HomeMy WebLinkAboutCorrespondence 2Communication received on 4/28/22 from Mr. Tom Thiersch Mr. Cairns, I will be unable to attend the special meeting of the SWAC on April 28 due to a conflicting meeting. For some unknown reason, email I send to the address “'swac@co.jefferson.wa.us'” is being rejected by the county’s server, so please distribute the following public comments to the members of the SWAC so that they can “hear” what I would like to have been able to say via Zoom. First item: The proposed revisions to the bylaws are non-compliant with recent changes to the Open Public Meetings Act, Chapter 42.30 RCW. Effective June 9, 2022: HB 1329 changes the OPMA and requires that “a public agency shall provide an opportunity at or before every regular meeting at which final action is taken for public comment” The “Conduct of Meetings” part of the bylaws do not include such a provision. I recommend that you make the necessary changes before adopting the new bylaws. Second item: The “04.28.22 Staff Report.pdf” states “The only change to the recycling program is a return to the pre-2015 program of collecting only bottles and jugs in the plastic mix.” That is not true, at least according to the email I received from Commissioner Brotherton on April 27: “TP and paper towel rolls have changed, due to a request from Skookum. There was too much contamination and wish-cycling of other toilet paper products.” Tom Thiersch Jefferson County, WA
