HOUSING FUND BOARD
Regular Meeting — March 23, 2022 at 2:30 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368 (Virtual)
CALL TO ORDER: Chair/Jefferson County Commissioner Greg Brotherton called the
meeting of the Joint Jefferson County/City of Port Townsend Housing Fund Board (HFB) to order.
Members participated in the meeting remotely. The following initial HFB members were present: Vice
Chair/City of Port Townsend Deputy Mayor Amy Howard, Jefferson County Commissioner Kate Dean
and City of Port Townsend Councilmember Aislinn Diamanti. Also present was City of Port Townsend
Manager John Mauro.
APPROVAL OF MINUTES: Vice Chair Howard moved to approve the Special
Meeting Minutes of February 10, 2022 as presented. Member Dean seconded the motion which carried
by a unanimous vote.
REVIEW AND APPOINTMENT OF MEMBERS TO THE HOUSING FUND
BOARD: Chair Brotherton reviewed the three positions available: One 1-year term, one 2-year term,
and one 3-year term. He stated even though one applicant withdrew, there were many qualified
candidates remaining to choose to fill the positions. After discussion, Member Diamanti moved to
approve the slate of candidates in the following order:
• 1-year term: Anya Callahan
• 2-year term: Peggy Webster
• 3-year term: Peter Bonyun
Vice Chair Howard seconded the motion which carried by a unanimous vote. She noted that the Housing
Fund Board now consists of 7 members, so 4 members are needed for a quorum. Due to Member Dean's
connectivity issues, and since Peggy Webster was in attendance, Peggy was asked to join the remainder
of the meeting and participate in discussion.
DISCUSSION re: STRUCTURE OF THE HOUSING TASK FORCE OR AD HOC
COMMITTEES: The Housing Fund Board members discussed the following committees or groups
they would like to form:
• Grant Committee
• 1590 Task Force
• Community Conversation Committee
• 5-Year Plan Committee
The members did not finalize these committees as they would like the new members to participate in
discussion.

DISCUSSION re: HOUSING PROVIDERS' ROLE: The Housing Fund Board
members indicated they would like housing providers to serve on committees, once formed.
DISCUSSION re: STAFFING FACILITATION/SECONDARY BOARD:
Discussion on this item is tabled until the structure of the Housing Fund Board is finalized.
FUTURE AGENDA ITEMS: The next meeting of the Housing Fund Board is
April 27, 2022. The members discussed the following items they would like to see on future meeting
Agendas:
• Introductions of New Board Members
• Discussion and Action re: Committees and Task Forces
• Updates on Housing Projects
• Update re: House America
• Discussion re: Request for Proposals (RFP) Timeline
• Discussion re: Funding Opportunities
PUBLIC COMMENT PERIOD: The Housing Fund Board members heard from one
member of the public who expressed desire to serve on newly forming committees.
NOTICE OF ADJOURNMENT: Chair Brotherton adjourned the meeting at 3:52 p.m.
until the next regular meeting or special meeting as properly noticed.
