In the Matter of establishing a
partnership with Clallam County and
other governments in salmon
recovery under ESHB 2496 for
the Sol Duc/Hoh Basin of Jefferson
County
RESOLUTION NO 95-98
-
WHEREAS, on February 26, 1998, the National Marine Fisheries Service
proposed for listing as "threatened" under the Endangered Species Act the Puget Sound
chinook salmon, the Hood Canal/Straits of Juan de Fuca summer chum salmon, and the
Lake Ozette sockeye salmon, among other species; and
WHEREAS, on June 13, 1998 the United States Fish and Wildlife Service
proposed for listing as "threatened" under the Endangered Species Act the bull trout; and
WHEREAS, the State of Washington has initiated a response to 1998 proposed
listings of salmon and bull trout species under the Endangered Species Act by enacting
ESHB 2496 to provide funding for local salmon recovery efforts; and,
WHEREAS, it is a high priority to Jefferson County that salmon and bull trout
fisheries be protected, enhanced, and restored as a resource for future generations of
Jefferson County residents; and,
WHEREAS, in June of 1998 Jefferson County submitted a letter of support to
Clallam County for a grant as "lead entity" under ESHB 2496 for the prioritization of
salmon recovery projects for funding in Clallam County and the portion of Jefferson
County that is in Water Resources Inventory Area (WRlA) 20 that includes the Hoh
River Basin; and,
WHEREAS, as a government partner along with Clallam County, the Jamestown
S'Klallam Tribe, the Lower Elwha Tribe, the Makah Tribe, the Quileute Tribe, the Hoh
Tribe, the City of Sequim, and the City of Forks, Jefferson County expects to participate
in decisions related to scope of work, prioritization of recovery projects, hiring of staff,
budget, expenditure of funds, the structure ofthe lead entity group and other relevant
issues; and,
WHEREAS, Jefferson County is willing to participate with the government
partners listed above in development of a Memorandum of Understanding to formalize
the roles of various parties, the organizational structure, the decision-making process, and
other relevant issues; and,

NOW THEREFORE BE IT RESOLVED, by the Board of County
Commissioners that Jefferson County will participate as a partner in the Lead Entity
organization for WRIAs 18, 19, 20, and the Sequim Bay portion of WRIA 17 within
Clallam County to restore populations of wild salmon and bull trout species.
BE IT FURTHER RESOL VED, that the Board has appointed Harriet Beale of
the Jefferson County Long Range Planning Department to serve as the interim staff
contact for the process pending appointment of a staff contact on a pennanent basis.
