Chair Eisenhour called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions: • Comment regarding proposed homeless encampments in Quilcene. • Comment regarding two proposed Washington State Department of Natural Resources (DNR) timber sales in Jefferson County. • Comment regarding COVID-19 vaccinations causing health issues, children should not be masked, pharmaceutical companies are funding the World Health Organization and the Center for Disease Control (CDC), and a recent funding request from Trinity Church. • Comment regarding two proposed DNR timber sales in Jefferson County. • Comment requesting more information on CO2 and mask wearing, and a request for the County to look into the expiring Governor's proclamation 20-28. • Comment regarding the afternoon workshop on housing. The Commissioners addressed comments and concerns raised during the Public Comment Period. PROCLAMATION re: Proclaiming June 2022 as Ride Transit Month: All three Commissioners read aloud the proclamation. Commissioner Dean moved to approve the proclamation Proclaiming June 2022 as Ride Transit Month. Commissioner Brotherton seconded the motion which carried by a unanimous vote. Jefferson Transit Interim General Manager Nicole Gauthier thanked the Commissioners for approving the proclamation. She stated the Jefferson Transit has been operating in this community since the 1980s and she noted there is a car-free challenge day on June 1, 2022. Transportation Choices Coalition Executive Director Alex Hudson was present to applaud the Board for being the first Commissioners Office in the state to approve such a proclamation. 1 Commissioners Meeting Minutes of May 23, 2022 APPROVAL AND ADOPTION OF THE CONSENT AGENDA: In the interest of time, the Commissioners decided to only approve the first item on the Consent Agenda and address the remaining Consent Agenda items later in the meeting. Commissioner Dean moved to approve Consent Agenda Item No. 1. Commissioner Brotherton seconded the motion which carried by a unanimous vote. 1. HEARING NOTICE re: An Ordinance Repealing and Replacing Interim Ordinance 08-1213-21 and Adopting Zoning Regulations for the Siting, Establishment and Operation of Temporary Homeless Facilities in Unincorporated Areas of Jefferson County; Hearing Scheduled for Monday, June 13, 2022 at 10:45 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA (HYBRID) (WORKSHOP to follow in Afternoon Session Today, May 23, 2022 regarding this) WEEKLY UPDATE re: COVID-19: Public He alth Officer Dr. Allison Berry provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report and gave emergency preparedness information. PRESENTATION re: County Road Administration Board (CRAB) Certificate of Good Practice: County Administrator Mark McCauley stated that the Public Works Department received a Certificate of Good Practice from the County Road Administration Board(CRAB), which was a big undertaking for the Public Works Department. The Commissioners thanked Public Works Director/County Engineer Monte Reinders and staff for their hard work on obtaining the certification. HEARING re: To Inform Citizens of the County's intent to file an application for a Washington State Department of Commerce General Purpose Community Development Block Grant (CDBG) for 2022-2023 in partnership with Trinity United Methodist Church: County Administrator Mark McCauley reviewed the request from Trinity United Methodist Church regarding Jefferson County support for their CDBG grant application for$124,000 for renovation and repair of their facilities. Chief Civil Deputy Prosecuting Attorney Philip Hunsucker addressed concerns from the public that pertain to the United States Constitution Amendment No. 1. After the presentation, Chair Eisenhour opened the public hearing to allow for testimony. The following individuals provided testimony: Tom Thiersch and Jim Scarantino. Hearing no further testimony, Chair Eisenhour closed the public hearing. Finance Manager Judy Shepherd joined the discussion to provide insight on CDBG grants. After deliberations, Commissioners Brotherton moved to withdraw Jefferson County's support for the Trinity United Methodist CDBG grant application. Commissioner Dean seconded the motion which carried by a unanimous vote. ANNOUNCEMENT re: Port Hadlock Affordable Housing Project; Mason Street: Habitat for Humanity of East Jefferson County Executive Director Jamie Maciejewski and Jefferson County Community Foundation CEO Siobahn Canty were present to discuss the proposed Mason Street Project in Port Hadlock. They have approximately $600,000 left to fund this project and once completed, there will be 130 new units of permanent affordable housing. They stated that the project is also dependent on the completion of the Port Hadlock Sewer in approximately three years. After discussion, Director Maciejewski provided an update on the Landes Street Project. 