RISK MANAGEMENT COMMITTEE Tuesday, March 1, 2022 – 10:30 a.m. MEETING MINUTES

Chair Melancon called the meeting to order at 10:38 a.m. Members McCauley, and Bence participated in the meeting remotely Also in attendance; Legal Counsel Hunsucker. EXECUTIVE SESSION
An Executive Session was scheduled from 10:30 a.m. to 10:55 a.m. Chair Melancon announced that the Executive Session will be held from 10:39 a.m. to 10:55 a.m. regarding Potential Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. Staff present: Risk Manager, Chief Civil Deputy Prosecuting Attorney, Safety Officer, Risk Coordinator, and Claims Coordinator. The
Committee resumed the regular meeting at 10:53 a.m.
APPROVAL OF MINUTES Member McCauley moved to approve the Regular Meeting Minutes of February 1, 2022 as presented. Member Bence seconded the motion. The motion carried.
DISCUSSION AND POSSIBLE ACTION re: CLAIMS: • #C-01-22 Douglas Henderson; In the Amount of $997.79; Cracked windshield from County sanding truck
The committee reviewed claim noting that, Public Works sent a recommendation to approve. Member McCauley moved to approve and pay claim #C-01-22 for Douglas Henderson in the amount of $997.79 for a cracked windshield from a county sanding truck. Member Bence seconded the motion. The motion carried.

EXECUTIVE SESSION An Executive Session was scheduled from 10:55 a.m. to 11:10 a.m. Chair Melancon announced that the Executive Session will be held from 10:55 a.m. to 11:10 a.m. regarding Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. Staff present: Risk Manager, Chief Civil
Deputy Prosecuting Attorney, Safety Officer, Risk Coordinator, and Claims Coordinator. The Committee resumed the regular meeting at 11:11 a.m. OLD BUSINESS: The Committee discussed the following claims:
• On February 1, 2022 the committee reviewed the Washington State Patrol report for #C-11-21 Jonathan Lee Thompson; In the Amount of $18,507.42 from Mr. Thompson’s insurance company in subrogation; Traffic Collision with Jefferson County Sheriff’s Vehicle. The committee approved sending a letter to the insurance company making claim for damage to County property in the
amount of approximately $66,000 and suggesting the insurance company to drop its subrogation claim as the WSP report says both parties were at fault. That letter was sent February 9, 2022. • Joint Jefferson County and Clallam County Tender of Wilson Claim; Agreement Reached on Joint Defense between the counties and the Washington Counties Risk Pool. Member McCauley moved to continue to keep these two items on Old Business. Member Bence seconded
the motion. The motion carried. • On February 1, 2022 the committee took no action on #C-03-21: Diane Gowman; In the Amount of $200,000.00; Unlawful Eviction. The claim was received on August 10, 2021, so the 60 days has
lapsed. No further action.
• On February 1, 2022 the committee took no action on #C-04-21; Robyn Mitton; Voyeurism; 60 days has lapsed. The claim was received on August 11, 2021, so the 60 days has lapsed. No further action. • On February 1, 2022 the committee took no action on #C-08-21; Linda (Addy) Thornton; Covid Vaccine Mandate. The claim was received on October 14, 2021, so the 60 days has lapsed. No
further action. Member McCauley moved to remove #C03-21, #C04-21, and #C08-21 from the agenda. Member Bence seconded the motion. The motion carried.
NEW BUSINESS:
• Lawsuit 22-2-00005-16; Douglas E. Bolling; Joanie S. Lindquist; Jefferson County Washington; Amended Condemnation Petition re: SR 116/SR 19, Chimacum Creek. Legal counsel Hunsucker advised the committee that Jefferson County was dismissed from this lawsuit on February 25, 2022.
Member McCauley moved to remove lawsuit 22-2-00005-16 from future agendas. Member Bence seconded the motion. The motion carried.

• Robert Gash; JeffCo Site Address Permission Request; OpenStreetMap; Broadband Advocacy Project
This may not be a Risk Management issue. Member Bence moved to take no action on Mr. Gash’s request
and add to next agenda for further research. Member McCauley seconded the motion. The motion carried. NOTICE OF ADJOURNMENT: Chair Melancon adjourned the meeting at 11:23 a.m. until the next Regular Meeting or Special Meeting as properly noticed. Respectfully submitted:
