HomeMy WebLinkAbout021 98 ŒŒ-: 5¡'~ )3'd-?5~c;l - '--, -;, , A"u b, ) STATE OF WASHINGTON County of Jefferson In the Matter of Authorizing Participation of the Sheriff s Office Vohmteer Reserve Officers in the State Board for Volunteer Fire Fighters Retirement System RESOLUTION NO 21-::,9.8 WHEREAS, the Jefferson County Sheriffs Office utilizes volunteer Reserve Officers to supplement the law enforcement staff; and, WHEREAS, RCW 41.24 allows Reserve Officers providing volunteer services to a Sheriffs Office to participate in the retirement plan offered by the State Board for Volunteer Fire Fighters; and, WHEREAS, in recognition of this volunteer service to the County it is desirable to allow these Reserve Officers to join this retirement program; and, NOW, THEREFORE, BE IT RESOL VED, by the Board of County Commissioners that the volunteer Reserve Officers of the Sheriff's Office are hereby authorized to participate in the State Board of Volunteer Fire Fighters Retirement Program as authorized by RCW 41.24 and provided in Attachment A. BE IT FURTHER RESOL VED, that the County elects Option 3 of RCW 41.24.410 for credit for service as a Reserve Officer. APPROVED AND ADOPTED this ;¿3rJ day of JU~ ,1992. Definitions As used in this resolution: A. Reserve Officer - as defined by the Washington State Criminal Justice Training Commission under RCW 43.101. Participant - Any Reserve Officer who is or may become eligible to receive benefit of any type under the retirement provision of RCW 43.10 1, or whose beneficiary may be eligible to receive any such benefit. State Board - refers to the State Board for Volunteer Fire Fighters B. c. Section 2. Retirement availability to Reserve Officers The retirement provisions of RCW 41.24 are hereby made available to each Reserve Officer who elects to enroll in the State Board for Volunteer Fire Fighters Retirement System. Such election to enroll shall be expressed by signature on a form provided for that purpose, and the tender by the applicant of the first year's Officers Annual Fee of$30,00. For each Reserve Officer who so elects to enroll, the County, through the Sheriffs Office budget, shall contribute the portion of the fee required from the municipality as determined by the State Board. Section 3. Prior Service Any Reserve Officer who desires credit for service prior to the effective date of Resolution No. ~ authorizing participation in this program, may obtain such credit upon payment, within one (1) year of the effective date of, of the Officer's Annual Fees for prior service years, plus interest at the rate of one (1) per cent per month, for each year of past service counted. Payment by the County of the municipality's portion of actuarial costs for such prior service as determined by the State Board will be paid by the County as prescribed by the State Board and will be fully reimbursed to the County by the applicant. Section 4. Duration of Membership Any Reserve Officer who becomes a member shall remain a member of the system so long as the Reserve Officer continues to serve as a Reserve Officer, as certified by the Jefferson County Page 1 of2 Attachment A of Resolution No. 21-98 'VOL 24 ~;~~,~612 -. ~- . Sheriff. A Reserve Officer who leaves the service of the Jefferson County Sheriffs Office shall have no right to make further payments into the Pension Fund unless and until the Reserve Officer rejoins the service. Section 5. Payment of Pension Fees Pension fees for all Reserve Officers of the Jefferson County Sheriffs Office, other than the initial fee are due and payable annually on January 1 of each year and reported on the Remittance Fonn provided by the State Board for Volunteer Fire Fighters. Any pension fee paid late shall bear interest at the rate of one (1) per cent per month which shall be submitted with the late payment. The Jefferson County Sheriffs Office will be responsible for collecting the fee from the Reserve Officers who participate in the program. If any participant does not submit their portion of the Annual Fee in time for the County to meet the necessary deadline for timely payment, will not be included on the annual Remittance Form. Any participant whose name is left off the annual Remittance Form due to untimely payment of the Officers Annual Fee, who later wants to remit for the years service will make arrangements with the Sheriffs Office. They will be required to submit payment for the Officer's Annual Fee for the year; reimburse the County for the interest charged by the State Board for the late payment and reimburse the County for the municipality's portion of actuarial costs for the reinstatement, if any, as determined by the State Board. Section 6. Retirement Pension Eligibility for and payment of a pension amount is the sole responsibility of the State Board for Volunteer Fire Fighters. The County's sole responsibility shall be to account for the individuals enrolled, to forward fees collected from the Reserve Officers to the State Board and to submit the County's contribution to the State, Page 2 of2 Attachment A of Resolution No~h-98 !If 24. ~,f~ :.
