Well, everybody, somebody who's calling they so we can we can hear you and you. 10:47:21 Great thank You I know we don't really wait that way. 10:47:36 It's great, wonderful Rick, sorry about this we were locked out of the meeting. 10:47:49 Probably a medical or not someone. All right. We are screen sharing a presentation. 10:48:21 Everyone home. The issue of running into now connect the Tvs and the people who are physically different. So it was just a moment to solve that right backward system except to have to change to some of those and you computer. 10:49:37 The 3 think that testing testing like I was still there. Yeah, give the microphone. 10:50:12 And how would we do that that wouldn't work that way knowing that here women are not talking about the okay is everybody able to see it here from the most people me whole week? 10:52:05 People revenue here. Yes, too difficult. so I work rooms for the night. 10:52:43 It's almost exactly and picture reach presentation definitely as you Hold that absolutely happy, for the I think you're looking at see that works. 10:54:02 Is, Is it better for me to remain muted? so I will going here? 10:54:27 So we are running away from camping I don't think we want to tell speakers. 10:54:29 I think what was happening. just the distribution in that sense, like what you can do with Makers Orley. 10:55:09 Can you hear us others did you hear you but there's really bad feedback through that, and a little bit of muffled noise as well. 10:55:26 Oh, there's some big feedback still here, rage down Yeah, you can use early. 10:55:37 Yes, yes, she can use and keep your loops, and that finish. 10:55:53 Read. you are a zoo. I guess as a we're really, you as our guest person can you hear me? 10:56:48 Oh, wonderful! it was about the meeting. Yes, DCD. was in the popular. 10:57:00 They get 9, 3, the factory and half a dollar editor, and since then we've got lots of luck. 10:57:20 The she came the second day of the first retreat and i'd like to start by opening. 10:57:31 Later, between liberal calls, lean or Michael is present. 10:57:44 If you can emphasize there, too. yeah I'm here. And so you know, Cynthia Cohen district one with my attention. 10:57:56 Yeah. have different. Hello! This it, too, you to like on the zoom. 10:58:07 And then you hear all these. Yeah, either place like district start. 10:58:27 We have an agenda to you're doing done and there will be student building. 10:58:40 Thank you, chair. Oh, it's great to see everyone thank you very much for inviting me today. 10:58:45 I'm excited in the state for the rest of the retreat, so i'm glad that Frank Butler is prioritized the work of the planning. 10:58:55 I think it's overdue and i'm gonna speak really briefly, I know where we're gonna love our lead start, so I won't take much time, but I want to talk a little bit about will in addition to 10:59:04 superpowers, which is something that's empty I talked to me and went to one of the housing steps meeting meetings. 10:59:11 And there is a what is a planning commission? The question that I wrestle with a lot. And when I came on the fisher 3 and a half years ago, I was a big advocate for for task orders for some of our critical area ordinance from the s and P and I 10:59:29 think great getting any some subject matter expertise in the specific regulatory reform questions. 10:59:35 But I think I was part of a marginalization of the planning conditions that happened as well. 10:59:42 And I and I got to break that. I think I want to follow the lead of our new director and really superpowers to the planning commission. 10:59:53 And Sydney had referenced the ability to add things to the docket, and I think that is a powerful plan. 11:00:00 We have a lot of capacity issue, of course. so whether those things get enacted is, you know, convent question, and I guess I have another superpower. 11:00:12 But if I take past the years that i've been working with this planning commission, the the biggest single impact that I remember is when Cynthia and Laura came finally talking about outdoor shooting ranges and you 11:00:25 know an idea, or really changing what we were doing. and I think I didn't agree with that game, and I do you live the Supreme Court here. 11:00:39 The decision to an actor that has giving that idea, and we followed it, and that was our path getting out of lawsuits and $150,000,000 in a lawsuit. an outdoor shooting or against that is incredibly 11:00:54 success. Okay, it achieved the values of the count and so that's to me a great example of playing mission work. 11:01:03 So I guess I I hope, as we move forward that that forest multiplier, the planning Commission can be for the county's efforts is to convenient. 11:01:14 I think about things like stock plan, which is something I know. 11:01:17 The housing thing talked about something you've come up in our housing meetings from the Jailv. 11:01:23 And other things, and we also have some really big work with the the upcoming naval sewer and new uga and and synthesizing zoning, consistent zoning in that area. 11:01:35 How would we make sure that the values of creating affordable housing in this new uga come to fruition, and we don't end up so far an area where we just Richard venture and we end up with you know 11:01:48 not being with courtshouse and not creating for a holiday. 