Peterson, AICP, Associate Planner DATE: May 23, 2022 SUBJECT: HEARING NOTICE re: Homeless Housing Facilities; Hearing Scheduled for Monday, June 13, 2022 at 10:45 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA(HYBRID) STATEMENT OF ISSUE: On December 13, 2021,the County Board of Commissioners adopted Interim Ordinance 08-1213-21 repealing and replacing Interim Ordinance 10-1221-20 and adopting zoning regulations for the siting, establishment and operation of temporary homeless facilities in unincorporated areas of Jefferson County. Since that time, Community Development and the Jefferson County Planning Commission have coordinated an extended stakeholder outreach program, gathered public comments and testimony during a Planning Commission public hearing, and provided Planning Commission Recommendations to the Board of County Commissioners on May 23, 2022, pursuant to JCC 18.45.080(1). In the recommendation letter, the Planning Commission provides their findings for the Board's review, and unanimously recommends adopting the provisions of the draft ordinance (vote: 5-0-0). ANALYSIS: After the Board review of the Planning Commission recommendations,the Board may adopt the ordinance as recommended without change. If the Board deems a change is necessary to the ordinance, the Board shall hold their own public hearing (JCC 18.45.080(2)). RECOMMENDATION: Because the issues surrounding temporary housing for people experiencing homelessness can be complex and involve a variety of approaches and concerns, Community Development recommends that the Board consider a public hearing on the draft ordinance on June 13, 2020. Box 1220 Port Townsend, WA 98368 NOTICE OF PUBLIC HEARING An Ordinance Repealing and Replacing Interim Ordinance 08-1213-21 and Adopting Zoning Regulations for the Siting, Establishment and Operation of Temporary Homeless Facilities in Unincorporated Areas of Jefferson County NOTICE IS HEREBY GIVEN that a public hearing is scheduled by the Jefferson County Board of Commissioners for MONDAY, June 13, 2022 at 10:45 a.m. in the Commissioners’ Chambers, County Courthouse, 1820 Jefferson Street, Port Townsend, WA 98368. Notice of said hearing is to be published in the official newspaper of Jefferson County. This hearing is to receive public comment on a proposed ordinance amending the Unified Development Code (UDC) to regulate the siting, establishment and operation of temporary housing facilities in the County. The amendments address site planning, construction, safety, and operational specifications for temporary housing facilities in conformity with the responsibilities of Jefferson County to meet public Health, safety and welfare requirements; and to provide zoning and land use regulations pursuant to state law and the County’s authority to regulate land use activity within its corporate limits. The ordinance also repeals Interim Ordinance No. 08-1213-21 which promulgated temporary regulations since December 2021.
