i'll go ahead and move forward with kptz questions if we don't have any others. So one person asked an interesting question. that Now that we're 09:57:08 in the high risk. stage can, I or the Health Department require a business supposed to sign that? 09:57:15 Says Masks strongly recommended and we can. Yeah, we can require that. 09:57:20 My problem is to do so by communication first, rather than requiring. And I think what this question really highlights is that, now is a good time for us to do a direct outreach to our business community make sure They have 09:57:32 access to signs that say mass strongly recommended, and have education on where our current case status is. For those of us who listen to this program who follow this very closely. 09:57:43 It can be surprising that anyone in our community doesn't know we're in the high risk category. 09:57:48 But many people don't and so I think that just really highlights the communication need on our end. 09:57:53 Just make that outreach. make sure our businesses have those signs. 09:57:56 Encourage them to post them, so that all of our community knows that right now in Jefferson County we really recommend you put on a mask in any indoor setting that you go. So that will be one of our to do this week is 09:58:09 really focus on that work. One person says a friend of mine got Covid last weekend at a local busy bar, he said, as soon as he tests negative, he is going back to the same place, because having Covid makes him 09:58:22 immune for 4 months. Is that true? Can you get infected? 09:58:26 After just having had Covid so a little bit of a twist on Commissioner Dean's question. 09:58:31 But I think it's. important. to acknowledge so when we talk about indoor spaces, some indoor spaces are riskier than others. 09:58:37 And so if you're talking about tight quarter shoulder to shoulder with other unmassed people, that's a pretty high risk space, if you don't have a lot of airflow in that space. 09:58:48 As well. So that certainly is a place where Covid 19 can transmit. well. 09:58:51 If you contract covid 19 it's really important to isolate for 10 days after your symptoms started, or after your positive test, if you had no symptoms, because you can transmit that virus to others if 09:59:05 you choose to leave isolation early, which is 5 days or later, after your symptoms started, it's really important to get a test first, make sure you're truly negative. 09:59:14 And then you do still need to mask in indoor settings for that full 10 days. 09:59:18 So say, if this if this friend wanted to go back to a bar where they plan on taking their mask off, they really need to wait until after 10 days. 09:59:26 30% of us are still contagious at day 6 and so it's really important that you not walk into a crowded bar and spread Covid among others. 09:59:37 It is true that your risk of contracting kovat is much lower after that 10 day range for up to 90 days after you've had Covid. 09:59:45 We are saying that it is unlikely that you will get reinfected in 90 days. 09:59:49 It is not 0, though, we certainly, if we had multiple cases here where people contracted Covid again after 30 days after their initial symptom onset started. So it can happen. 10:00:01 But it is less likely, so that 90 day window is pretty safe it's not 4 months, though 90 days. 10:00:07 And then after that you can definitely get Covid again. 10:00:09 So if you haven't gotten back needed please go forward and get vaccinated as well, so that you can have that longstanding immunity to protect yourself and your neighbors This one says if you just had Covid and 10:00:22 finally testing negative, but still have symptoms. Can you infect others? 10:00:29 So great question. This is one that I do come across. 10:00:32 It is very common after a viral illness to cough for a while many of us get it's called post viral cough, where you'll cough for a couple of weeks after your virus has resolved and it 10:00:44 can be concerning to your neighbors to see someone coughing in an indoor space. 10:00:49 You are not contagious. After 10 days after having having Covid so go. 10:00:54 From the first day you had symptoms add 10 days to that After that you're not spreading covid to others. 10:01:00 So it is safe to leave isolation after 10 days, even if you have some persistent symptoms. 10:01:05 As long as everything's improving, we do want to see your symptoms getting better, you know, fevers resolved cough getting better. 10:01:12 All those symptoms improving, and then you can leave isolation. 10:01:16 That is okay. The one caveat to that is those who are immunosuppressed. 10:01:21 Their isolation is actually 20 days, because we do see prolonged chatting a viable virus in that popular. 