STATEMENT OF ISSUE:
Jefferson County Public Health requests approval of Amendment #1 to the Interagency Agreement with WA
Dept. of Fish and Wildlife (WDFW) to support the North Pacific Coast Marine Resources Committee (NPC MRC)
and its projects; July 1, 2021 —June 30, 2023; additional $114,000
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
This Amendment provides an additional $114,000 to fund the administrative capacity of the North Pacific
Marine Resources Committee as well as its scientific, educational and outreach activities and projects. The goal
of the Coastal MRC program is to understand, steward, and restore the marine and estuarine ecological
processes of the Washington Coast in support of ecosystem health, sustainable marine resource-based
livelihoods, cultural integrity, and coastal communities. This following project applications were submitted to
the NPC MRC in response to a Request for Proposals in late 2021 and recommended for funding at its regular
meeting last December. Separate agreements with each of the project sponsors will follow in coming weeks.

FISCAL IMPACT/COST BENEFIT ANALYSIS:
Funding for this amendment is provided by the State General Fund and administered through the WDFW
Coastal MRC Program. There is no impact to the Jefferson County General Fund for this agreement and there
are no match requirements.

2021-2023 COASTAL MRC- North Pacific Coast MRC

SUMMARY PROJECT DESCRIPTION
The purpose of this contract is to support the administrative capacity for the North Pacific
County Marine Resources Committee (MRC) and provide funds for the MRC to participate in
meetings of the Washington Coastal Marine Advisory Council (WCMAC) and projects. The goal
of the Coastal MRC Program is to understand, steward, and restore the marine and estuarine
ecological processes of the Washington coast in support of ecosystem health, sustainable
marine resource-based livelihoods, cultural integrity, and coastal communities. This contract
addresses the following program benchmarks: Education and Outreach, Coastal Communities,
Marine Habitats, Marine Life, Marine and Freshwater Quality, and Sound Science.
Amendment#1: Under this amendment, the total award will increase by$114,000 for a new
total award of$154,000. The cost for Task#1 is increased by$35,331 and new tasks
numbered two through eight are added.
Contract Award for FY2021 and FY2023: $154,000
The following tasks are required for the completion of this contract:
Operations-Task 1: MRC Coordination
Jefferson County will provide MRC coordinator support for the MRC. This includes planning,
organizing, and facilitating meetings, recording, and distributing meeting and activity
summaries to those interested in the MRC activities. The MRC coordinator will manage tasks of
the MRC, assign work to volunteers, and assure timely completion of work and final reports.
The MRC coordinator is also responsible for coordinating with WDFW and completing contract
deliverables. Additionally, the MRC coordinator will maintain and develop outreach tools to
communicate with the MRC and the public regarding activities and accomplishments.
Cost: $75,331
Deliverable la: If changed, name and contact information for the MRC Coordinator and
County contacts. (Due November 15, 2021, and October 15, 2022)
Deliverable 1b: FY2021 and FY2023 project budget and work plan. (Due December 15,
2021, and June 15, 2022, respectively)
Deliverable 1c: Annual Report that includes summary of actions/projects completed in
each calendar year with a list of project partners, a program/project highlight and
priority actions for the next year. This information will be included in the annual report
to the Legislature. (Due October 31, 2021, and October 31, 2022, for each Calendar
Year)

Task 2: Washington CoastSavers— Rebuilding of Online Volunteer Registration System and
Expanding Outreach
Funding from the NPC MRC will be used to support the costs of rebuilding the CoastSavers
online registration system and expanding our outreach materials. The updated registration
system will help to streamline communication between CoastSavers and volunteers, resulting in
a more user-friendly volunteer experience and enhanced recruitment for our multiple coast-
wide cleanups. The expanded outreach materials, including a StoryMap, will engage the public
on the issue of marine debris and the CoastSavers mission of keeping Washington's beaches
clean. This task addresses all six of the program's benchmarks. Cost: $5,390
Deliverable 3a: Updated Washington CoastSavers website (www.coastsavers.org). (Due
June 30, 2022)

