MINUTES
Regular Meeting — May 2, 2022, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Heidi Eisenhour and Commissioner Greg Brotherton were
present. Commissioner Kate Dean joined the meeting remotely. Chair Eisenhour called the meeting to
order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions:
• Comment regarding concerns about Unit 7 of the Pennywise Timber Harvest.
The Commissioners addressed the comment received.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Dean
seconded the motion which carried by a unanimous vote.
1. HEARING NOTICE re: Jefferson County Public Health Department's (JCPH)Application to
Funds and Eligible Uses of the State Community Development Block Grant(CDBG). This
Application to CDBG for 2022-2023 General Purpose Grant Program is for$483,570 to be used
for Housing Rehabilitation; Hearing Scheduled for Monday, May 16, 2022 at 10:30 a.m. in the
Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port
Townsend, WA(HYBRID)
2. AGREEMENT re: Jefferson County Public Health Children and Youth with Special Healthcare
Needs Staff to Serve in the Family Voice Role—Jefferson County for Washington Communities
for Children Coalition; In the Amount of$1,500; Jefferson County Public Health; First 5
FUNdamentals
3. AGREEMENT,Amendment No. 1 re: Services for Individuals Experiencing
Intellectual/Developmental Disabilities; Additional Amount of$521,759 for a Program Total of
$981,103; Jefferson County Public Health; Washington State Department of Social and Health
Services
4. AGREEMENT re: One Year Lease for Classroom Space; In the Total Amount of$18,129.60;

$50 per Regular Meeting Per Member for an Annual Amount of$10,800; Jefferson County

10. ADVISORY BOARD REAPPOINTMENT re: Jefferson County Marine Resources Committee

12. ADVISORY BOARD APPOINTMENTS (2)re: Jefferson County Library Board of Trustees;
1) Five(5) Year Term to Expire April 2027, Trustee George Sibley and; 2) To Complete an

13. MINUTES re: Regular Meeting of April 28, 2022
14. Payment of Jefferson County Vouchers/Warrants Dated April 25, 2022 Totaling
$1,007,024.77(Records of all claims submitted for payment along with vouchers approved and signed by the
Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works
Department.)
PUBLIC COMMENT PERIOD - Continued: The following is a summary of
comments made by individuals in attendance at the meeting and reflect their personal opinions:
• Comment thanking the Chair for the Public Comment Period extension through 9:30 a.m., a
request for a Solid Waste Advisory Committee (SWAC)update, and he provided information on
recycling.
Commissioner Brotherton stated he would respond to the comment during the Commissioners' Briefing
Session.
PROCLAMATION re: Declaring May 2022 as Mental Health Awareness Month:
The Commissioners read aloud the proclamation. National Alliance for Mental Illness (NAMI)President
Patrick Johnson joined the meeting and spoke of the importance of the proclamation to the mental health
community. Commissioner Brotherton moved to approve a Proclamation declaring May 2022 as Mental
Health Awareness Month. Commissioner Dean seconded the motion which carried by a unanimous vote.
PROCLAMATION re: Declaring May 6-12,2022 as Nurses Week: After the
Commissioners read aloud the proclamation, Chair Eisenhour moved to approve a Proclamation
declaring May 6-12, 2022 as Nurses Week. Commissioner Dean seconded the motion which carried by a
unanimous vote.
COMMISSIONERS' BRIEFING SESSION: Commissioners Brotherton gave an
update on new recycling information provided during a recent Solid Waste Advisory Committee
(SWAC)meeting, and addressed comments received during the Public Comment Period.

WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided
information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie
Bence provided a situation report.
COMMISSIONERS' BRIEFING SESSION- Continued: The Commissioners and
County Administrator discussed recent meetings they attended,miscellaneous topics and reviewed
upcoming meetings.
The meeting was recessed at 10:55 a.m. and reconvened at 1:30 p.m. with all three
Commissioners present.
DISCUSSION re: Grant for Partnership for Climate Smart Commodities:
Commissioner Brotherton stated that Spenser Forest Products is trying to reopen a mill and that this
would be a good grant application to support. Chair Eisenhour stated the letter should include that this
project would create around 150 jobs. After discussion, Commissioner Dean moved to sign and send the
letter as amended today. Commissioner Brotherton seconded the motion which carried by a unanimous
vote.
DISCUSSION re: Proclamation and Letter of Support re: House America:
Commissioner Brotherton stated that at the last Housing Fund Board(HFB)meeting,they ran out of
time to discuss this topic,but City of Port Townsend Councilmember Aislinn Diamanti is bringing this
before the City Council due to the importance of the issue. After review, Chair Eisenhour moved to sign
and send a letter regarding the Federal initiative known as House America to Honorable Marcia Fudge,
Secretary of the U.S. Department of Housing and Urban Development(HUD). Commissioner Dean
seconded the motion which carried by a unanimous vote.
After all Commissioners read aloud the proposed proclamation, Commissioner Dean moved to approve
a Proclamation to join House America. Commissioner Brotherton seconded the motion, which carried
by a unanimous vote.
ADDITIONAL BUSINESS: LETTER re: Additions to the DNR Dabob Bay Natural
Area: Chair Eisenhour reviewed a draft letter with the Board to be sent to the Resource and
Conservation Office (RCO) regarding RCO Grant Application#22-1289A—Additions to the DNR
Dabob Bay Natural Area. The Commissioners reviewed the request and maps of the proposed area.
Chair Eisenhour will research the request further and report back to the Board at the next meeting.
CONTINUED WORKSHOP re: County Infrastructure/Capital Needs: County
Administrator Mark McCauley continued review of the infrastructure/capital needs with the Board.
They reviewed what needs to discuss during the upcoming Intergovernmental Collaborative Group
(ICG)meeting May 19, 2022.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Mark
McCauley reviewed the following with the Board:
• Weekly Covid-19 discussion
• Calendar Coordination

• Beaver Valley Sorts Timber Harvest; upcoming workshop
• Strategic Plan; potentially aligning with budget process
• Jefferson County Data and Demographics; unemployment, rent costs, median income, etc.
NOTICE OF ADJOURNMENT: Chair Eisenhour adjourned the meeting at 3:45 p.m.
until the next regular meeting or special meeting as properly noticed.
