Public Comment None Agenda adopted Moved by Marianne, seconded by Vern, and carried all in favor: to adopt the agenda with the corrected date of minutes to approve (from Dec 1, 2021 to Feb 16, 2022). Minutes approved Moved by Marianne, seconded by Vern, and carried all in favor: to accept meeting minutes from February 16, 2022. OPEN FORUM FOR BOARD MEMBERS Getting to know each other a little better time, tell us about yourself: a. Taylor not present at the time. b. Malloree introduced herself. Board members shared their recent experiences at Jefferson County Parks with much enjoyment. NEW BUSINESS Guest Speaker Linda Herzog: Proposal for Quilcene History and Cultural Trail Linda presented a Power Point presentation (included with the meeting documents) about the trail and the AARP grant application. The board was generally supportive of the project. Discussion occurred. Board members offered ideas for the project including potential grants and fundraising ideas. It was pointed out that at this time it’s more of a route than a trail as the proposal doesn’t include trail building yet. The route is already on hard surfaces and requires no construction. Matt Tyler will include this project on the Parks & Rec comprehensive plan that is being updated right now. OLD BUSINESS Capital improvement ranked list review (40) a. Presentation of CIP summary report and discussion Discussion included the CIP development process that occurred over the past year. Projects can be added to the CIP anytime and is encouraged because projects not on the list are less likely to be successful in potential future grant applications. Commissioner Greg Brotherton said “Great work!” in regards to the parks projects. b. Discussion and possible action to adopt and recommend the ranked list to the BoCC, Staff, and including in the PROS Plan Update. Moved by Vern, seconded by Marianne, and carried all in favor: to recommend and adopt the CIP as presented for inclusion in the PROS plan and as a tool to guide staff decision making. Chimacum Park Discussion (10) a. Shelter a. With the shelter in disrepair an analysis was done by Public Works staff and outside experts who were retained by volunteers. It was decided it is not economically feasible to repair. The shelter will be demolished within the next couple of weeks. There is interest and local support to replace it. b. Vern commended the Parks staff on the rock barriers added to the traffic circle. b. Chimacum Park Footprint expansion a. Discussion was had on the future of the Chimacum Park and surrounding land. A map identifying surrounding County-owned parcels with numbers depicting the acres in each parcel was presented during the discussion and included in the meeting documents. b. Commissioner Greg Brotherton provided insight on potential use of the property by the County. c. Steps were reviewed on how the board could eventually realize their end goal of re- building a campground at Chimacum Park and in the surrounding County Property. i. Recommend land for park use and ask the county to hold it as passive open space while further work is completed. ii. Complete a report documenting the need for the campground. iii. Complete a financial feasibility study. iv. Rezone the property to parks and recreation uses v. Ask the commissioners to resolve to dedicate the property for parks and recreation and add it to the parks inventory. Moved by Vern, seconded by Marianne, and carried all in favor: the board recommends to Jefferson County Park staff and the Board of County Commissioners that parcels 963000401, 963000101, 963000201, & 963000202 be land banked for park use and held as passive open space until such time as further development was deemed feasible and appropriate. Gibbs Lake Planting Announcement Malloree updated the JCPRAB with recent planting completed at Gibbs Lake. 200-300 plants were planted at Gibbs Lake Park at the upper logging landing on Beausite Lake Road near where the building was removed. Trash removal also occurred as part of the planting project. There are some areas that could use some weeding, but overall, there are mostly native plants growing. Volunteers would be welcomed for future planting. The Board expressed interest and eagerness to help with weeding or planting needs. Volunteering Planning Vern said he wanted to do more volunteer management and support. He suggested keeping a comprehensive list of all Parks volunteers and volunteer ready tasks. Matt Tyler will work with maintenance staff to add to the existing list of possible volunteer projects. Ideas of how to recognize our volunteers were discussed. Matt commended the Board for their volunteer work saying they have accomplished a lot through Parks volunteerism! MANAGER’S REPORT Matt shared slides from the Managers Report which are included in the meeting documents.  Irrigation complete at HJ Carroll sports fields o Sanford Irrigation Co. completed the work.  HJ Carroll Restroom, Office, and Concession building roof repairs complete  Capital Projects 2022-2023 summary o Memorial Field fence project estimated to complete next year. Collaboration with the City of Port Townsend is necessary. o East Beach: shoreline improvement options discussed. o HJ Carroll Wild Olympic Salmon Shelter: Resurfacing to make it ADA accessible. o JUMP! Playground at HJ Carroll  Bid returned with 1 contractor  Design changes: The entire playground footprint will be included, but they removed an entire play structure and replaced it with a natural grass play area to reduce cost. The play structure could be added one day when funds are available.  Park Maintenance and Operations o Matt welcomed 2 new staff members to Parks, a full-time maintenance and a seasonal maintenance position. o Jefferson County Sheriff deputies can now volunteer for overtime shifts to supervise our campgrounds. Discussion that occurred at the end of the managers’ report: Commissioner Greg Brotherton shared the news that there will no longer be military training at State Parks. Marianne updated the Board on her plans for JCPRAB press releases. Taylor requested discussion about JCPRAB meeting times. The current meeting time is difficult for working people to participate. This will be added to the agenda for discussion.