11:01:50 And so I love it. when the planning commission acted the force multiplier to the efforts of the count. 11:01:58 And I think that's that's my plea to you guys. 11:02:01 I don't know exactly what the agenda is safe, but if you go into this next year, I hope that the the work and we give a lot of things that are the same between the planning fishing workplace and the and 11:02:15 the Docc and other efforts. And I hope that you guys use your resources and skills to after the fortys multiplier for GCD rather than creating additional steps to DCD: right? 11:02:29 We know how how abstract they are, and we I mean, looking at other examples of incentive zoning that we can use, and for catalog looking at stock plans coming up with ideas on how we can implement it I do 11:02:41 that with the super power that I hope for you guys and race this year. 11:02:46 I'm really happy, to be here. participate in conversation I hope i'm allowed as we go forward, and I know that we've got a late start, so i'll i'll stop there. 11:02:56 But thank you very much for having me, and thank you very much for your shame. 11:03:09 This week. Yes, we're in I mean real what is that i'm gonna be a little the library level quiet. 11:03:24 So, and benefit from this stuff, and things are just at the last year we had, and my goal is to to Well, I want really come. 11:03:51 And she still some of the accomplishments one of those options, and then it's all about. 11:04:05 Can't have discussion with you I went to also concern staff and kids and students. 11:04:13 I had actually so recognizing that, especially the recognizing land, you know. 11:04:41 So actually, we have beginning with, Then you get, and that indicates that issue of capacity. 11:04:57 And when I hear she, and how that will and earlier this year, not work so much to office in terms of permits, I really remember having to do, and there see the you've accepted zoning incentive issues text upon desires 11:06:05 and would. Well, there are examples, staff right now, having trouble you get because of our research. 11:06:21 Wanted to, including 2 very title We incentives and areas. 11:06:40 You as a commission planning for this, and I have to recognize this. 11:06:52 Oh, our role need to really tool you take. But when I say to, I had discussion, what is the chart pattern? 11:07:10 How is it, child, the processes of this board so their sides to work to work on stopping? 11:07:21 How can the charter that we use? We share the use of the child to help make your commission more effective? 11:07:37 Time come back during the and talk about terrorists and share. 11:07:47 How we use Charles practice, do act as an air, And that comes here just recognizing that starting slower today, disturb to meeting, to discuss, to chimpanzees. 11:08:16 Think that I had, to summary of our previous week treats session great here. 11:08:31 Yes, you know. First we have in this is tired incredibly. 11:08:49 Try every easy found the South when I first came here. Land trust the natural district, but usually I would, and we frankly taught. 11:09:12 I realized teaching down here 7 8 of this and wondering, I know, hiring Jeff Wise. 11:09:33 The guys certainly using child school the next one business 250 sandwich, and make sure that those are wanted to hear us. 11:10:02 Ali you're probably coming in with we can't hear you go so I can hear you. 11:10:11 But there's just so much muffling that i'm losing a lot. 11:10:15 So i'm very regretful that the microphone help the microphone does help. 11:10:21 Choose the microphone microfly, and that much closer. 11:10:31 Does this help You hear me better now? We can thank you. 11:10:36 Pickup is up there that directed by help, too, for sure. 11:10:40 Yeah, you could also also have that you walk. keep embrace laws. I mean there's a good are, or for me to use a microphone. 11:10:52 I can hear you quite clearly I don't know about Kevin. 11:10:56 It's just that there is such a lot of background noise and echo that sometimes things come in and out. And that's just I think what we're going to have little more electronic problems. 11:11:07 Thanks, Arlene does I lay you here i'm wondering if turning off that microphone at just using the even though it's the pain to have to hand the microphone around. I Wonder if it would be better to not have 2 microphones in the 11:11:19 room. Sure, I think they would feel yes, cannot hear it. Is that correct? 11:12:29 I can hear you. Okay. So the microphone in parking. 11:12:34 Yes, is this better? Yes, so far it is. Yes, Okay, We just wanted to make sure . 11:12:42 , The microphones were a way to help older adults, especially those that have difficulties . 11:12:49 And that was insulting. Oh, scattered but we didn't want a person to have to say what it was doing right, so we would always use the microphone as the default, so that no one would have to say please I 11:13:11 can't hear it. So if we maybe try that just today I would make me joke right. 