Development Block Grant (CDBG) in partnership with Trinity
United Methodist Church
STATEMENT OF ISSUE: Trinity United Methodist Church approached the county to determine whether the county
would consider partnering with them in applying for a General-Purpose Public Development Block Grant. These
grants fund activities such as public infrastructure, community facilities, affordable housing and economic
development projects that benefit low and moderate-income people. Trinity has been making significant
improvements to its church for the benefit of local community groups most significant of which is child care for
people with limited incomes. The county gave Trinity a$20,000 grant to assist them with these improvements. They
make their facilities available for little to no rent. A list of those groups using the facility is attached.
Trinity has identified additional improvements they would like to make that they estimate would cost approximately
$124,000 to complete. The improvements they wish to make appear to qualify for funding through the CDBG grant
program. In order to apply for these grant funds Trinity needs a municipal sponsor. They have asked the county to
serve as their sponsor. Their letter asking the county to serve as their sponsor is also attached.
ANALYSIS: The county has experience with CDBG grants and has the bandwidth to apply for these funds in
partnership with Trinity, which would become a sub-recipient. Staff believes that this facility serves the public well
and that the additional improvements will further increase the value of the facility to the community.
Staff is requesting permission to apply for a General Purpose CDBG grant in partnership with Trinity United
Methodist Church.
FISCAL IMPACT: This request will be budget neutral so it will have no budget impact. A supplemental budget
request will need to be submitted and approved should the county be awarded the grant.
RECOMMENDATION: That the Board of County Commissioners grant permission for staff to apply for a General
Purpose CDBG grant in partnership with Trinity United Methodist Church.

Dear Mr. McCaulay:
Thank you for your interest and support of our proposal to work together with Jefferson County
to secure a Washington Department of Commerce Community Development Block Grant.This
grant program is to fund and support coordinated programs between counties with populations
less than 200,000 that partner with community development projects of nonprofit
organizations, which become a subrecipient of funding. Qualifying projects include
reconstruction and rehabilitation of public and community facilities. Some qualifying activities
include local microenterprise assistance and capital improvement plans. Maximum grant
amounts under this program range from $1 mil for construction and acquisition projects to
$250,000 for local microenterprise assistance programs.
As a subrecipient partner applicant,the 150 year old Trinity United Methodist Church facilities'
renovations in this proposal are specifically for the purpose of building repairs and renovations
that will enable many local organizations to safely and comfortably continue their use of the
spaces they need at little or no rent. Of the 12 regular and occasional space users,the two
weekday pre-school/childcare programs demonstrate how these facilities are regularly
addressing a serious need in Jefferson County, and simultaneously helping low income parents
to remain employed.
The seven renovation/facilities repair projects planned have total estimated costs of$124,000
before inflation. These repair projects include: roof and 30 year old windows replacements, and
ADA bathroom upgrade at the pre-school building; ADA automatic door opener; old oil
furnace/boiler replacement with electric; kitchen renovation to qualify as a "Donor Level
Kitchen" facilitating regular meals preparation for the Port Townsend Homeless Shelter; and
flood damage from the old boiler overflow.
Application deadline to DOC is June 1 and Grant awards announced in September.
We appreciate your support for needed repairs to our community services facilities, and your
staff's assistance with making our formal application to the DOC by their June 1 deadline.

Post Script:
The Trinity United Methodist Church in the predominantly rural Jefferson County WA (population
32,977) has acquired buildings in addition to its primary religious property and has funded these
properties through church sources. It has made these spaces available at no cost to a wide
range of service organizations supporting communities in need in Jefferson County. Space is in
critically short supply in this county and there are at present no alternative spaces available to
serve these organizations. To continue and expand these programs, however, we are facing
additional costs for Americans With Disabilities Act improvements, upgrading of a pre-existing
kitchen to meet public use standards, and various security and weather upgrades to the shell of
the buildings. This proposal for funding addresses the minimum requirements needed for
necessary regulatory compliance for these service organizations to operate in the buildings that
Trinity provides.
