HomeMy WebLinkAbout052322ca02 JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS CONSENT AGENDA REQUEST TO: Board of County Commissioners FROM: Mark McCauley, County Administrator Stacie Prada, County Treasurer Judy Shepherd, Finance Manager DATE: May 23, 2022 SUBJECT: Resolution Authorizing the Use of General Fund - Non-departmental Budget/Cash to Temporarily Cover Expenses Associated with a Board Approved American Rescue Plan Act (ARPA) Project—Caswell-Brown Village STATEMENT OF ISSUE: In July 2021 Jefferson County received the first$3.129 million tranche of ARPA funding. The County expects to receive the second tranche in July 2022. The County also expects to receive $2- 2.5 million in revenue sharing ARPA funds sometime this year and another$2-2.5 million next year. The County has been very aggressive in committing and distributing these funds for the benefit of the community. This has created a circumstance where ARPA cash on hand is currently insufficient to meet our ARPA obligations. The County committed$500,000 in revenue sharing funds yet to be received in support of a Habitat for Humanity affordable housing project in Hadlock. That commitment came due in May which depleted our cash on hand. Work continues by OlyCAP on the Caswell-Brown housing the unhoused project. OlyCAP has invoiced the county for work performed and will continue to invoice the County as work proceeds. Staff is proposing to pay these invoices using General Fund cash (non-departmental). Once additional ARPA funds are received in July staff will complete an interfund reimbursement as outlined in the Washington BARS GAAP Manual (Section 3.9.8.20.2.b. Interfund Reimbursements)This reimbursement will move the expense from the General Fund to the Grant Management Fund. ANALYSIS: As this constitutes an interfund loan the Board of Commissioners must pass a resolution authorizing the use of General Fund—Non-departmental budget and cash to pay these invoices and the subsequent interfund reimbursement. An authorizing resolution is attached. FISCAL IMPACT: This request has no fiscal impact. RECOMMENDATION: Adopt the attached resolution. REV EWED BY: l` Mark Mc ofley, County Administr. AMERICAN RESCUE PLAN ACT PROJECT } EXPENSES AND A SUBSEQUENT INTERFUND} REIMBURSEMENT } WHEREAS, Jefferson County, in July 2021, received $3.129 million in American Rescue Plan Act (ARPA) funds; and WHEREAS,the County expects to receive an additional $3.129 million in ARPA funds in July 2022; and WHEREAS, the County also expects to receive $2-2.5 million on revenue sharing ARPA funds in 2022 and 2023; and WHEREAS, the County has been very aggressive in committing and distributing these funds for the benefit of the community; and WHEREAS, this has created a circumstance where ARPA cash on hand is temporarily insufficient to meet our ARPA obligations, specifically with regard to paying invoices submitted by OlyCAP as it executes duly authorized ARPA project work at the Caswell-Brown Village; and WHEREAS, the Board of County Commissioners may authorize, by resolution, an interfund loan whereby the General Fund—Non-departmental may pay these invoices now with a subsequent interfund reimbursement occurring once additional ARPA funds are received to move the expense to the Grant Management Fund; NOW, THEREFORE, BE IT RESOLVED that the Jefferson County Board of Commissioners hereby authorizes staff to use General Fund—Non-departmental budget and cash to pay OlyCAP Caswell-Brown Village invoices pending receipt of additional ARPA funds; and BE IT FURTHER RESOLVED that the Jefferson Board of County Commissioners directs staff to complete an interfund reimbursement moving these expenses to the Grant Management Fund immediately upon receipt of additional ARPA funds.