11:13:24 I think we've got to square 3 again. square root 3 is a summary of the previous retreat section session. 11:13:34 Should we pass on that today, or or make a brief summary, and the call of whether we should pass or limit? 11:13:47 Call. You can make the call when we passed, or a minute discussion. 11:13:49 We can go through that quickly. We have a structure let's go ahead and do it. 11:13:53 Okay, and Helen, it's going to kind of invent the slides for me. 11:13:56 That's fine. Okay, it's under any of the Wednesdays workshop best practices. 11:14:06 We talked about a number of of issues and problems and solutions, about how to make the Planning Commission and DCD. 11:14:14 Staff functions more operational. and We can just quickly run down through this list to see if you have some solution based ideas, thoughts that we can follow up with with the feedback that we got on Wednesday. 11:14:31 So the first item is attendance. Are there any items of discussion without finding commission meeting at 10 min? 11:14:41 Is it easy? Is it hard marking you here or you're not? 11:14:45 Do we miss a forum? there's nothing more then creates icy blood in our veins, as a planner? 11:14:55 When the chair says, Do we have an or prepared I square a meeting so, and just let you know that kind of sends a shock through our system when we're not sure everyone's gonna be there. 11:15:06 So any discussion about attendance more your present going to say I don't think that's didn't have a teacher problem for us. 11:15:18 This it's getting you know we don't always have perfect attendance that's for sure. 11:15:24 But I really member maybe very few panelists on, said all my 10 here. 11:15:31 What do we do actually have a forum present. and you go knows they're not using them on her bird. 11:15:38 How do you try to clamp down on it? How are you trying to set wasn't that really point out for expectations? 11:15:55 With simply passed half people in the line Just gave everybody a second thought about Joey comments. 11:16:08 I remember when I made a big deal about the first meeting I missed. 11:16:12 But I was reading questions, or the main point, I think, is, even though I love zoom meetings Personally, it makes it a lot easier. 11:16:21 I can't say really for the public process you wouldn't think so. 11:16:25 You think there's a phone call that they get to show up and turn off their Emma and listen. 11:16:31 But I Haven't experienced that Teacher so I I look forward to a like a good person. 11:16:35 Telephones. Yeah, they are easier to go. History Comment: here, Kevin. 11:16:43 You are visible on my zoom fee So if you have a comment. You need to make yourself visible, so you can see you raise your hand. 11:16:51 Yeah, that's kind of what I was doing Okay, let's move on to the next topic here. 11:16:57 Last year we're not challenging our foreign to offering. 11:17:04 The next item is complete background work, and this comes from typically from staff Expectation is that I have read the handout material and have gone through and formulated some of your own thoughts about that before. 11:17:16 The, and sometimes it feels from R into the camera if you haven't read the material yet, and so I want to hand this out to you as a best practice. 11:17:30 Further. ask that if you have questions about the material ask us during before the meeting. 11:17:38 If you think the day of the meeting that's a little frantic and it's a little too big. 11:17:43 But you have any questions about the material. Yes, you want to know what what is holding you up, or questions that you have. 11:17:52 So I want to throw that out to. you we've got a number of hands here, and say as a reset. have a very good the time in information to us really But I have I will tell you the house one of my most difficult 11:18:22 things was getting information that a the fact that there's 23 really thank you. 11:18:32 Now for getting it to us at a time and fashion. 11:18:37 Sooner we get where we get into it and come up with a perspective that you're looking for. 11:18:42 So it's critical the the heart inside to make sure we did it 24 h, 8 h, especially the large packets. 11:18:52 It's not enough time. Well, there I know it was my second, and just supposed to say Thank you for research. 11:19:04 I think a Friday packet gives us a weekend. 11:19:06 I have a job. Many of us do so when I don't know when the packet's gonna get there because it gets there 20 words before I mean i'll know that it's and it's gonna come 24 h of course right here to set 11:19:20 aside talk to read when I don't know when it's time. 11:19:22 So, you guys, have been much harder about that it's been harder for us in the past to see the frustration on staff faces when it's like I got this at 3 P M. 11:19:33 But I had to be here at first. Yeah, and as a matter of fridge dark pages, I know who jiggle. 11:19:45 Another thing which has been super helpful is the percentage. Yeah. 11:19:52 Can send a parent, you know, getting after some of the tempest. 