HOUSING FUND BOARD
Regular Meeting — April 27, 2022 at 2:30 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368 (Virtual)
CALL TO ORDER: Chair/Jefferson County Commissioner Greg Brotherton called the
meeting of the Joint Jefferson County/City of Port Townsend Housing Fund Board (HFB)to order.
Members participated in the meeting remotely. The following HFB members were present: Vice
Chair/City of Port Townsend Deputy Mayor Amy Howard, Jefferson County Commissioner Kate Dean,
City of Port Townsend Councilmember Aislinn Diamanti, Member Anya Callahan, Member Peggy
Webster and Member Peter Bonyun. Also present was City of Port Townsend Manager John Mauro and
County Administrator Mark McCauley.
PUBLIC COMMENT PERIOD: No written or verbal comments received.
INTRODUCTION of NEW HOUSING FUND BOARD MEMBERS: Each Housing
Fund Board member introduced themselves.
APPROVAL OF MINUTES: Member Dean moved to approve the Regular Meeting
Minutes of March 23, 2022 as presented. Vice Chair Howard seconded the motion which carried by a
unanimous vote.
DISCUSSION re: COMMITTEES and TASK FORCES: The Housing Fund Board
members discussed the creation of committees. The group decided on the following:
• Request for Proposals (RFP) Committee—To refine the RFP, review applications and make
recommendations to the HFB
o Membership: Peggy Webster(lead), Peter Bonyun, Kate Dean and two members of the public
• Funding Opportunities Committee
o Membership: Greg Brotherton (lead), Peggy Webster, Peter Bonyun and two members of the
public
• 5-Year Plan Committee—To review status and what has been completed, and what has not been
completed
o Membership: Aislinn Diamanti (lead), Amy Howard, Anya Callahan, and two members of the
public
• Community Conversation Committee—To set quarterly (or less) meetings which may include
updates from RFP awardees or other local/municipal agencies that are interested in presenting
o Membership: Greg Brotherton(lead), Aislinn Diamanti, Peter Bonyun and two members of
the public

• 1590 Task Force—No action to create a Task Force at this time
HFB members will encourage the City of Port Townsend and Jefferson County to post the open
committee positions to their respective websites and social media pages. Chair Brotherton stated that he
will send out emails to applicants who expressed interest in serving on the HFB.
UPDATE re: Housing Projects: Caswell-Brown Village: Olympic Community Action
Program (OlyCAP) Executive Director Cherish Cronmiller and OlyCAP Director of Housing Kathy
Morgan were present to discuss OlyCAP's request for funding of the Caswell-Brown Village. Director
Cronmiller stated that their total request for the current phase of the project, less $500,000 from
Jefferson County, is $514,279. After discussion, the HFB members agreed to hold a Special Meeting on
May 6, 2022 at 2:30 p.m. to discuss this request and use of 1590 funds.
Vice Chair Howard and Member Bonyun left the meeting at 4:32 p.m.
DISCUSSION re: House America: Chair Brotherton stated that he will meet with
Members Diamanti and Webster to review a Housing and Urban Development (HUD) spreadsheet and
work on a resolution to share with the City of Port Townsend and Jefferson County.
DISCUSSION re: Request for Proposals (RFP) Timeline: Not discussed.
FUTURE AGENDA ITEMS: Items not discussed at today's meeting will be added to
future agendas and may include:
• Caswell-Brown Village funding request
• Housing Provider's Role
• Update re: House America
• Discussion re: Request for Proposals (RFP) Timeline
PUBLIC COMMENT PERIOD: The Housing Fund Board members heard from two
members of the public.
NOTICE OF ADJOURNMENT: Chair Brotherton adjourned the meeting at 4:40 p.m.
until the next regular meeting or special meeting as properly noticed.
