Regular Meeting — May 9, 2022, 9:00 a.m.
Jefferson County Courthouse— Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Heidi Eisenhour and Commissioner Greg Brotherton were
present. Chair Eisenhour called the meeting to order at the appointed time. Commissioner Dean joined
the meeting at 3:39 p.m.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions:
• Comment regarding proposed funds going to a local church, and information regarding the Open
Public Meetings Act(OPMA)update.
• Comment regarding the upcoming Pennywise Timber sale.
The Commissioners addressed comments and concerns raised during the Public Comment Period as well
as addressed a written comment received.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Brotherton moved to approve the items on the Consent Agenda as presented. Chair Eisenhour seconded
the motion. The motion carried.
1. HEARING NOTICE re: Community Development Block Grant(CDBG) for 2022-2023
General Purpose Grant Application in Partnership with Trinity United Methodist Church;
Hearing Scheduled for Monday, May 23, 2022 at 10:30 a.m. in the Commissioners' Chambers at
the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA (HYBRID)
2. AGREEMENT re: Munis Implementation Client Services; In the Amount of$32,000; Jefferson
County Administrator; Koa Hills Consulting
3. AGREEMENT re: Oak Bay Campground Host; In the Amount of$6,269, Services in Exchange
for Camp Host Site; Jefferson County Public Works, Parks and Recreation; Jackie Herwaldt
4. AGREEMENT re: Material Testing for the Thorndyke Road, M.P. 4.71 Culvert Replacement
Project; In the Amount of$18,492.53; Jefferson County Public Works; Krazan& Associates
5. AGREEMENT re: Construction for JUMP! Project at HJ Carroll Park; In the Amount of
$756,385.50; Jefferson County Public Works; Interwest Construction, Inc.
6. LETTER re: Renewal of Assurance for the Accessible Communities Act: Governor's
Committee on Disability Issues and Employment (GCDE); Jefferson County Public Health
7. APPOINTMENT re: Jefferson County Risk Management Committee (RMC) Per Resolution
No. 54-19 (No Expiration of Terms): County Administrator Mark McCauley as
Director/Risk Manager, and Executive Assistant Adiel McKnight as Claims Administrator

8. MINUTES re: Regular Meeting of May 2, 2022 and Special Meeting of May 2, 2022 (WSAC
Virtual Assembly)
9. Payment of Jefferson County Payroll Warrants Dated May 5, 2022 Totaling $1,055,346.54
and Dated April 5, 2022 Totaling $223,965.50 and A/P Warrants Done by Payroll Dated May 4,
2022 Totaling $313,885.51 and Dated May 5, 2022 Totaling $378,278.54 (Records of all claims
submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the
Jefferson County Auditor's Office)
PROCLAMATION re: Declaring the Week of May 15-21,2022, as National Police
Week and Peace Officers' Memorial Day: Jefferson County Sheriff Joe Nole and Port Townsend
Police Chief Thomas Olson were present and provided comments supporting local law enforcement.
After Chair Eisenhour and Commissioner Brotherton read the proclamation aloud, Commissioner
Brotherton moved to approve the proclamation as read. Chair Eisenhour seconded the motion. The
motion carried.
PROCLAMATION re: Declaring May 8-14,2022 as National Hospital Week:
Jefferson Healthcare Chief of Medicine Dr. Tracie Harris was present to comment on the hardworking
employees of Jefferson Healthcare. After Chair Eisenhour and Commissioner Brotherton read the
proclamation aloud, Commissioner Brotherton moved to approve the proclamation. Chair Eisenhour
seconded the motion which carried by a unanimous vote.
COMMISSIONERS' BRIEFING SESSION: Commissioner Brotherton discussed
recent meetings he attended.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided
information on the COVID-19 virus in Jefferson County. Emergency Management Director Willie
Bence stated he had no updates at this time.
COMMISSIONERS' BRIEFING SESSION - Continued: The Commissioners and
County Administrator continued discussing recent meetings they attended, miscellaneous items and
reviewed upcoming meetings.
CONTINUED DISCUSSION re: Letter of Support for Recreation and Conservation
Office (RCO) Grant Application No. 12-1289A-Additions to the Department of Natural
Resources (DNR) Dabob Bay Natural Area: Chair Eisenhour stated that she included a more detailed
map with the packet, with help from Central Services staff. She explained the proposed Dabob Bay
Natural Area boundary expansion. After discussion, Commissioner Brotherton moved to send a letter of
support for Recreation and Conservation Office (RCO) Grant Application No. 12-1289A -Additions to
the Department of Natural Resources (DNR) Dabob Bay Natural Area, as presented today. Chair
Eisenhour seconded the motion. The motion carried.
The meeting was recessed at 11:01 a.m. and reconvened at 1:32 p.m with Chair
Eisenhour and Commissioner Brotherton present. Commissioner Dean joined the meeting at 3:39 p.m.