11:19:54 Heaven. Afterwards we get something who we go there's already some fact that maybe it's already that a whole bunch. 11:20:09 However, I just wanted to have that another piece of that is a couple of replaced outward space community-friendly, you know, website present for the planet, and I don't really you know we out that right? 11:20:24 It's hard to find materials they've got the finals have 2 strange names, and you know they're they're just by dates out. if we want to encourage the public to participate in the planning edition process 11:20:39 we really need to have a way better outreach through the county and science. 11:49:20 So people at home can can 15 min. I think so. So will reconvene at 1145. 11:49:20 That process that we all participate in everybody in your life, said Opinion. 11:49:25 Here scanned if we don't like doing these things you didn't know about a group point that the first is. 11:49:32 Now you wouldn't notice people need to know what we're doing, and we have certain regulations by state law that we Covid, you're just dedicated writing out. 11:49:42 But notice, you know the people on our website on the little Boy in the Lord House. 11:49:51 There are a number of places that we lose and projects. and then, of course, and when you've done, hearings you may not just saying that we reached the board here, it is that this is a this is a serious event. 11:50:11 What instructions. Be sure that everyone is there. everyone do some of the. 11:50:18 And we set that moved and told in our in our theories. 11:50:21 So everyone an opportunity. To be sure, even the least places. Also, due process involves the opportunity to question decisions and editors just like they are legal. 11:50:38 In the course agenda. We want to be able to ask each other these questions and look at the and be sure that our decision is every major supported by us. 11:50:50 And so as a best practice for us when the planning commission I encourage you to keep good and right you're making a decision. 11:51:04 Am. I ran with her to my community. That makes me want to make this decision. 11:51:10 And next really need to have when the building, planning conditions that ask each commission before they know what is your book, and into the record that each of the things we have, we have our find things Gna: myings and then things like that that allow us to 11:51:39 do and get the planning issues, recognition legs. These are the things that we have. be true. 11:51:46 With the evidence that we deserve so it's important to keep track of that. 11:51:52 And so in shaving more agents and decisions. But what I experienced was like experience it. 11:52:03 And how does that change my decision? and think you're both as an important thing? 11:52:11 Give him finding the fact that you have decisions so that's the same thing now the next one all explosion. 12:01:13 This is a fact that around with the turretations of the planning Commission 5. Whether there's any need of this flow we have a shrink schedule with the projects over, we can songs. 12:01:21 We get let go. You know the sound problem we check to see that's been fixed. 12:01:31 I just unmute this again. Oh, i'll leave says you couldn't hear, Kelly can you hear? 12:01:39 I can hear. Now, you're breaking in and out you know there'll be a three-minute blackout where our lean and I aren't getting anything and then it pops back that's the only thing but 12:01:48 We're okay now, and they make a suggestion if you did. 12:01:56 If we needed my computer, and we thought she was unmuted. 12:01:58 It might be scary all right we'll i'll do that i'll have it fine started to read up, and he know of a nose. 12:02:23 The Thank you really like it. when we're taking a peanut the next assume Student: Yeah, you're You're here. 12:02:48 We have properly coming out. Our next question is, we could work on this to my question. 12:03:20 No, but ahead of the eruption i'm gonna try to check see? 12:07:11 I get an echo you're gonna have to mute your steepers. 12:07:17 Okay, even in some different direction. We need audio vigil in a box. 12:07:28 You know this is something the county is working on because we recognize that we're going to go to Hydrogen. 12:07:34 It is an investment as well as hybrid. 12:07:38 So they had an engineer at, are we? Yeah. 12:07:47 So , Maybe We'll have a couple of meetings instead of that in the U center, or something there was good to speak in and see. 12:08:13 Did that do it? No, it didn't stand over time we'll be right back, you know. 12:08:19 9 times. you listens to a very is that it's perhaps that laptop has us need to sound turned off. 12:08:27 You think that exactly right. All of our devices are turned off. 12:08:52 I can still hear an echo Yes, i'm muted, and you're muted that's right so it's not says, and all of us are moving on the screen. 12:09:15 Okay, everybody, it is. everyone muted with their is everybody's computer here, muted, accepted officials. 12:09:31 You mean you're not on Okay, Yes, 2 different brands and what's the good thing brought a break? 12:09:51 Yeah, is there? Yeah, is that you don't need enough are We okay to break.
