HomeMy WebLinkAbout050222ca08 JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS CONSENT AGENDA REQUEST TO: Board of County Commissioners Mark McCauley, County Administrator FROM: Brent Butler, DCD Director, AICP DATE: May 2, 2022 SUBJECT: Jefferson County Planning Commissioner Stipend STATEMENT OF ISSUE: While other officially designated Planning Commissions receive some compensation in the form of an attendance stipend for their voluntary work, the Jefferson County Planning Commission receives no renumeration or compensation. Their volunteer work includes six core duties that are more fully set forth in Jefferson County Code ("JCC") 18.05.050. These duties include: 1 —review the Jefferson County Comprehensive Plan and other planning documents to determine if the county's plans, goals,policies, and development regulations are promoting orderly and coordinated development; 2 - review development regulations of the county and make recommendations; 3 -recommend priorities for and review studies of geographic subareas in the county; 4—serve as a resource for coordination among all other county boards, committees and commissions; 5 -hold public hearings in the exercise of these duties, and 6 -may be called upon for other important functions. ANALYSIS: By providing Planning Commission members a stipend, such as a nominal amount equal to $50 for each regular meeting they attend, Jefferson County would enable those in the community to participate who may otherwise not be able to do so because of their work or childcare needs. Based on the average babysitter/Nanny salary rate in Washington State of$19.64 per hour, a nominal fee of$50 would enable participation by those who may need childcare since the regular meetings usually last around two hours. FISCAL IMPACT: County staff recommends that the estimated annual stipend expense of$10,800 be approved. This can be covered under the current approved budget of$42,578.