10:01:28 Otherwise it is okay and not uncommon to have a persistent cough or some persistent shortness of breath after Covid as well. 10:01:36 This person had a challenging experience, trying to find vaccinations for a a child under 12. 10:01:42 So a kid 5 to 11, and so I think they bring up a really good point. 10:01:45 That it's important to talk about that not all pharmacies maximize small children. 10:01:52 It takes a special qualification to vaccinate little kids and you can imagine why it's a little bit more complex to vaccinate a very small child. 10:01:59 So so try area pharmacy actually does not vaccinate kids under 12. 10:02:04 The only place in Jefferson County that vaccinates kids just for a vaccination, not for a clinic appointment, is actually Jefferson County. 10:02:11 Public health. and we are more than happy to vaccinate any kid under 12 in this county. 10:02:17 So please give us a call. We do prefer to have an appointment for kids in that age range. 10:02:22 We have a very small staff. we're often doing multiple jobs, and so we want to make sure that we can plan for those visits. 10:02:27 But if you give us a call we will get you in. 10:02:29 We really prioritize vaccination of small children because we know that's an area where it's difficult, and our numbers are low. 10:02:36 So the call we'll make sure and take care of you then, Jefferson. healthcare of course, is vaccinating small children, but they do it in appointment. 10:02:43 So when You're well, child, visits things like that otherwise ride aid, and Walmart in Kalam County, also vaccinate kids, and Omc. 10:02:53 In Cloud County. Also, backs make kids so if you need a particular day. 10:02:56 That's not a day that we offer at Jefferson County public health. 10:03:00 That can be another option. but yes, unfortunately the pharmacies in Jefferson often are not are not vaccinating. 10:03:08 Small children. but we do so come on to Jefferson County Public health, and if we see a big demand for this in a part of the county that's far away, See? 10:03:18 Demand, you know. well seen down in Britain. we are always happy to bring vaccine down there. 10:03:22 We're happy to make sure that happens and Dr. barry just to clarify when you say small children, you're talking between 5 and 12. 10:03:28 Yes, between 5 and 12 I mean we've vaccinated everybody but it's the 5 to 11 set that are not vaccinated. 10:03:36 In most pharmacies in Jefferson County. 10:03:39 Thank you for the clarification. One person asked me to define high quality masks, So I have been saying, I recommend you wear a high quality mask in indoor settings. 10:03:50 So a good reminder. High quality mask includes a Km. 10:03:54 95, Okay. f 94, or an n-* Those are really your highest quality masks in indoor settings, and particularly when you're talking lots of people in an indoor setting You know groups, of 1020 or 10:04:05 more where you're kind of all close together that's really where you need that highest quality mask I recommend finding the one that fits your face. 10:04:12 The best that you're gonna feel comfortable keeping on for a prolonged period of time for me that's a K. in 95. 10:04:21 I could wear that all day. for some people it's a K. F*. 10:04:23 Try out, see what makes the most sense for you surgical masks also provide good protection, not quite as good as a kan 95 or kf 94. 10:04:31 But if either those don't feel good on your face and you don't feel comfortable maintaining them as surgical mask is a really good option, or certainly in smaller group settings like like the commissioner's chambers at the 10:04:44 moment. a surgical mass can be a really good option that you have small groups of people. 10:04:48 But if that's same space had 50 people in it i'd recommend stepping up the quality of your mask, and having a higher quality mask, remember that all masks protect the people around you but the higher quality mass protect you 10:05:03 I risk yourself, or if you're in a crowded indoor space, I would definitely recommend things like a bus where a high quality mask Gan, 95, and 95 or Kf. 10:05:13 94. let's see this person says when Dr. 10:05:19 Mayor Barry recommends masks indoors. Does that include one on ones with friends in their homes, who, I know, are completely vaccinated and boosted. 10:05:27 So good clarification. Everything is a spectrum of risk. 10:05:31 Your highest risk is very crowded. in our spaces with people you don't know because you don't know the vaccination status of those people. 10:05:39 Some of them are probably not vaccinated, and so planning for those kind of spaces is very different than how you plan for meeting your friends. 10:05:47 I meet indoors with a small group of friends. once a week. We We formed a pod a year ago, and so we still see each other indoors unmassed. 10:05:57 We feel very comfortable. I know that they're vaccinated and boosted. 