The Jefferson Board of County Commissioners hereby enters the following findings of fact in
support of extending the IGSO for a period of six months per the provisions contained in Chapter
36.70A.390 RCW.
1.
Jefferson County is planning under the provisions of the Growth Management Act,
codified as 36.70A.
2.
The BOCC adopted the IGSO on February 14, 1996, to provide interim development
regulations to ensure land use decisions were consistent with the intent of the Growth
Management Act (GMA).
3.
The BOCC intended this Ordinance to serve as an interim measure subject to repeal and
replacement at the time the County adopts its Final Comprehensive Plan and associated
new Interim Regulations.
4.
The County is preparing to adopt its Final Comprehensive Plan and associated new
Interim Development Regulations on August 28, 1998.
5.
The etIective date of the IGSO will expire on August 9, 1998, prior to the scheduled
adoption of the County's Final Comprehensive Plan on August 28, 1998.
6.
To ensure land use decisions continue to be consistent with the intent ofthe GMA and to
provide the County with continuity in making land use decisions, the BOCC finds that it
is necessary to extend the effective date of the IGSO for a period of six months.
7.
The maintenance of effective and responsible County government requires immediate
extension of the effective date ofthe IGSO.
8.
The BOCC finds that the extension of the etIective tenn of this Ordinance is in the best
interests of the public health, safety and welfare of the County as a whole.

9.
Therefore, the BOCC does hereby extend the effective date of the IGSO for a period of
six months (February 10,1999) or until adoption of the Final Comprehensive Plan.
