In the Matter of Establishing a
Jefferson County Employee
Memorial Rose Garden
RESOLUTION NO.52-97
Whereas, the County wishes to establish an appropriate recognition for employees
who have passed away; and,
Whereas, said memorial needs to be consistent with the long term preservation and
enhancement of the Jefferson County Courthouse and surrounding grounds; and,
Whereas, the following guidelines create a framework for the establishment,
creation, maintenance and administration of a lasting employee memorial that is consistent with
long term preservation and enhancement ofthe Jefferson County Courthouse grounds;
Now Therefore Be It Resolved, by the Board of Jefferson County Commissioners
that an Employee Memorial Rose Garden is hereby established on the grounds on the western side
of the Jefferson County Courthouse.
Be It Further Resolved, that the following procedures are intended to guide the
development, identification and maintenance of the Memorial Rose Garden, to wit:
1.
The Memorial Rose Garden is to memorialize employees who died
while actively employed by Jefferson County or who have died after
retiring from County employment with 10 years or more of active
servIce.
2.
The Memorial Rose Garden will be identified by a monument
(plaque) stating that it is a Memorial Garden in memory of former
employees. The initial garden capacity is established at thirty (30)
roses.
3.
An Employee Memorial Plaque will be permanently established and
mounted on an interior first floor wall in the Courthouse. Said
plaque will identify the past employee's names, position title, and
dates (from year to year) of employment.
4.
Family members, friends, co-workers, or anyone who so wishes,
may initiate recognition of a past employee by a memorial donation
submitted to the PERC Committee. The donation is established at
minimum of $50.00. Said donation will cover the cost of the rose

The PERC Committee will administer the Memorial Rose Garden
project, and hold all monies for it, including the money for the
initial purchase of the large plaque and the individual identification
plates.
6.
The Facilities Department will develop, prepare and maintain the
Memorial Rose Garden. Roses planted as memorials will be
purchased by the Department and billed to the PERC Committee
(types of rose plants will be standardized, but colors and brands etc.
may differ). Care will be taken to work with the former employee's
family and mends for ceremonial purposes.
In the event there is a discrepancy in the application of these guidelines, said discrepancy shall first
be reviewed by the PERC Committee and a recommendation forwarded to the Board of County
Commissioners for their decision. In all cases the Board of Commissioners shall have final
authority over the application, interpretation and/or deviation from these guidelines.
