Hi Joan. I left you a voicemail a month ago, did you receive it? To update you on the case, we have
fined your neighbor for feeding deer and he stopped briefly, but is feeding a small amount again (but
not large amounts like he was before). I talked with him last week and told him again that he has to
stop all feeding. I have also been in touch with the family - they are selling the house in the next few
months and Ken will be moving. I’m still going out to the site to document the feeding and we can
continue to fine him as necessary.
I have noted rats recently on Ken’s back porch during the day, which I had previously not seen in my
many days and weekends of monitoring. I’ve informed his family and they are going to take
additional measures to help control the rats.
I know you have not been pleased with previous code enforcement on this case. As you are aware,
our previous code enforcement officer was on furlough the summer of 2020, and then resigned
from her position in December of 2020. There was then an 8 month gap before I was hired and I had
a backlog of cases. But since I started working on this case in October of last year, I have pursued it
continuously which resulted in issuing fines to your neighbor and increased coordination with his
family members. I know that does not solve the issues and hardships you have mentioned, but I
want you to know that we are taking active measures to resolve the situation.
I would recommend that you contact a pest control company as they can assist you with addressing
rats and securing any entry points to your attic that racoons might try to use. Please let me know if I
can be of further assistance.

Dear Ms.KT Labadie,
Please advise as to current remediation status and suggestions on how to proceed.
The lack of city enforcement has now included rats in the car engine compartment with peanut and
grain shells and tonight a racoon began entry into the front attic space on the facing of my house.
In addition after the accident with deer a year ago, much physical and occupational therapy,
chiropractic treatments, continued neck pain since the face first fall escaping aggressive deer have
caused my 3 of my back teeth molar crowns to dislodge. I had been to the dentist prior to this
development and all of my teeth and crowns were monitored and deemed intact and viable prior to
the deer episode.
Please advise and give any pertinent numbers to call regarding animal control.
The lack of city enforcement has caused me great hardship to my physical well being as well as my
property and still continues to escalate.
Thank you
Joan Fabian
