SUBJECT: Emergency Management Performance Grant Contract E22-228
STATEMENT OF ISSUE:
The Department of Emergency Management receives several ongoing grants through the Federal Emergency
Management Agency, administered through the State Emergency Management Division, that help provide
funding for DEM's core mission. This grant funding provides for DEM's four part-time clerk hire staff,who
perform education and outreach to the community on disaster preparedness,aid in the development of
Emergency Operations Center response capacities,and other essential components of our emergency
management program.
ANALYSIS:
Without these sustaining grants, DEM's capacity to support emergency preparedness activities would be
decreased immensely.
FISCAL IMPACT:
This grant provides the department with 14,205 in funding for the activities mentioned above.
RECOMMENDATION:
Approval of grant contract.

24. PURPOSE&DESCRIPTION:
The purpose of the Fiscal Year(FY)2021 Emergency Management Performance Grant American Rescue Plan Act(21EMPG-
ARPA)program is to provide U.S. Department of Homeland Security (DHS)/Federal Emergency Management Agency(FEMA)
Federal award funds to states to assist state, local, territorial, and tribal governments in preparing for all hazards through
sustainment and enhancement of those programs as described in the Work Plan.
The Department is the Recipient and Pass-through Entity of the 21 EMPG-ARPA DHS Award Letter for Grant No.EMS-2021-EP-
00008-S01,which is Incorporated in and attached hereto as Attachment C and has made a subaward of Federal award funds to
the Subrecipient pursuant to this Agreement.The Subrecipient is accountable to the Department for use of Federal award funds
Provided under this Agreement and the associated matching funds.
IN WITNESS WHEREOF, the Department and Subrecipient acknowledge and accept the terms of this Agreement, including all referenced I
Attachments which are hereby incorporated in and made a part hereof, and have executed this Agreement as of the date below. This

Agreement shall be deemed to exist or to bind any of the parties hereto.
In the event of an inconsistency in this Agreement, unless otherwise provided herein, the inconsistency shall be resolved by giving
precedence in the following order.
