SUBJECT: Request for Board of County Commissioners Approval to Release a Request
for Proposals (RFP) for Jefferson County Private Security Screening Services
STATEMENT OF ISSUE:
The original Professional Services Agreement(PSA)with PPC Solutions, Inc. approved by the Board on
December 11,2017 was for two years with three potential one-year extensions. We are in the last of the three
one-year extensions authorized in the original (PSA). We are now asking the Board to approve the issuance of an
RFP to identify and contract for private security screening services for 2023 through 2025 and potentially for
2026 and 2027. If approved the RFP will be released in late June/early July.
ANALYSIS:
Courthouse security is mandated by the Washington State Administrative Office of the Courts (AOC). The
County secured the services of PPC Solutions, Inc. to be compliant with AOC rules regarding courthouse
security. The expiration of the five-year agreement with PPC Solutions requires that we issue an new RFP to
identify a security firm to continue providing these services.
FISCAL IMPACT:
Issuing the RFP, in and of itself, has no fiscal impact. Once a firm is selected to perform these services we will
need to enter into a professional services agreement. The cost of the current agreement has remained constant for
all five years covered by the agreement at a not-to-exceed amount of$135,000. It is anticipated that the cost of
the next agreement will be somewhat higher.
RECOMMENDATION:
That the Board approve the issuance of an RFP for private security services.
