SUMMARY
Performs semiskilled engineering and technical work engineering including but not limited to right of
way tasks of routine nature and research, analysis and compilation of historical and/or technical
information for use in response to action requests and various reports, by performing the following
duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
. Assists the Right of Way Agent in the administration of road vacation procedure; which may include
pre-application consultation, petition preparation, contract with agencies, departments, and individuals
for comments on petition, report writing, and presentation of reports and recommendations in public
hearings. Prepares final statement of cost for payment by applicant; follows through with scheduling
final resolution with Board of Commissioners and recording same.
Assists with public counter and telephone inquiries to explain standard procedures, plats and survey
information, and applications to use right of way.
Researches and analyzes records, compiles information, and completes reports to respond in writing and
orally to Action Requests from the public or from other County staff/Departments.
Researches records for information on history and establishment of right of way for County roads.
Prepares petitions, notices, reports and resolution. Writes simple legal descriptions.
With assistance assembles, drafts and edits contracts and specifications, licenses, permits, franchises,
and various technical reports.
Performs office tasks including drafting; computation of grades, coordinates, curves and materials
quantities; computer data input; and compilation of infrastructure inventories.
. As a survey crew member operates survey equipment and performs semi skilled survey tasks. May

Performs routine engineering tasks. Inspects site for clearing, excavating, fencing, guardrails, surface
drainage, and other simple construction items. Assists with inspection of more complex installations or
construction features.
Assists in the preparation of estimates and performs research for information on assigned projects.
Performs routine traffic and inventory information gathering.
Accountable for specific project steps, work in a team based environment and participate in the annual
training program and annual performance evaluation process.
Interact in a professional manner with Department Heads and other officials, County employees,
business people and the general public.
Ability to contact the public and business persons to obtain permits, addresses, referrals and general
information.
Participates in team processes to assist in developing the division budget for the department.
Participates in self directed team process to set work level expectations, goals, and objectives.
SUPERVISORY RESPONSIBILITIES
. This job has no supervisory responsibilities.
The position may train Engineering Tech 1 in various duties. May provide input on hiring decisions.
QUALIFICATIONS To perform this job successfully, an individual must be able to perform each

EDUCATION and/or EXPERIENCE
High school diploma or general education degree (GED); and two (2) years experience as an
Engineering Technician I; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals,
technical procedures, or governmental regulations. Ability to write reports, business
correspondence, and procedure manuals. Ability to effectively present information and
respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions,
proportions, percentages, area, circumference, and volume. Ability to apply concepts of

basic algebra and geometry. Ability to use mathematics as it applies to engineering
functions, and material sampling and testing.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in
written, oral, or diagram form. Ability to define problems, collect data, and deal with
problems involving several concrete variables in standardized situations.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Washington State Driver's License
Ability to successfully complete various required training classes and obtain certificates necessary for
functional skills performance, maintenance and improvement.
OTHER SKILLS AND ABILITIES
Knowledge of County and Department policies, procedures, standards, and forms. Knowledge of plats,
surveys and legal descriptions. Experienced in all general office administration processes.
Skilled in the use of personal computer and associated programs including word processing and
spreadsheet programs, preferably MSWord for Windows and EXCEL.
Ability to research several sources for deeds, road establishments, history and right of way information
as correct and complete as possible. Capable of using road plans to trace right of way. Ability to read
. and understand legal descriptions.
A general knowledge of drafting, survey procedures and equipment, the use of computers, and the
WSDOT/APWA Standard Specifications for Roads, Bridges, and Municipal Construction.
Ability to operate various survey equipment, simple drafting instruments, sampling and testing
equipment, and motor vehicles.
Ability to use accuracy and good judgment when performing engineering and/or technical activities.
Ability to follow through and learn the methods of Engineering.
Ability to work effectively under general supervision with some independence.
Ability to perform outdoor work in a potentially dangerous environment, i.e. traffic, heavy equipment,
quarry and pit sites, crushing, asphalt and concrete plants, forestry industry, etc.

Ability to stand for long periods of time during inspection of construction activities, while surveying,
staking or completing mapping tasks.
Ability to walk stairs, climb banks, ditches, steep slopes, walk on uneven ground at times during
construction activities, or while surveying, staking or completing mapping tasks.
Ability to frequently lift and/or move surveying equipment, theodolite, Total Station, staking
paraphernalia, asphalt samples, soil samples, and various other equipment. May also require the ability
to lift or force/move survey monuments, concrete sacks, or soil samples for a short duration.
Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral
vision, depth perception, and the ability to adjust focus.

. While performing the duties of this job, the employee is frequently exposed to moving mechanical parts
and outside weather conditions. The employee is occasionally exposed to fumes or airborne particles,
toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is
usually loud while working on construction sites near heavy equipment and on roadway where traffic is
present and moderate in the office environment.
