1.0 MAIOR FUNCTION AND PURPOSE
1.1 Persons in this position are responsible for directing and coordinating the transportation
planning, traffic engineering, and development review relating to transportation, storm
water management, maintenance bridge inspections.
2.0 SUPERVISION RECEIVED
2.1 Persons in this position are given significant discretion, within the scope of policy and
regulations, in the routine performance of their duties; supervision and guidance are
received from the Engineering Services Manager.
3.0 SUPERVISION EXERCISED
3.1
Persons in this position supervises subordinates in the following functional areas:
Transportation, Engineering and Development Review. Carries out supervisory
responsibilities in accordance with the organization's policies and applicable laws.
Responsibilities include interviewing, and making recommendations for hiring,
training employees; planning, assigning, and directing work; appraising performance;
rewarding and disciplining employees; addressing complaints and resolving problems

SPECIFIC DUTIES AND R~PONSmILITI~
4.1
Coordination of the Transportation Element of the County's twenty year
Comprehensive Land Use Plan.
4.2
Maintains liaison with various groups and consultants in order to provide collaborative
effort with community, State and federal agencies, regional planning organizations
and other municipal jurisdictions regarding transportation planning and transportation
facilities.
4.3
Provide support to staff involved with transportation planning, traffic engineering, and
development review through self directed work teams for problem solving and process
improvements.

4.4 Traffic Engineering: Provide technical and management support in applying traffic
engineering principles and standards; developing and maintaining traffic engineering
inventories and data bases; producing traffic engineering studies and reports that are
utilized to design transportation improvements. Prepare recommendations for
management evaluation.
4.5 Provide technical and management support in developing and applying transportation
engineering, surveying, and related technical fields, standards and principles, by
reviewing land development applications, plats, plans and reports for compliance with
local and State standards.
4.6 Maintenance Bridge Inspection: Performs bridge inspections in field for condition,
structural integrity and functional conditions, maintaining inspection and inventory
data in federally mandated formats.
4.7 Confers and cooperates with other management personnel in formulating
administrative and operational policies and procedures.
4.8 Enforces compliance with administrative policies, procedures and safety rules, and
government regulations.

REOUlRED KNOWLEDGE AND ABILITIES
Ability to read, analyze, and interpret common scientific and technical journals,
policy and regulations, and legal documents. Ability to respond to common inquiries
or complaints from customers, regulatory agencies, or members of the business
community. Ability to write reports for publication that conform to prescribed style
and format. Ability to effectively present information to top management, public
groups, and/or boards of directors
Ability to work with mathematical concepts such as probability and statistical
inference, plane and solid geometry and trigonometry. Ability to apply concepts such
as fractions, percentages, ratios, and proportions to practical situations.
Ability to perform complex project management.
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to interpret an extensive variety of technical instructions in mathematical or
diagram form and deal with several abstract and concrete variables.

5.5 Ability to use a personal computer and software, computer terminal, calculator, and
other office equipment standard to areas of assignment and to adapt to new and/or
modified equipment which may be acquired.
5.6 Demonstrated successful supervisory and managerial experience is preferred.
Implement and maintain sound organizational practices.
5.7 Maintain a high standard for accuracy, completeness, and efficiency in the preparation
of reports and budgets. Independent and self motivated to complete required
deadlines while simultaneously completing other tasks.
5.8 While preforming the duties of this job, the employee is regularly required to sit; talk
or hear. The employee is occasionally required to stand; walk; use hands to finger,
handle, or feel objects, tools, or controls; reach with hands and arms; climb or
balance; and stoop, kneel, crouch, or crawl.
5.9 Good health, and good physical condition, appropriate to the position. The employee
must regularly lift and/or move up to 25 pounds. Specific vision requirements
include: close vision, distance vision, color vision, peripheral vision; depth
perception, and the ability to adjust focus.

Undergraduate degree in civil engineering, or a closely related field from four-year
college or university. Five (5) years of progressively responsible experience in
engineering with at least one (1) year as manager of discrete work unit including
direct responsibility for performance of a team and/or individual subordinates.
Ability to successfully complete various required training classes and obtain
certificates necessary for functional skills performance, maintenance and
improvement.
Valid Washington State Driver's License.
D~IRABLE OUALIFICATIONS AND ABILITIES
Familiarity with tools, instruments, equipment and techniques commonly used in the
performance of related tasks. Ability to use computer assisted engineering and design
software and equipment to prepare engineering and design documents.

7.2 Ability to quickly grasp new techniques, deal with rapid changes in events, remain

manner.

7.4 Assure efficient and effective utilization of volunteers and department personnel,
funds, materials, facilities, and time.
8.0 WORK ENVIRONMENT
8.1 . While performing the duties of this job, the employee occasionally works in outside
weather conditions; works near moving mechanical parts and in high, precarious
places.
8.2 Work is normally performed indoors, in an environment with moderate noise.
