Resolution No. 41-98
WHEREAS, this matter coming to be heard this day upon the County Road Engineer's report with
respect to "Resolution No. 4/-98 : Intent to Establish a County Road" submitted by the Jefferson County
Commissioners; and
WHEREAS, it appears to the Board of County Commissioners that notice of hearing has been
posted and published to the time and in the marmer provided by law, proof of such publication and posting
being now on file herein; and
WHEREAS, the Board of County Commissioners having heard and considered all evidence and
matters submitted in relation thereto does now find and determine that the public will be benefited by the
establishment as a part of the county road system.
NOW THEREFORE BE IT RESOLVED and it is hereby ORDERED THAT:
That road known as HJ Carroll Park Road (m.p. 0.00 to 0.11), being 60 feet wide and lying in the
NW 1/4 of the SW 1/4 of Section 11, Township 29 North, Range 1 West, Willametter Meridian,
more descriptively shown on attached "Exhibit A",

Engineers report for the establishment of HJ Carrol Park Road
Following is the engineer report for the establishment of HJ Carroll Park entrance road as a
county road.
The HJ Carroll Park Road is the main access to the newly developed HJ Carroll Park. Its
beginning point is at M.P. 9.88 on SR 19 and it would end at M.P. 0.11, the cul-de-sac where
the passenger drops off is located. The remaining areas are for parking and are not appropriate
for adding as county roads. The roadway is already constructed with the first 0.04 mile
surfaced with asphalt concrete with the remaining length having a gravel surface. The entire
roadway is within existing county property, however, GO feet of right of way should be
dedicated to this roadway. Future work could consist of Chip Sealing the last 0.07 mile. The
estimated cost to do this work is $1820.00. The maintenance of this 0.11 miles of roadway
would cost about $700.00 per year. Following is some pros and cons to the establishment of
this road as a county facility.
PRO'S
1. The county would receive some funds through the Gas Tax Allocation for maintenance of
this roadway.
2. The roadway would be maintained on a routine basis.
3. Would be consistent with earlier policy (unwritten) of adopting other park entrance roads
as county roads.
4. All appurtenances (signs, pavement markings, etc.) must meet county road standards,
CON'S
1. This road would be a public roadway and the gate would need to be removed.
2. This road is not necessary for overall circulation in the area.
3. All appurtenances (signs, pavement markings, etc.) must meet county road standards.
4. Because of a high ADT, short road segment, this road may have an annual maintenance
cost higher than average in the future as the park develops.
Recommendation
To be consistent with previous policy on the adoption of the park entrance roads as county
roads our recommendation is to adopt HJ Carroll Park entrance road to M.P. 0.11 as a county
road.

Beginning at centerline mile post 9.88 ofSR 19 and centerline 0+00 ofH. J. Carrol Road
Then run 152.84 f1. at South 85 degrees 01 minutes 13seconds East to the point of curve.
Then along a curve with a central angle of 4 degrees 35 minutes 32 seconds and a length
of 322.88 Ft. and a radius of 4028.67, to the center of a traffic circle with a 53 ft. radius.
Right of way is thirty feet on each side of centerline except within the traffic circle.