2 Commissioners Meeting Minutes of May 23, 2022 APPROVAL AND ADOPTION OF THE CONSENT AGENDA - Continued: Commissioner Dean moved to remove Consent Agenda Item No. 10 re: Courthouse Security Screening, and approve Consent Agenda Items 2-9 and 11-15 as presented. Commissioner Brotherton seconded the motion which carried by a unanimous vote. The Commissioners will review and discuss Courthouse security screening at a later date. 2. COMMISSIONER BRIEFING SESSION: Commissioner Dean stated that new Washington State Director of Rural Development Helen Price Johnson will be present during the Washington State Association of Counties (WSAC) noon meeting today. She added that she will be joining the Commissioners meeting virtually for the remainder of the day and may be unavailable for a portion of the afternoon session due to a scheduling conflict. The meeting was recessed at 11:47 a.m. and reconvened at 1:31 p.m. with all three Commissioners present. WORKSHOP re: Draft Temporary Homeless Housing Facilities Ordinance, Planning Commission Recommendations, and a Proposed Hearing Monday,June 13,2022: Department of Community Development(DCD) Director Brent Butler and Associate Planner Joel Peterson provided a presentation that covered the following: background of housing emergency, background of Planning Commission process, external factors: legal basis, Growth Management Act (GMA), funding, and proposed changes to the current ordinance. They also reviewed the 5-Year Plan on Making Homelessness a Singular Occurrence. After discussion, Chair Eisenhour opened the meeting to allow for public comments. Six individuals provided comments. WORKSHOP re: Human Resources Recruiting and Retention: Human Resources Director Sarah Melancon provided a presentation on current and prior staffing levels, and strategies to obtain and retain new employees. Commissioner Dean rejoined the meeting virtually at joined the discussion at 3:06 p.m. ADDITIONAL BUSINESS: 11th Temporary County Policy Based on Emergency Response to the COVID-19 Pandemic: Human Resources Director Sarah Melancon and Chief Civil Deputy Prosecuting Attorney Philip Hunsucker reviewed the updated draft policy with the Board. During discussion, Commissioner Dean shared the comments expressed by the County Covid Coordination Committee meeting during their review of the proposed 11th Temporary County Policy. After further discussion and edits of the draft document, Commissioner Dean moved to approve RESOLUTION NO. 24-22 re: 11th Temporary County Policy Based on Emergency Response to the COVID-19 Pandemic, as edited today. Commissioner Brotherton seconded the motion which carried by a unanimous vote. CONTINUED WORKSHOP re: Beaver Valley Sorts Timber Sale: Chair Eisenhour decided to open the floor to allow for public comments regarding the proposed timber sale. Ten individuals provided comments. The Commissioners discussed the comments received and decided to hold a virtual Special Meeting on May 31, 2022 from 9:00 a.m. to 12:00 p.m. to discuss the issue 4 Commissioners Meeting Minutes of May 23, 2022 further. These grants fund activities such as public infrastructure, community facilities, affordable housing and economic development projects that benefit low and moderate -income people. Trinity has been making significant improvements to its church for the benefit of local community groups most significant of which is child care for people with limited incomes. Trinity has identified additional improvements they would like to make that they estimate would cost approximately $124,000 to complete. These improvements appear to be eligible for these grant funds. In order to apply for this grant Trinity needs a municipal -partner to sponsor the grant application. The county has agreed to be their sponsor. ANALYSIS: In order to apply for the grant, the county must hold a public hearing. We propose to hold a public hearing on May 23, 2022. A public hearing notice announcing the hearing is attached. FISCAL IMPACT: This request has no fiscal impact as any grant would be budget neutral. JEFFERSON COUNTY BOARD OF COMMISSIONERS /S/Heidi Eisenhour, Chair Federal Citizen Participation Requirements For Local Government Applicants to the State CDBG Program Federal Regulations 24 CFR 570.486 (a) (a) Citizen participation requirements of a unit of general local government. Each unit of general local government shall meet the following requirements as required by the state at Sec. 91.115(e) of this title. (1) Provide for and encourage citizen participation, particularly by low and moderate income persons who reside in slum or blighted areas and areas in which CDBG funds are proposed to be used; (2) Ensure that citizens will be given reasonable and timely access to local meetings, information, and records relating to the unit of local government's proposed and actual use of CDBG funds; (3) Furnish citizens information, including but not limited to: (i) The amount of CDBG funds expected to be made available for the current fiscal year (including the grant and anticipated program income); (ii) The range of activities that may be undertaken with the CDBG funds; (iii) The estimated amount of the CDBG funds proposed to be used for activities that will meet the national objective of benefit to low and moderate income persons; and (iv) The proposed CDBG activities likely to result in displacement and the unit of general local government's anti -displacement and relocation plans required under Sec. 570.488. (4) Provide technical assistance to groups representative of persons of low and moderate income that request assistance in developing proposals in accordance with the procedures developed by the state. Such assistance need not include providing funds to such groups; (5) Provide for a minimum of two public hearings, each at a different stage of the program, for the purpose of obtaining citizens' views and responding to proposals and questions. Together the hearings