WHEREAS, under the provisions of Chapter 79.24.580, RCW, state funding assistance has been
authorized and made available to aid in fmancing the cost of land and the construction of facilities for
public access to, and enhancement of, state-owned aquatic lands, and
WHEREAS, the County of Jefferson considers it in the best public interest to acquire a 7.7 acre
waterfront property located on the northeast portion of Hood Head Island known as Point Hannon, and
NOW THEREFORE BE IT RESOLVED, by the Board of County Commissioners of Jefferson County,
Washington:
1. That the Chainnan of the Board of County Commissioners or another individual be
authorized to make fonnal application to the Department of Natural Resources,
2. that any fund assistance so received be used in the acquisition and development of7.7
acres on the northeast portion of Hood Head Island known as Hannon Point,
3. that the County's 50% matching share for the project will be derived through public and
private donations garnered by the Trust for Public Lands prior to the execution of the grant
agreement,
4. that any property acquired with fmancial aid through the Aquatic Lands Enhancement
Account be maintained for the purpose of habitat protection and/or public access in perpetuity
and in accordance with the tenus of the grant agreement approved by the Department of
Natural Resources,
5. that any developed facilities fmanced through the Aquatic Lands Enhancement Account be
maintained by Jefferson County for 25 years or longer, in cooperation with other agencies,
6. that this resolution become part of a fonnal application to the Department of Natural
Resources, and
7. that adequate notification has been given and opportunity provided for public input.

Dear Commissioner Harpole and Mr. Steurer:
I enjoyed meeting with you last week to discuss the possibility of the Trust for Public
Land's (TPL) partnering with Jefferson County to secure public ownership of Point Hannon
located on Hood Head. Hopefully this letter will be helpful in further delineating TPL's
proposal, and I've prepared it for possible distribution to the Board of Commissioners, staff, and
parks board members.
Acquisition of Point Hannon, a 7.7 -acre site located on Hood Head Island, just north of
the Hood Canal Bridge, will allow protection of 1,788 feet of no-bank shoreline, A natural
sandspit located near the mouth of Hood Canal, the site already attracts a limited number of
pedestrians, kayakers, and other boaters. Point Hannon is also a unique natural resource. Its
beaches serve as spawning ground for the Pacific sand lance, a key food source for threatened
Hood Canal sal~on, and support a sizable sand dollar bed. In addition to the beach and tidal
environment, Point Hannon contains a beach grass meadow, a wonderful saltwater marsh, and
forested uplands.
As you know, the Trust for Public Land has been working for nearly two years in
cooperation with the Washington State Parks and Recreation Commission and the Washington

appreciated the February 1998 letter the Commissioners wrote to State Parks in support of this
acquisition.) Unfortunately, despite the resource value and public support for the project, we just
recently learned that, due in part to projected budget shortfalls, State Parks will not be able to
fund the acquisiti.on in the upcoming biennium. Because TPL's option expires in late November
and can only be renevved by making a sizable extension payment, TPL has been working hard to
procure alternative funding.
Last week in order to meet the deadline and have a place holder for the upcoming grant
cycb, vve submitted a n.::arly-completed gr<.ùlt application to th~ Department of Natural
Resources' ALEA program. As we've discussed, TPL does not qualify as a sponsor for the
ALEA grant program and would very much appreciate Jefferson County's serving as the public
agency sponsor for this application. The application has been submitted, but it can be revised up
until the technical review presentations, which are scheduled for the week of November 16-20.
Although the ALEA grants require a 50% local match, we understand that the county's limited
resources are already committed to ongoing projects and will not look to Jefferson County to
provide the match directly. Rather, TPL would work with and on behalf of the county in
pursuing other potential funding sources (which could include the Washington Wildlife and
Recreation Program and Coastal Zone Management grants and private donations).
We also briefly discussed the issue oflong-tenn management of the site if Jefferson
County were to become the owner of Point Hannon. TPL has been managing the property for
the past year, and since the site already experiences limited public use, it is unlikely that its
management would change significantly. Once the existing structure is removed, which TPL
would coordinate before conveying the property to the county, maintenance is likely to be
limited to occasional beach clean-ups and dealing with any sanitary facilities that would be
placed on the site. Washington Water Trails Association has hosted beach clean-ups at the
property in the past and is likely to continue with these efforts. In addition, the neighbors on .'
Hood Head already serve as local monitors and help with litter pick-up.
I hope this letter further emphasizes the Trust for Public Land's level of commitment ..
toward protecting Point Hannon and our enthusiasm for working with Jefferson County. I would
be pleased to coordinate a site visit for interested officials, staff, or parks board members. Many
thanks for your continued interest in this project, and I look forward to seeing you at the
upcoming Parks Board meeting on October 14.