10:05:59 I know their safety, how they navigate the world so I feel comfortable with them, and I know they're not gonna come see me if they've got the sniffles. 10:06:07 We all have that understanding You don't have that understanding in a crowded bar with 30 people? 10:06:12 You don't know and so that risk profile is very different. 10:06:16 So it's one on one with a friend that you know you feel confident they're not gonna expose you to things. 10:06:22 I think that's a reasonable time to unmask in an indoor setting. 10:06:24 The only carry out there is, if either of you is very high risk for one reason or another. 10:06:31 If you have a significant immuno suppression, if you are very elderly, have multiple chronic comorbidities. 10:06:37 It might be reasonable to time to try an antigen test first before you go unmassed in an indoor setting. 10:06:43 So that's another way that you can make sure and kind of add that layer protection for the highest risk folks in our community. 10:06:50 Or you can keep mess on that's another option too. and there's certainly some in our community who, just if they're indoors, want to have a mask on if other people are around that's totally 10:06:59 reasonable, too, just depends on what is going to make you the most comfortable in that interaction. 10:07:05 This one says, I am fully vaccinated had one booster, and i'm more than happy to wear a mask for indoor events. 10:07:13 Is it safe for me to do that, knowing that most people will not be masked and may not be vaccinated. 10:07:20 Things like music, concerts, dances, church movie theaters. 10:07:24 And I would say, if you are vaccinated and boosted, we're in a high quality mask. 10:07:29 Okay. So we appreciate you guys digging into this and providing a response that hopefully will call the tide of questions we've been getting. 10:16:07 So I have a spreadsheet i'll share in just a minute. 10:16:10 But I I just want everyone to know that i'm speaking this morning as a certified public accountant, and what I'm attempting to do this morning is to add some perspective so the audit report there were some big 10:16:24 numbers in that report, and I think the public was a gas that some of this 113 million. 10:16:33 But I think some context, And, sir, some perspective is warranted here. 10:16:39 And so what i'm going to try to do is explain not make excuses. 10:16:45 But before I proceed I I want to heat but the Bucket load of praise on our staff. our treasurer, Stacy Praeta, our auditor, Roseanne Carroll, and at the time are chief accountant judy 10:16:56 shepherd. they're outstanding folks Well, educated, talented, hardworking. 10:17:04 And Yeah, I just can't say enough good things about so and I would just say we all know this about 3 of you. 10:17:13 We all value the 3 of you and We just want this clarity so that we can get on with the good work that we all have to do. 10:17:23 No, thank you, Commissioner. so I will share my screen now, and hopefully it will be visible. 10:17:31 Great. so there's a about a 2 year lag between. when an audit report comes out in the year that was audited. 10:17:38 So the audio report we're talking about today I think was released in March this year, but it reported on 2020, and so I think it useful to go back to 2,020 and look at the audit environment that existed 10:17:52 Okay, during 2020, the most significant of which is the Covid 19 pandemic. I think. 10:18:00 January, February is when we entered into that pandemic, and that had a pretty serious impact on virtually every county operation. 10:18:09 We moved to remote work. We had people that were out and quarantined, and so on, and and that had an impact on what is already very austere staffing. 10:18:22 Our treasurer's. office for example. I think It has had 5 ftes in 2020 down Clark County, where I spent 16 and a half years. 10:18:34 They had 3 people managing their debt investments and that's all they did. we have 5 people in the treasures office receiving checks, monitoring debt and investments, and doing all the things that the much larger 10:18:47 offices do in counties like King and Peers, and Clark and Spokane, and Snowage. 10:18:54 The same thing goes for our auditors office. chief accountant. 10:18:59 And then I think maybe one person helping Judy put together the financial statements and the annual report. 10:19:06 We also have We had relatively high staff turnover, and when positions were vacated we had difficulty finding replacements, and I think Stacy lost 2 or 3 people in the span of 10 months for example, and so that 10:19:21 makes things more difficult. add. on top of that we were implementing a number of sophisticated and significant software programs. 10:19:33 Munist most particularly because what that did is it allowed us to go from 2 different systems? 