must cover community development and housing needs, development of proposed activities and a review of program performance. The public hearings to cover community development and housing needs must be held before submission of an application to the state. There must be reasonable notice of the hearings and they must be held at times and locations convenient to potential or actual beneficiaries, with accommodations for the handicapped. Public hearings shall be conducted in a manner to meet the needs of non-English speaking residents where a significant number of non-English speaking residents can reasonably be expected to participate; (6) Provide citizens with reasonable advance notice of, and opportunity to comment on, proposed activities in an application to the state and, for grants already made, activities which are proposed to be added, deleted or substantially changed from the unit of general local government's application to the state. Substantially changed means changes made in terms of purpose, scope, location or beneficiaries as defined by criteria established by the state. These grants fund activities such as public infrastructure, community facilities, affordable housing and economic development projects that benefit low and moderate -income people. Trinity has been making significant improvements to its church for the benefit of local community groups most significant of which is child care for people with limited incomes. The county gave Trinity a $20,000 grant to assist them with these improvements. They make their facilities available for little to no rent. A list of those groups using the facility is attached. Trinity has identified additional improvements they would like to make that they estimate would cost approximately $124,000 to complete. The improvements they wish to make appear to qualify for funding through the CDBG grant program. In order to apply for these grant funds Trinity needs a municipal sponsor. They have asked the county to serve as their sponsor. Their letter asking the county to serve as their sponsor is also attached. ANALYSIS: The county has experience with CDBG grants and has the bandwidth to apply for these funds in partnership with Trinity, which would become a sub -recipient. Staff believes that this facility serves the public well and that the additional improvements will further increase the value of the facility to the community. Staff is requesting permission to apply for a General Purpose CDBG grant in partnership with Trinity United Methodist Church. FISCAL IMPACT; This request will be budget neutral so it will have no budget impact. A supplemental budget request will need to be submitted and approved should the county be awarded the grant. This grant program is to fund and support coordinated programs between counties with populations less than 200,000 that partner with community development projects of nonprofit organizations, which become a subrecipient of funding. Qualifying projects include reconstruction and rehabilitation of public and community facilities. Some qualifying activities include local microenterprise assistance and capital improvement plans. Maximum grant amounts under this program range from $1 mil for construction and acquisition projects to $250,000 for local microenterprise assistance programs. As a subrecipient partner applicant, the 150 year old Trinity United Methodist Church facilities' renovations in this proposal are specifically for the purpose of building repairs and renovations that will enable many local organizations to safely and comfortably continue their use of the spaces they need at little or no rent. Of the 12 regular and occasional space users, the two weekday pre-school/childcare programs demonstrate how these facilities are regularly addressing a serious need in Jefferson County, and simultaneously helping low income parents to remain employed. The seven renovation/facilities repair projects planned have total estimated costs of $124,000 before inflation. These repair projects include: roof and 30 year old windows replacements, and ADA bathroom upgrade at the pre-school building; ADA automatic door opener; old oil furnace/boiler replacement with electric; kitchen renovation to qualify as a "Donor Level Kitchen" facilitating regular meals preparation for the Port Townsend Homeless Shelter, and flood damage from the old boiler overflow. Application deadline to DOC is June 1 and Grant awards announced in September. We appreciate your support for needed repairs to our community services facilities, and your staffs assistance with making our formal application to the DOC by their June 1 deadline. The Trinity United Methodist Church in the predominantly rural Jefferson County WA (population 32,977) has acquired buildings in addition to its primary religious property and has funded these properties through church sources. It has made these spaces available at no cost to a wide range of service organizations supporting communities in need in Jefferson County. Space is in critically short supply in this county and there are at present no alternative spaces available to serve these organizations. To continue and expand these programs, however, we are facing additional costs for Americans With Disabilities Act improvements. upgrading of a pre-existing kitchen to meet public use standards, and various security and weather upgrades to the shell of the buildings.