On September 18, 1998, the Washington State Parks and Recreation Commission authorized the Director .-
to implement the requested action as presented in the agenda item mailed to you on September 4, 1998, as
follows:
That the WashingtOn State Parks and Recreation Commission:
1.

Authorize the Director or designee to submit to the Interagency Committee for Outdoor Recreation
the following 1999-2001 WWRJ? - State Parks category budget request.
2.
Authorize the Director to work with Park's staff and administration to make project adjustments
necessary to meet funding and project scheduling requirements throughout the 1999-2001 biennium.
The Commission made three changes to the list developed September 3, 1998. These changes consisted of
reprioritizing the following sites on the ranked project list as follows: Deception Pass - Odell Property was
moved to #9 from #18, Pacific Western was moved to #21 from #13, and Sun Lakes - Dry Falls -
McLeary was moved to #10 from #11. A copy of the revised listing is attached.

B. NEW BVSINESS
Pow Hannon/ALEA Grant Request with The Trustfol' Public Land: Dan Harpole provided some
background on the County's opportunity to secure the Point Hannon property as a public day use boating
park (two maps and a letter were distributed)~ Dan introduced Stephanie Taylor from The Trust For
Public Land. Stephanie reviewed that a placeholder application has been submitted to ALEA and the ,
funding requires support from a public agency. She requested Jefferson County consider becoming the
sponsor and long-tenn steward of this park Wauen stated a partnership approach would be importantfor
the County since the County doesn't currently maintain any properties inaccessible by roads. Dan . .
Harpole said the BOCC is requesting a reconunendation from the PABon whether to go forward as a co-
sponsor. He stressed that the County is not contributing fiscally toward the purchase oftills property.
aside from possible fu~te operation and maintenance costs. The intent is for the creation oflong-tenn
relationships with nonprofits including possibly a Friends of Point HaImon to do the maintenance. Jim
Pearson. a local resident and byaker, voiced his support for the property acquisition in partnership with
Washington Water Trails Association. He believes the property is a valilllble water. access resource.

Rick Tollefson made a motion that Jefferson County acquire the 7.7 acre Point Hannon property
located on Hood Head Island, assuming the ALEA grant is obtained. The P...\B requests the
acquisition be done in partnership with vYashington Water Trails Association, The Trust for Public
Land, and a local Hood Head community group and would include the following site proVisions:
1. Jefferson County take lead agency status,

2. the addition of a public restroom facility (a contrasting or pit toilet),
3. classification as a Day-Cse Only park,
4. the State's completion ofjts process with the Wolf Property State Park tidelands,
5. an inquiry into parking issues on and around Seven Sisters Road,
6. encouraging the use of Termination Point as the interim access to this property.
7. the creation and placement of interpretive sign age,
8. an attempt to resolve the public access question across B:ywater Bay, and
9. the intent to minimize future operation and maintenance costs on behalf of JetTerson County.
The motion was seconded and approved.
Klara asbd to clarify that this park development would prevent any additional demand on Seven Sisters
Road. Dan add.::d that because of resident complaints about parking on this road, it is in the state's
proposal to put a new road into that property and include a new parking area for that state park.

