Fabry, PE., Public Works Director/County Engineer SUBJECT: Bywater Bay Road Improvement District - Project Status Report 4/98 Dear Property Owner: The purpose oftlÍis letter is to inform you, as a property owner within tlre-established boundaries of the Bywater Bay Road Improvement District (RID) No.3, of the developments regarding the continuation of the RID process based on the discussions held during the public meeting on February 26, 1998. I The meeting was called in response to a petition received ftom Bridge View Estates Division IT, requesting that the County no longer proceed with the construction of the RID. As a result of discussions with the participants, the Board of County Commissioners with the Public Works Director/County Engineer conclude the following: . First, as committed to by the Board of County Connnissioners, and after legal consultation, the Board accepts the County responsibility for the initial cost of the Survey and project estimate per the established boundaries, as a portion of the County's original commitment as stated in the Establishment Resolution No. 19-96 . Secondly, The Board of County Commissioners will provide the property owners 'With another opportunity to further discuss the continuation ofthe project once the final estimates haye been developed, with advanced notification of any meetings, to all the property owners within the project. . With respect to the previous estimates of project costs, our research has concluded that a range of value fTom 5500,COO.00 to $800,000.00 was established and discussed in the Public Hearing held January 22, 1996. This fact is evid<:ncd by the hearing minutes available- from the office of the Board of County Commissioners. However, the official Establishment Resolution No.19-96 (Section 5), clearly states the estimate to be $500,000.00 to be assessed by equal shares per lot. Since that time there has been no new data available to us. Therefore, and as previously stated, the Board of County Commissioners will provide another opportunity for discussion regarding the advancement of the project once the estimates have been developed. . The amounts approved by resolution of $126,559 on April 20, 1998 is for surveying work, base mapping, preliminary design, right of way plans and final plans. This will take the-project up until right of way acquisition. It does not include any modifications needed due to adjustments for right of way acquisition, construction management, construction costs, testing, or project closeout. The figure mentioned above is about 16% of the total estimated project costs. The Jefferson County Board of County Commissioners and Department of-Pttblic Works appreciates everyone's contribution and shall endeavor to work closely with the property owners and their committees, keeping them imonned of the project status and any future meetings.
