Re: No Shooting Area, Precincts 104 and 105
Cape George Colony Club would like to establish precincts 104 and 105 as a No Shooting Area. This
request follows an October 8 incident, at about 4:15 a.m., in which at least six bullets were fired outside
a home on Sunset Boulevard in Cape George Colony. Jefferson County sheriffs deputies, responding to
a phone call from a nearby resident, have said they were told by the shooter that he used a gun to
euthanize his ailing dog. That was the end of local law enforcement's involvement. It is not illegal to
discharge a firearm within this unincorporated part of the county. The deputy, Deputy Anderson, did say
that the shooter was well known to the Jefferson County Sheriffs Office.
HOA management (per its covenants) did levy a $500 fine, which reportedly was paid by the owner of
the residence, who does not live in the home. The shooter, although a family member, is a tenant and
thus not directly affected by the consequences of a fine.
We submit that Cape George Colony Club, now with suburban densities of more than 600 homes and
the prospect of total build-out of about 800 homes, should be declared a no-shooting zone within
Jefferson County. There is a reasonable likelihood that humans, domestic animals, or property may be
jeopardized by gun fire. While HOA fines are intended to dissuade firearm discharge, as are the county's
fines, egregious abuses should also be subject to legal adjudication and the possibility of prosecution
within the justice system.
We believe that the repeated bursts of bullets early in the morning of October 8 -- outside in the dark
and allegedly to kill a pet -- recklessly endangered people and property within a wide swath of our Cape
George Colony Club community. Designating our precincts as a no-shooting area, under county
ordinance, is an appropriate response to preserve and protect life and safety issues.
With this cover letter, I have submitted a petition by people who are residents and registered voters. I
have also included precinct maps and the Jefferson County Sheriffs report of the incident.

Certificate of Sufficiency
Establishing a "No Shooting Area"
for
Cape George Colony:
Precinct 105 & Precinct 104
I HEREBY CERTIFY that this office has checked the attached petition establishing a "No Shooting
Area"for the designated area stated above as defined on the petition.
Said Petition was received by the Jefferson County Auditor's Office on March 21, 2022. Fourteen
(14) pages were submitted which contained a total of one hundred and thirty-two (132)
signatures. There were at least 20 valid signatures as required by Jefferson County Ordinance
No. 02-0416-07. Pursuant to the Jefferson County Ordinance No. 02-0416-07 Section 5 (a), a
petition filed by residents containing the signatures of at least 20 elector-residents of each
voting precinct in the area under consideration.
Said Petition meets the requirement of having not less than 20 valid signatures from eligible
electors within the area defined as Cape George Colony: Precinct 105 and Precinct 104 on the
petition submitted and is now Certified as being Sufficient.
