WHEREAS, after due consideration, it appears to this Board of County Commissioners that it is in the
public interest to maintain as a part of the County Road System:
That road known as HJ Carroll Park Road (m.p. 0.00 to 0.18), being 60 feet wide and lying in the NW 1/4
of the SW 1/4 of Section 11, Township 29 North, Range 1 West, WiIIametter Meridian, more descriptively
shown on attached "Exhibit A",
and in contemplation of the language of Statute Rc.W. 36.81.010,
NOW THEREFORE, BE IT RESOLVED that this Board of County Commissioners does now declare its
intention to establish said road, and
BE IT FURTHER RESOLVED, and the County Road Engineer is hereby directed to examine said road
and report his opinion as to whether this road is practicable, as to the necessity of the road, as to the proper
terminal points, general course and length thereof, and all other facts, matters and things which will be of
importance to the Board; and that such reports be filed as soon as possible.

JOINT RESOLUTION
Jefferson and Clallam Counties
City of Port Townsend
PUD No, 1 of Jefferson County
Jamestown S'Klallam Tribe
WHEREAS, ESHB2514, herein referred to as the Act, provides for watershed
planning for single and multi- WRlA planning areas; and,
WHEREAS, Section 2 of the Act provides that watershed planning may only be
initiated with the concurrence of :
(a) All counties within the WRIA;
(b) the largest city or town within the WRIA;
(c) the water supply utility obtaining the largest quantity of water from the WRlA;
and,
WHEREAS, Tribes with reservation lands within the management area shall be
invited to participate as an initiating government; and,
WHEREAS, WRlA 17, as shown on the attachment, constitutes the watershed
planning area covered by this Joint Resolution; and,
WHEREAS, Jefferson County and Clallam County are the counties within
planning area, the City of Port Townsend is the largest city within the planning area,
POD No.1 of Jefferson County is the water supply utility obtaining the largest quantity
of water in the planning area, and the Jamestown S'Klallam Tribe is the only Tribe with
reservation lands within the planning area; and,
WHEREAS, there are other government agencies that have an interest in watershed
planning policy for WRlA 17 including Jefferson County Public Utility District No,l,
Port Gamble S'Klallam Tribe, Skokomish Tribe, Lower Elwha Klallam Tribe, and the
Washington State Department of Ecology; and,
WHEREAS, the Jefferson County Water Policy Roundtable has been established as
a forum for local government discussions about water policy issues; and,
WHEREAS, the Jefferson County Water Resources Council is an established
watershed planning group with membership representing a wide range of water resource

interests that meets the requirements of a designated planning unit per Section 2(6) of the
Act; and,
WHEREAS, Jefferson County has the ability to serve as the Lead Agency for the
watershed planning effort; and,
WHEREAS, Watershed planning shall address water quantity and may optionally
address in-stream flows, water quality and habitat.

NOW THEREFORE BE IT RESOL VED by the undersigned initiating agencies

Watershed planning shall be initiated for WRlA 17 as defined by the
Washington State Department of Ecology,
The undersigned initiating governments and invited Tribes do hereby
initiate watershed planning in accord~nce with the Act and shall be
designated as the initiating governments for the purposes therein,
Jefferson County is hereby designated lead agency per the Act,
A Water Policy Roundtable is hereby established including the initiating
governments and Port Gamble S'Klallam Tribe, Washington State
Department of Ecology and the Jefferson County Water Resources Council
for the purpose of providing policy guidance to the planning unit and to
ensure compliance with the Act.
The Water Policy Roundtable shall have as members: three (3) County
Commissioners from Jefferson County; three (3) County Commissioners
from Clallam County; the Mayor and two City Council members from the
City of Port Townsend; three (3) Commissioners from Jefferson County
Public Utility District No.1; a representative or alternate from the
Jamestown S , Klallam Tribe; a representative or alternate from the Port
Gamble S , Klallam Tribe; a representative or alternate from the Department
of Ecology; and a representative or alternate from the Jefferson County
Water Resources CounciL The Chair of the Jefferson County Board of
Commissioners shall be the Chair of the Water Policy Roundtable~
All members of the Water Policy Roundtable shall coordinate other
planning efforts to ensure consistency and to provide efficiency in obtaining
needed information to support watershed assessment efforts.
The Water Policy Roundtable together with the Jefferson County Water
Resource Council are hereby designated as the planning unit under the Act,