10:19:38 The as 400 and gems, and merge into one. 10:19:43 Well, that Burger occurred on June first 21, and so you know we may. we may see some of the conditions that existed in 2020 repeat in 2,021 during that 5 month, period although staff's working very hard 10:19:57 to prevent that. Then another part of the environment is if you dig into the rules about government accounting. 10:20:07 They're exceedingly complex in addition to that guidance is always shifting, and I I use 2 terms up there. 10:20:17 That that explain a condition that exists, and I saw it. 10:20:21 Clark County. I see it here. I call hiding the ball removing the goalposts, and i'll explain in a subsequent tab here what I mean by that essentially It means that you did something one way and it was 10:20:33 fine, and then some guidance comes out that you you don't know about until after you publish your report, and then you get a finding, and I think we have 2 cases of that that we'll talk about in just a moment sorry might as 10:20:47 well use my map 10:20:53 Okay, So we had one finding where we overstated fashion investments by $803,066. 10:21:04 When I talk about perspective or context, this is an important an important tab. 10:21:09 So 803,000 sounds like a huge number, and if I had 803,000 in cash, I really like that. 10:21:18 But you have to look at it in context, and and so is it is 803,000 material or not. 10:21:25 And what we mean by material is here's the definition on the on auditing standards. 10:21:32 Board they didn't click Miss statements emissions that are considered, or are considered to be material. 10:21:37 If there is a substantial likelihood that individually are in the aggregate, they would influence the judgment made by a reasonable user based on the financial statements. 10:21:46 So if we were a private firm and we were listed on the New York Stock Exchange. 10:21:52 If we had misstatement, center financial statements that might influence an investor, reduce something that maybe he or she might not want to do. 10:22:01 If those statements were correct. but we're a local government and nobody invests and counties or cities. 10:22:07 So we have a misstatement here. but let's look at whether it's material or not. 10:22:16 So 145 million with a overstatement of 803 that's point 5 5% as a Cpa. 10:22:22 I tell you that's not material and that's over a 100 different funds or more, and so when people see 803,000, they might say Wow, that's a lot. 10:22:35 But when you look at the blue versus the little red Sliver, it really is a small amount given the totality of what's invested in managed by that office, and Mark can you speak to what what actually happened with that 803 10:22:53 1,000. it's not like it went missing 10:23:02 But you know this this finding it doesn't there's no fraud. 10:23:07 There's no mouth reasons there's a simple not a simple but they're they're complex reasons why that 803,000 exists and staff is working every day to make that number shrink or and disappear 10:23:22 altogether. and yeah, I don't want to interrupt the flow I don't want to interrupt the flow. 10:23:35 I just want to say the difference between cash and reported on the annual report. 10:23:40 We're balancing the cache daily the deposits, the activity at the bank and the receipts and the expenditures. 10:23:50 Those are all balanced. it's as it flows to the reporting. So I just wanna make sure that it's very clear that 800,000 is not missing cash. 10:24:00 Okay, Thank you. Okay. So that's one of the items and i'm not going to address every single little 10:24:09 The thing that the State Auditor reported reported on I'm. 10:24:12 I'm focusing on what I believe to be the larger ones that are most significant. 10:24:17 So here I mentioned hiding the ball or moving the goal post. 10:24:23 And here are the 2 examples that I I just want to highlight 113 million in any cash and investment balances. 10:24:29 Were this classified, they should have been classified as investment trust, and not custodial. 10:24:37 And essentially an analogy is that we, we said they were blue when they were actually purple. 10:24:43 Not red, not yellow. Very little practical effect to that miss. 10:24:49 Misclassification. And so the hiding the ball part is that these accounts were listed as custodial in our 2019 financial statements. 10:24:58 Based on guidance we received from the Sao and April of 2020. 10:25:03 Seo had no issue with these accounts big listed as custodial on our 2019 financial statements, and we did not have a finding in 2019 in May 2021. 10:25:16 We reported these accounts as custodial. Again, in our 2,020 financial statements. 10:25:21 In December we were informed that no that's wrong. 10:25:26 You should have called them Investment Trust accounts. 