Gibbs Lake/Qllimper Trails Association: George Benny, representing the Quimper Trails .A.ssociation,
announced that on October 24-26, Quimper Trails and PT Cyclery are hosting work parties trom the
L.VIBA (International Mountain Biking A.ssociation)~ The work parties plan to work on problem areas and
possibly building a new trail link. George requested funding assistance for gravel and materials for trail
repaÌß and the new traillin1c He attended a seminar on trail building at Tahuya State Park and
mentioned it was clear that trail successes are a result of the cooperation among all types of trail usm~
There was significant discussion about trail improvements through the pedestrian-only, wetland ;Jrea.
WaITen conunented that any new trails, including a trail link would need to be discussed and apProved
by County staff and the PAB. WaITen reported Will Butterfield has been working with the DNR on the
legal agreements and it appears resolution could come by Dec:.mlber regarding the trail corridor at Gibbs
Lake and other trails. Rick Tollefson made a motion that the BOCC approve a Community Park
Grant to the Quimper Trails Association for an amount up to $500 for gravel and materials. The
grant is contingent upon Quimper Trails presenting a proposal to staff and obtaining staff approval
for their activities
3J'1' Street Park Project: Dan Harpole reported that it appe:1fS likely the City of Port Townsend will be
asking to renegotiate their original agreement with the County on this proposed park project. The
changes are a result of watershed and water disbursement problems as well as considerable public
opposition to the park being an active recreational area. Dan will recommend this issue be brought back
to the PAB for further discussion. There was some discussion about the need for a community park in or
around that location and other possible locations for practice fields.

SR 10 Bicycle Traffic Concerns: Gene Skovbo was present to comment on the increased vehicle and
bicycle traffic on SR 20 and safety concerns at the bridge at Jacob :\filler Road and Fredrickson Sl ...
Fol1owing some discussion about possibilities for a bypass alongside and below SR20, Klara Fabry
indic;:¡ted that Phase IT of the Larry Scott Trail should address some of the concerns. Next year, trail
design on this portion wiII occur 3nd construction is planned to begin in 2000. Klara stated she has been
and will continue to work closely with DOT on these issues.
C. OLD BCSIl'ŒSS
H J. Carroll Park: Wacrett reported Phase I is now finished. The park is now open to the public and is
widely used. The H.J. Carroll Advisory Board hag been meeting and working with a citizens volunteer
group on the B)¡G\: bicycle practice area. Community Park Grant work has also started this month with

pl.1ntings by the Trí-,-u-t:.1 Garden Club and work by \Vild Olympic Salmon and the Homebuilders
Association. The County is working on the project plan for the restroom facility scheduled to be
complete by September 1999 .1nd a proj ect manager will be assigned. Au.xiliary parking spaces have
been developed for larger, special events. A memorial fund dedication for Kyle Thies will be held at the
park with the funds going to purchase playground equipment. Rick Tollefson mentioned Jim Bishop,
Presi~t of the East Jefl'erson Little League, would like a partner relationship in developing the other
ball tìëld site at the park. Bill Kush., Rec. Director for the City of Port Townsend, is circulating a
proposal for a new pool/recreation facility in Port To~TIsend at one oftwo sites. Bill also expressed
interest in being involved in the plaMing group for H.J. Carroll Parle
Larry Seoti Trail' Judy said the public is using and loving the trail. Klara said that planning now
involves next year's additional right-of-way acquisitions and development of the design. The Port of Port
Townsend made a presentation to the BOCC regarding the possibility that the Port's long~tenn plans
might impact the trail head.
After-SchooVSummer Best Self Program: Rick ToIIefson reported a part-time coordinator has been
hired. The program is scheduled to be in place by June 1999.
D. STAFF REPORTS
J{anager's Report: Warren reported the camping season was over on October 1. So far this year,
S23,700 in camping fees were collected which is above last year. There were no major problems this
summer and winterization projects are occurring as well as working on picnic tables and some kiosks.
Recreation: Tim Black reported that some of the crew at Memorial Field are working 7-days a week
and the field's schedule is full. Soccer fields are t\:ady at Brinnon and Quilcene. All fields are in good
shape~ They have expanded the use of the H.J. Carroll fields with occasional use by the Port Townsend
High School girls as well as other teams. The Rec. Center is going well. The /8 and Under policy is
working well and younger kids are using the facility. The soccer program is going well with
approximately 400 kids and 40 teams.
