M� PA 8 ag JOINT RESOLUTION In the matter of Initiating Watershed Planning for WRIA 17 per ESHB2514, Laws of 1998. lCRao.38 -91e Jefferson and Clalam Counties City of Port Townsend PUD No. 1 of Jefferson County Jamestown S'Klallam Tribe WHEREAS, ESHB2514, herein referred to as the Act, provides for watershed planning for single and multi -WRIA planning areas; and, WHEREAS, Section 2 of the Act provides that watershed planning may only be initiated with the concurrence of : (a) All counties within the WRIA; (b) the largest city or town within the WRIA; (c) the water supply utility obtaining the largest quantity of water from the WRIA; and, WHEREAS, Tribes with reservation lands within the management area shall be invited to participate as an initiating government; and, WHEREAS, WRIA 17, as shown on the attachment, constitutes the watershed planning area covered by this Joint Resolution; and, WHEREAS, Jefferson County and Clalam County are the counties within planning area, the City of Port Townsend is the largest city within the planning area, PUD No. 1 of Jefferson County is the water supply utility obtaining the largest quantity of water in the planning area, and the Jamestown S'Klallam Tribe is the only Tribe with reservation lands within the planning area; and, WHEREAS, there are other government agencies that have an interest in watershed planning policy for WRIA 17 including Jefferson County Public Utility District No. 1, Port Gamble S'Klallam Tribe, Skokomish Tribe, Lower Elwha Klallam Tribe, and the Washington State Department of Ecology; and, WHEREAS, the Jefferson County Water Policy Roundtable has been established as a forum for local government discussions about water policy issues; and, WHEREAS, the Jefferson County Water Resources Council is an established watershed planning group with membership representing a wide range of water resource VOL P �q pgF 1 ` 3 t z Joint Resolution Initiating Watershed Planning for WRIA 17 per ESHB2514,Laws of 1998 interests that meets the requirements of a designated planning unit per Section 2(6) of the Act; and, WHEREAS, Jefferson County has the ability to serve as the Lead Agency for the watershed planning effort; and, WHEREAS, Watershed planning shall address water quantity and may optionally address in- stream flows, water quality and habitat. that: NOW THEREFORE BE IT RESOLVED by the undersigned initiating agencies 1. Watershed planning shall be initiated for WRIA 17 as defined by the Washington State Department of Ecology. 2. The undersigned initiating governments and invited Tribes do hereby initiate watershed planning in accordance with the Act and shall be designated as the initiating governments for the purposes therein. 3. Jefferson County is hereby designated lead agency per the Act. 4. A Water Policy Roundtable is hereby established including the initiating governments and Port Gamble S'Klallam Tribe, Washington State Department of Ecology and the Jefferson County Water Resources Council for the purpose of providing policy guidance to the planning unit and to ensure compliance with the Act. 5. The Water Policy Roundtable shall have as members: three (3) County Commissioners from Jefferson County; three (3) County Commissioners from Clallam County; the Mayor and two City Council members from the City of Port Townsend; three (3) Commissioners from Jefferson County Public Utility District No. 1; a representative or alternate from the Jamestown S'Klallam Tribe; a representative or alternate from the Port Gamble S'Klallam Tribe; a representative or alternate from the Department of Ecology; and a representative or alternate from the Jefferson County Water Resources Council. The Chair of the Jefferson County Board of Commissioners shall be the Chair of the Water Policy Roundtable. 6. All members of the Water Policy Roundtable shall coordinate other planning efforts to ensure consistency and to provide efficiency in obtaining needed information to support watershed assessment efforts. 7. The Water Policy Roundtable together with the Jefferson County Water Resource Council are hereby designated as the planning unit under the Act. A watershed assessment for WRIA 17 shall be prepared by the Council and shall be forwarded to the Water Policy Roundtable for final review prior to adoption per section 9 of the Act. 8. The watershed plan shall include sections on water quantity, in- stream flows, and water quality. Habitat planning shall be conducted to be consistent with salmon recovery planning per ESHB2496, Laws of 1998. 9. Jefferson County is hereby authorized as lead agency to apply for watershed assessment grants as provided in the Act and such other funding that may be available for watershed planning. The Jamestown S'Klallam Tribe has been invited by Jefferson County to participate as an initiating government for watershed planning under HB 2514 for Water Resource Inventory Area 17. It is likely that the Tribe will participate pending further definition of local inter- governmental relationships which must recognize an appropriate role for the Tribe in the process. Given the information available at this time, I would like to support the application being prepared by Jefferson County and the Jefferson Water Resources Council for WRIA 17. nay understanding is that the County will be the lead agency for fiscal and administrative purposes. We further understand that the Port Gamble S'Klallam Tribe will be considered an initiating government. Following the Dungeness - Quilcene Water Resource Pilot project (in which the Jamestown S'Klallam Tribe was the coordinating entity), the Dungeness and Quilcene areas were segregated and left to pursue implementation on their own. The Jamestown S'Klallam Tribe has focused efforts on the Dungeness River in WRIA 18 and Sequim Bay and its tributaries (primarily in WRIA 17). The Tribe has a particular interest in the Jimmycomelately Creek watershed, which encompasses most of the Jamestown S'Klallam Reservation. The Jamestown S'Klallam Tribe also has primary tribal fisheries management authority in Discovery Bay under the governing compact of the Point No Point Treaty Council (PNPTC). These geographic interests would be our major areas for participation in any WRIA 17 process. Due to the Dungeness - Quilcene project and subsequent work, WRIA 17 is in a good position both organizationally and with technical information to make substantive progress in watershed planning.