10:25:29 And then you can see, when the Sao guidance was promulgated in the Barn Cash Manual, it was December fifteenth. 10:25:35 Well after we turned in our statements. The second example is, and the beginning cash and investments were overstated, because county did not report prior to your adjustments that later identified as necessary. 10:25:49 Well Prior Sao Guy, who was to correct these misstatements in the year they were found, not as prior period adjustments. 10:25:56 So 2 balls They were both hidden we didn't find them handsome finding, can you? 10:26:02 I'm sorry mark so the on december 9 2221. 10:26:05 We were informed the room is classified, but there was no guidance from Sao until after that fact. 10:26:11 Correct online. They actually told us on December ninth. 10:26:18 One way to do it, and then the next day they send another email. 10:26:22 It was different. sorry you should probably. Well, you restate that at the microphone 10:26:29 We actually met with them virtually December ninth, and they said it should be one way. 10:26:35 External pool custodial and the next day they send an email and said, But wait there's this other thing, and it was a different one again. 10:26:43 So all the way up through december ninth if we follow the the seo's guidance. 10:26:48 It was wrong. No, thank you. Okay. And the last thing I would like to share just for perspective. 10:27:01 In 2021, which would have been audit for the year 39, 14 to 39. 10:27:09 Washington County said 16 findings between them. and We didn't have a finding ourselves 2022 auditing the year 2,02013 of 39 Washington counties had 19 findings between them, and can county head for Those 10:27:25 Peers County had 2 very large counties, with robust staffing. 10:27:31 So here's an example of a finding from pierce county. 10:27:35 They had 2 findings. they misstated they overstated. It's fight fiduciary fund liability balanced by 1 point almost 1 point, 2 billion, which cause their prior period adjustment to be understated by almost 10:27:52 1.3 billion with the B. the effect of these errors etc. 10:27:58 Understated its net position by 1 point. 1, 4, 6 billion. 10:28:02 Now does. Does Pierce County have incompetent people running their finances? 10:28:08 I would say not. but the conditions that i've already explained hiding the ball and changing guidance and exceedingly complex rules, sometimes leads to findings. 10:28:17 Of this sort and that's what we have here and so Is it good that we have overstated or understated things, though it's not but does it mean that we're not well managed no it doesn't 10:28:31 and so barring any questions from the Board, I think that the presentation I wanted to make this morning. 10:28:39 Thank you, Mark. This is very eliminating yeah it's helpful I mean, I I think what's interesting is that like this is why we have audits actually is to have another set of independent eyes? 10:29:03 On things, and like so many things being weaponized these days, the very system we have in place to catch errors which happen with humans and happen with technology. 10:29:13 That's why the audit exists and so instead of it being seen as male seasons. 10:29:19 It is it's like no this is what this is for to to catch errors, and so that we're all responsible with with the public funds. 10:29:26 We're interested with right and I and I might add that in Clark County. 10:29:30 We had an internal audit capability. We had 4 full time employees that would room around the county and would do performance auditing and compliance and accountability. 10:29:40 Audits inside the county, and pearson king i'm sure you have that capability. 10:29:46 But yet they had this 1 point: 2 billion dollars. misfortune. 10:29:51 I would give my it to have that capability here but we're small rural county. 10:29:57 We've received money from the State because we're distressed rural county, and I think we do an amazing job because of these 3 people, and also the thing that really strikes me in this report this morning is the rule changing the the 10:30:14 doing things under one set of rules and then the rules being changed after you followed the rules that you were given to do the work. 10:30:26 So. That rule changing piece is, what's really striking to me is that it Can there not be a little more advanced notice when rules are changing instead of after the fact? 10:30:34 Notice, and as people getting onited, we try to act with grace and so we understand they're doing the best they can. And it was not until there was some extreme frustration on this issue that I went back and pulled the emails 10:30:54 and I have emails from 2020 discussing this and determining the the very thing that caused the 113 million. 10:31:04 And I had very clear decision of what it should be classified as. 10:31:08 And then again in 2020 one, after we support. Before we submitted again I went through it again. 