Task 3: Seattle Aquarium—Remotely Operated Vehicle (ROV)Testing and Artificial
Intelligence (Al)Analyses
In conjunction with Tribal, state, federal, and non-profit partners, the project will bring the next
generation of subtidal monitoring technology and analytical techniques—ROVs and Artificial
Intelligence (AI)—into kelp forests and communities along the Outer Coast. Seattle Aquarium
will iteratively test and modify standardized ROV survey protocols to obtain high-resolution
video of the benthos in relatively shallow waters (5-40m) characterized by urchin barrens,
understory algae, and canopy-forming beds of Bull
(Nerocystis Iuetkeana) and Giant (Macrocystis pyrifera) kelp. As it would be labor intensive to
have a human review all the ROV imagery, existing Al algorithms will be trained to classify
percent-coverage from photo stills (CoralNet [1]) and identify and track individuals from video
(VIAME [2]). The project is envisioned as a first step towards a long-term subtidal monitoring
program in partnership with communities. It will host a Schools Without Walls event in Neah

Bay focused around ROV survey methods and will engage Neah Bay High School and the
Quileute Tribal School to develop kelp-forest lecture content and ROV-based field trips so that
students can experience the seafloor right outside of their classrooms. This task addresses the
program benchmark: Marine Habitats. Cost: $24,800
Deliverable 4a: Final project report from the Seattle Aquarium to NPC MRC (Due June
15, 2023)
Deliverable 4b: Submit a final DFW report form. (Due June 30, 2023)
Task 4: University of Washington—Geologic Hazards and Rapid Terrace Erosion at Rialto
Beach, Olympic National Park, WA
The beach and adjacent low-elevation marine terrace and upland at Rialto Beach are providing
critical data regarding earthquakes in the Cascadia Subduction Zone, landslides, vegetation
changes, and rapid erosion. Work to date supports a hypothesis that the 1700 Cascadia
Earthquake not only caused coastal subsidence to the south, but also caused uplift on the North
Coast. This project will collect data to determine the timing of two landslides and monitor the
rate of erosion and beach/terrace change. It will build a data repository to catalog the critical
information being gathered and develop graphics that could be used in an interpretive
brochure about geologic significance of the beach and terrace at Rialto Beach. This task
addresses the program benchmarks: Marine Habitats, Sound Science, Education and Outreach,
and Costal Communities. Cost: $28,884

Task 5: University of Washington—Dead Bird Citizen Science for Youth Community Members:
a Pilot Internship Program with COASST
This project is a pilot program to connect youth who reside along the outer coast of
Washington in Jefferson and Clallam counties with the opportunity to gain experience
conducting environmental research as part of COASST's beached bird survey program. A team
of two, senior-level high school students/recent high school graduates will adopt a local beach
and survey monthly, aided by their local mentor (a COASST participant). They will receive
training at the beginning of the year by COASST staff, check in remotely with their COASST
mentor each month post-survey, tour COASST/the University of Washington's College of the
Environment mid-year, and present the results of their surveys at the end of their internship at
a training event hosted by COASST staff in their community. Long-term sustainability of the
COASST dataset on the outer Washington coast depends on strong connections to community.
Intern participation in the program will provide: 1) a concrete opportunity for local youth to
explore a STEM career path; 2) revitalized COASST connections with local teachers and
community members; and 3) a continuation of the COASST beached bird dataset, which
continues to be the metric by which local and global environmental changes (including the
impacts of changing sea surface temperature, oil spills, or harmful algal blooms) may be

measured. This task addresses the program benchmarks: Sound Science and Education and
Outreach. Cost: $11,951

Task 6:Twin Harbors Waterkeeper- Remote Cleanups on Olympic National Park Beaches
This project will provide supplies, tipping fees and travel support for volunteers recruited by
Twin Harbors Waterkeeper to collect plastic and other debris from two remote cleanups of
wilderness beaches between Scotts Bluff and Cape Alava, with a goal of removing a total of
3,000 pounds of debris. This project is consistent with the benchmarks Marine Habitats and
Education and Outreach. Cost: $2,657

Task 7:Twin Harbors Waterkeeper—Micro-plastic Education and Outreach for Youth on the
North Pacific Coast
The purpose of this project is to educate youth to take action to reduce their use of single use
plastic. This project will conduct two virtual teacher training workshops and up four classroom
trainings at North Coast schools to inform students and community members about the "close
the loop" concept. The workshops will train teachers to use lab equipment to separate and
isolate microplastic fibers from samples collected on nearby beaches and educate youth on the
difference between primary and secondary microplastic. In the classroom, youth will learn how
and why micro-plastic is a health hazard to aquatic life, and to humans. The project addresses
the benchmarks Marine Life, Sound Science and Coastal Communities. Cost: $3,687

