SUBJECT: Homeland Security Grant Program Contract E22-110
STATEMENT OF ISSUE:
The Department of Emergency Management receives several ongoing grants through the Federal Emergency
Management Agency,administered through the State Emergency Management Division,that help provide
funding for DEM's core mission. This grant funding provides for DEM's four part-time clerk hire staff,who
perform education and outreach to the community on disaster preparedness,aid in the development of
Emergency Operations Center response capacities, and other essential components of our emergency
management program. Additionally,these grants help support provision of education and outreach materials,
like our Think, Plan,Do preparedness guide,and our delivery of the All County Picnic, an annual outreach
event and celebration of resilience.
ANALYSIS:
Without these sustaining grants, DEM's capacity to support emergency preparedness activities would be
decreased immensely.
FISCAL IMPACT:
This grant provides the department with 34,491 in funding for the activities mentioned above.
RECOMMENDATION:
Approval of grant contract.

24. PURPOSE&DESCRIPTION:
The objective of the Federal Fiscal Year(FFY)2021 Homeland Security Grant Program(21 HSGP)is to fund state,focal,tribal,and territorial
efforts to prevent terrorism and prepare the nation for threats and hazards that pose the greatest risk to the security of the United States.
21 HSGP provides funding to Implement investments that build, sustain,and deliver the core capabilities essential to achieving the National
Preparedness Goal of a secure and resilient nation.21 HSGP supports core capabilities across the five mission areas of prevention,protection,
mitigation, response,and recovery based on allowable costs.HSGP is comprised of three Interconnected grant programs:State Homeland
Security Program(SHSP),Urban Areas Security Initiative(UASI),and Operation Stonegarden(OPSG).Together,these grant programs fund a
range of preparedness activities, Including planning, organization, equipment purchase, training, exercises, and management and
administration.
The Department is the Recipient and Pass-through Entity of the 21 HSGP OHS Award Letter for Grant No. EMW-2021-SS-00083-S01,which Is
Incorporated In and attached hereto as Attachment C and has made a subaward of funds to the Subreciplent pursuant to this Agreement-The
Subreciplent Is accountable to the Department for use of Fedora/award funds provided under this Agreement.
IN WITNESS WHEREOF, the Department and Subrecipient acknowledge and accept the terms of this Agreement, including all referenced attachments
which are hereby incorporated, and have executed this Agreement as of the date below. This Agreement Face Sheet; Special Terms & Conditions
(Attachment A); General Terms and Conditions (Attachment B); OHS Award Letter (Attachment C), Work Plan (Attachments 0-1, 0-2, 0-3), Budget
(Attachment E),Timeline (Attachment F);and all other documents and attachments expressly referenced and incorporated herein contain all the terms and
conditions agreed upon by the parties and govern the rights and obligations of the parties to this Agreement.No other understandings,oral or otherwise,
regarding the subject matter of this Aareement shall be deemed to exist or to bind any of the parties.
In the event of an inconsistency in this Agreement,unless otherwise provided herein,the inconsistency shall be resolved by giving precedence in the following
order:
1. Applicable federal and state statutes and regulations 4.Special Terms and Conditions
2. DHSIFEMA Award and program documents 5.General Terms and Conditions,and,
3. Work Plan,Timeline,and Budget 6.Other provisions of the Agreement incorporated by reference.