10:31:18 And so this was not just an ignorance, and not knowing the issue existed. 10:31:22 It was for a lot of effort by a lot of our county team, including prosecuting attorney, the State Treasurer's office. 10:31:32 To get to this. and so you know, we appreciate the work. 10:31:36 The Sao does. They also are working under difficult conditions. and We're just trying to get to the right answers. 10:31:44 I think my the lesson learned for me in this is just that when we have a finding, it would be really great to have a response. 10:31:54 Prepare a response as quickly as possible because in the absence of that. 10:31:57 That's where you get suspicion and you know we were getting a lot of concern targeted towards us, and like I. I don't. 10:32:04 I'm not gonna speak to this because I don't understand it, and I don't want to misstate anything. 10:32:08 I trust my team and but just the the more we can be prepared to respond. 10:32:15 Where those allegations come up, I think, would be really helpful to maintaining trust with the public. 10:32:22 Roseanne. Examiner knew this was going to be potentially a tricky issue, and said, Hey, if there's still difficulty working on these conditions, bring it back to the hearing examiner. 10:40:12 So the hearing examiner can take another Look at this so I mean that's the short run down there. 10:40:17 You know the road is what it is it's closed it's been close since 1997 due to landslide activity. 10:40:26 Right where that pavement ends. in the picture there is where the plans slide. 10:40:32 Scarp runs through this The land below there is on a slow, moving, deep, seated, unstable land mass that creeps during wet years. 10:40:47 You know the trees are all crooked down there because the land moves so it's not land that's ever going to be developed with houses. 10:40:57 There's been several geotechnical reports done by the landowner commissioned by the landowner. 10:41:05 That support developing land up on the uplands portion above. 10:41:13 Where this picture is taken from that are, you know, not on the landslide, but have reiterated that this is not an appropriate place to build homes. 10:41:22 So I believe the desired use down there is to for for recreation. 10:41:30 You know, either walk or drive, perhaps, if permits, can be obtained to revitalize this road down here, and then you can walk from the road to the beach across, probably owned by the homeowners Association the the 10:41:48 road itself does not provide direct access to the shoreline for the public otherwise we wouldn't even be talking about a road vacation, because you can't vacate roads that go to water, but that's the 10:42:02 That's the summary there again. a public works recommendation is just that the Board rightand this to the hearing examiner a hearing be held, any new information or recent information that way can come to light through hearing and then this time unlike 10:42:20 20 years ago. the hearing examiners decision recommendation, I should say, will be brought to the Board, and I would suggest at that time the Board would make its intent clear about whether they would support vacating this road or not and give a time 10:42:39 limit of a year or less to meet any conditions and finalize this because we can't have this drag on a year after year after year. 10:42:49 So Anyway, that's what I have to say about this do you have any questions for me? 10:42:57 I have one question, Monty. Thanks for the breakdown. 10:43:01 The analysis in the and the gender request was really clear as Well, there's talk about just putting a a gate across, you know, with access for the landowners that the county would own. 10:43:13 Can you talk about that idea, and how it's been received by the the landowners or the petitioner? 10:43:19 We have talk to the petitioners attorneys about that possibility, and they told us that they went back and discussed that with the actual property owner and came back with the response that they still wanted to pursue 10:43:35 this road vacation issue to its conclusion you know it's, but I think there is a a way that a gate today could be installed and access be provided. 10:43:55 Just to plaid owners you know we it's very unusual to gate off public right away. 10:44:04 But when the public is not paying to maintain a road public resources aren't being spent and then the public's not allowed access, you could see what the problem with that might be but if that's not the case and the public's not 10:44:22 spending money, and this road doesn't provide access to tied lands or publicly available land. 10:44:30 The only thing you can go down this road and do is trespass. 