Task 8: National Marine Sanctuary Foundation—MATE Olympic Coast Remotely Operated
Vehicle (ROV) Competition:Taking Blue Tech to New Depths
This project will support the next in-person MATE Olympic Coast ROV Competition in Forks WA.
The MATE Olympic Coast ROV Competition uses underwater robots, also known as Remotely
Operated Vehicles or ROVs to engage students in science, technology, engineering and math
(STEM) and prepare students for technical careers. The competition provides students
opportunities for hands-on experience in STEM while student teams develop and apply
technical, teamwork and problem-solving skills as they tackle missions modeled after real-world
scenarios from the ocean workplace. The MATE Olympic Coast ROV Competition meets the
MRC benchmark of Education and Outreach. Cost: $1,300

A. PARTIES TO THIS CONTRACT
This Contract is entered into between the Washington State Department of Fish and Wildlife (WDFW), 600
Capitol Way North, Olympia, WA 98501-1091; and Jefferson County (Contractor), PO Box 1220, Port Townsend,
WA 98368; and shall be binding upon the agents and all persons acting by or through the parties.
B. PURPOSE OF CONTRACT
This contract sets out the terms and conditions by which the Contractor shall provide goods and/or services to
WDFW.
C. DESCRIPTION OF PROJECT
The Contractor shall perform the project as described in Attachments, which are incorporated herein by this
reference:

D. PERIOD OF PERFORMANCE
The performance period under this Contract shall commence on 07/01/2021 and terminate on 06/30/2023. No
expenditures made before or after this period are eligible for reimbursement unless incorporated by written
amendment into this Contract. The Contract may be terminated, or the performance period extended pursuant to
terms set forth in Attachment"A."
E. COMPENSATION/PAYMENT
The total dollars provided by WDFW for this project shall not exceed $40,000.00. The Contractor shall be
responsible for all project costs exceeding this amount. Only eligible reimbursement activities that are in direct
support of the project deliverables identified in this Contract will be reimbursed. Any additional services provided
by the Contractor must have prior written approval of WDFW.
Compensation for services rendered shall be payable upon receipt of properly completed invoices, which shall be
submitted to the Project Manager by the Contractor not more often than monthly. The invoices shall describe and
document to WDFW's satisfaction a description of work performed, activities accomplished, or the progress of the
project. The rates shall be in accordance with those herein agreed to.
Payment shall be considered timely if made by WDFW within 30 days after receipt of properly completed invoices.
Payment shall be sent to the address designated by the Contractor. WDFW may, in its sole discretion, terminate
the contract or withhold payments claimed by the Contractor for the services rendered if the Contractor fails to
satisfactorily comply with any term or conditions of this contract.
F. RIGHTS AND OBLIGATIONS
All rights and obligations of the parties of this Contract are subject to this Contract, including the Attachments,
which are incorporated herein by this reference. By signing this Contract, the Contractor acknowledges that they
have read, fully understand, and agree to be bound by all terms and conditions set forth in this Contract.
G. COMPLIANCE WITH APPLICABLE STATUTES, RULES, AND WDFW POLICIES
The Contractor shall comply with, all applicable state, federal, and local laws, and regulations, including published
WDFW policies, while performing under this Contract

H. ORDER OF PRECEDENCE
In the event of an inconsistency in this contract, unless otherwise provided herein, the inconsistency shall be
resolved by giving precedence in the following order:
Applicable Federal and State of Washington statutes and regulations.
Special Terms and Conditions as contained in this basic contract instrument.
Attachment A- General Terms and Conditions.
Any other provision, term or material incorporated herein by reference or otherwise incorporated.

This Contract, along with all attachments and exhibits, constitutes the entire agreement of the parties. No other
understandings, verbal or otherwise, regarding this Contract shall exist or bind any of the parties.
K. APPROVAL
This contract shall be subject to the written approval of WDFW'S authorized representative and shall not be
binding until so approved. This Contract may be altered, amended, or waived only by a written amendment
executed by both parties.

SUMMARY PROJECT DESCRIPTION
The purpose of this contract is to support the administrative capacity for the North Pacific County

The following tasks are required for the completion of this contract:
Operations-Task 1: MRC Coordination
Jefferson County will provide MRC coordinator support for the MRC. This includes planning, organizing,
and facilitating meetings, recording and distributing meeting and activity summaries to those interested
in the MRC activities. The MRC coordinator will manage tasks of the MRC, assign work to volunteers,
and assure timely completion of work and final reports. The MRC coordinator is also responsible for
coordinating with WDFW and completing contract deliverables. Additionally,the MRC coordinator will
maintain and develop outreach tools to communicate with the MRC and the public regarding activities
and accomplishments. Cost:$40,000