10:44:35 Then there has to be a way because there's extenuating circumstances here that being the landslide as to why the county is not maintaining this road anymore. 10:44:46 We have the same thing in a few other places in the county where you know we don't want people going down roads like this and dumping garbage and and installing a gate so that that can't happen 10:44:59 it seems like a reasonable thing to do while still allowing the landowner or the plaid owners access. 10:45:07 The you know, and like you know, foot access is one thing it's still unclear. 10:45:15 If the major property on down there is going to try to restore this road to vehicular access and build something like a recreational parking area down there. 10:45:27 I think the permitting on something like that could get pretty challenging. 10:45:31 Given the landslide, and the shoreline issues but that's neither here nor there today. 10:45:37 Yeah. But is it advisable to allow people to drive down on no big, unstable landmass? 10:45:49 Well, this isn't the kind of landslide that's going to let go and kill people. 10:45:54 This is a very slow you know piece of land that moves a little bit, you know, during the wet years, so maybe it's possible. 10:46:06 But again, I'm not here to discuss future plans and what kind of permitting that might require. 10:46:12 But again i've seen counties that have had a situation where they issued permits to use that own risk. 10:46:22 Type stuff. But again, if it's not a maintenance county road. 10:46:28 There may not be any liability for the county it's just right away. 10:46:32 The people. I think, that the the lens that I will eventually see this through is kind of how do we ensure both that we're not creating an attractive new sense 10:51:48 one way or another. you know whether that's allowing the going ahead with the vacation, the right of way And you know, having activity in an area that is not perhaps not not safe, and that ultimately other folks could access or even if 10:52:06 we did the gates that there are many places where there's a gate, and no access, and it still becomes a place for nefarious activity or dumping 10:52:16 And then also, just you know, kind of what what kind of development might we be opening this area up to? 10:52:23 And I hear there's a lot of uncertainty there Monty, because of the permitting and a delicate area. 10:52:29 I assume a lot of this would still fall under shoreline jurisdiction. 10:52:33 It's a little hard to tell the scale here but presumably it would, and therefore you know high level of protection around these properties. 10:52:41 So that those are my concerns 10:52:47 And just letting folks know that this is not a hearing and we'll not be taking testimony on this item during this time period. 10:52:56 So sorry for that. If that's the way it goes but not this well, let's go out and see if you can meet conditions, and when you find, do then we'll take it to the board so that's how it would be 10:55:02 handled the day and that's what we'll do here The main condition again is there is a is that when a road is vacated, the the right away goes away so you know there has to be a way for the lot owners 10:55:18 to then have access. There is a lot owner off to the left of this property last 57, who has remained opposed to this road vacation, and as late as last week called to verbally express their opposition to this road vacation so one of 10:55:32 the conditions is that they be granted and easement across the property together to their property. 10:55:42 And you know there's a disagreement let's say about whether that property owner has to accept the easement or not, or whether it just has to be granted the the property in our said I don't 10:56:01 want an easement. I want public right away. to my property so that's the main I would say probably the the the the top issue there is is that disagreement, but you'll notice on that recent set of signatures that 10:56:18 was sent to the board late last week. or even maybe it was this morning that several other property owners in the plaid also said they weren't interested in signing that for various reasons. 10:56:31 So again, all of this can be fleshed out. 10:56:35 You know, in a hearing better. So to give you a little background on what this is. 12:03:21 Sound health and wellness. Trust, is the insurer for medical provided to our employees who are in the Ufcw. 12:03:30 Barkening unit as well as to exempt employees, and in the most recent Ufcw contract that was adopted in 2,021. 12:03:44 There are inclusion in the language The A medical premium would be waved for all employees covered in sound health or through sound health. 12:03:59 And so what does this mean? What this means is that employees who receive insurance through sound health will have a waiver to their medical premium, which the waiver began in March, and is anticipated to last through December 12:04:17 30, first, 2,023, that is, borrowing any change from trust. 12:04:28 So if we were notified by the trust, there was a change. 12:04:33 Then the premium would begin again. So you may ask in your employees may ask, Well, how much will I save? 12:04:42 So the calculation is a little bit complicated. employees have both a weekly and a monthly premium. 12:04:50 The weekly premium is dependent on how many Saturdays there are in the month, and the overall monthly premium is dependent on what plan you have. 12:05:01 So if you're an individual person you may pay less than a person in their spouse and or a person, and their family, however, in general and it employee, one employee is anticipated to save approximately $1,700 over 12:05:23 this time period. so it's quite a significant Savings to our employees covered under the the Ufcw. 12:05:33 Bargaining agreement, and to those exempt employees who also receive their insurance through some health. 12:05:43 And so the the waiver was anticipated. It did begin with the 12:05:54 With that becoming obvious in somebody's april fifth hey? 12:06:02 However, because the county had been in negotiations for more information from Zenith administrators who administrator administrate the health plan. 12:06:12 We weren't yet clear on what was happening with the weekly premium. 12:06:18 So, while employees did not have the 15% taken out for their monthly, they still paid their weekly premium. 12:06:26 So in May, employees are going to get a separate check that will return or refund that weekly premium. 12:06:37 So it gets more confusing, and if if you or your staff have specific questions, please feel free to call me or call payroll 12:06:54 Does anyone have any questions about that, Sarah? I know column right now currently uses Thurston, which is but further, and I think Kits app is kind of maxed out right now. 12:55:19 So I wanna make sure I maintain that good relationship with them because if they just said, Hey, we're not doing business with you anymore. we would be in a in a real tough spot a lot of counties. 12:55:30 We're using King County for that same service and late last year King County said we're not taking anyone anymore. 12:55:39 So well that's not quite that I think what they said is they'll take up to something like 4 out of county ones total a week or a month. 12:55:52 But that's not very much considering all the counties that we're feeding into that. She would be the person where you find bones out in the woods. 12:57:06 You send her a picture with your phone and she'd be like human or not human, you know she would let you know. 12:57:12 So being able to find someone to fill those shoes is, you know, extremely difficult. 12:57:17 Thanks, and I see your hand up. I was curious, cause this has been a lot of discussion about not only crime, but suicides increase increase in during the pandemic. 12:57:36 Have you witnessed any of that. you know I I don't think that there has necessarily been an increase in suicide. 12:57:50 Not that that that i've readily seen although I could certainly dive into the data and log. 12:57:58 But the thing is is that we're kind of prone to that demographically. 12:58:04 Anyway. I think we've always been kind of high because we have a lot of elderly people who live by themselves, and and our typical suicide is usually someone who fits into that category. 12:58:18 Or you get people who elderly live by themselves. and decides time and drink themselves to death. Right? 12:58:24 That's not necessarily going to be counted as a suicide, but it would be a de facto suicide. 12:58:31 You have you know other people who are younger. that we'll see who have a drug addiction, who kill themselves, and it's going to be counted as a suicide. 12:58:43 But you know drugs definitely played a role and so there's when you get down to the nitty gritty of it. they're you know, they're often you know multi-factors to playing into it and how 12:58:58 you count it is you know there's a little bit of discretion. 12:59:03 There. But you know, at the end of the day you know you might find other people who have addictions, and they decide to kill themselves by intentionally overdosing right that will not be counted as a suicide typically 12:59:19 It'll just be counted as an accidental death but we are trying to get more specific, and and how we track these numbers now. 12:59:31 To to get a better idea. So when we have someone who commits suicide that we basically are counting as a suicide. 12:59:40 Now we're trying to make a note of it when we find drugs or drug paraphernalia present at the scene. 12:59:44 So, even if that wasn't the immediate cause that might be you know a separate attendant cause 12:59:51 Okay, I don't wanna leave it Leave on this gloomy note.