EXECUTIVE SESSION: An Executive Session was scheduled from 1:30 p.m. to
2:00 p.m. Chair Eisenhour announced that the Executive Session will be held from 1:33 p.m. to
2:03 p.m. regarding Attorney-Client Privilege, Potential Litigation under exemption RCW
42.30.110(1)(i) as outlined in the Open Public Meetings Act. Staff present: County Administrator, Chief
Civil Deputy Prosecuting Attorney, Deputy Prosecuting Attorney III, Department of Community
Development(DCD) Director, and DCD Senior Planner. The Board resumed the regular meeting at
2:06 p.m. Chair Eisenhour announced that the Board will be extending the Executive Session from
2:07 p.m. to 2:22 p.m. The Board concluded the Executive Session and resumed the regular meeting at
2:24 p.m.
EXECUTIVE SESSION: An Executive Session was scheduled from 2:00 p.m. to
2:30 p.m. Chair Eisenhour announced that the Executive Session will be held from 2:25 p.m. to
2:55 p.m. regarding Attorney-Client Privilege, Potential Litigation under exemption RCW
42.30.110(1)(i) as outlined in the Open Public Meetings Act. Staff present: County Administrator, Chief
Civil Deputy Prosecuting Attorney, Department of Community Development Director, Environmental
Public Health/Water Quality Manager and Code Compliance Coordinator. The Board resumed the
regular meeting at 2:55 p.m. Chair Eisenhour announced that the Board will be extending the Executive
Session from 2:55 p.m. to 3:15 p.m. The Board resumed the regular meeting at 3:16 p.m. Chair
Eisenhour announced that the Board will be extending the Executive Session from 3:16 p.m. to
3:30 p.m. The Board concluded the Executive Session and resumed the regular meeting at 3:31 p.m.
WORKSHOP re: New Open Public Meetings Act (OPMA) Requirements (HB1329):
Chief Civil Deputy Prosecuting Attorney Philip Hunsucker provided a briefing on the new OPMA
requirements. Commissioner Dean joined the meeting at 3:39 p.m. to join in the discussion. Chief Civil
DPA Hunsucker stated that the Commissioners' Office already follows the new rules, but that other
County Boards and Committees may need to make some changes.
ADDITIONAL DISCUSSION ITEMS: The Commissioners and County Administrator
reviewed the following:
• Timber Caucus/Special BOCC Meeting
• Calendar Coordination
NOTICE OF ADJOURNMENT: Chair Eisenhour adjourned the meeting at 4:07 p.m.
until the next regular meeting or special meeting as properly noticed.

CALL TO ORDER: Washington State Association of Counties (WSAC) staff called the
Virtual Timber Counties Caucus meeting to order. Jefferson County Commissioner/Chair Heidi
Eisenhour and Commissioner Greg Brotherton and many other Commissioners and County Officials
across Washington State were in attendance.
DISCUSSION re: Timber Counties Caucus: The participants of the meeting discussed
the following topics:
• Staff Update: Underperforming Lands Subcommittee and Timber Training Program
• Cooperative Monitoring, Evaluation and Review(CMER) Committee Update
• Board of Natural Resources Update
• Federal Forest Lands Issues Update
• 20-Year Forest Health Plan Status Update: Wildland Urban Interface (WUI) and Statewide Map
Development
• 2022 Wildland Fire Season: Forecast and Preparation
• Forest Carbon Project: Department of Natural Resource's first-in-the-nation set aside 10,000
acres of trust lands for participation in the voluntary carbon market
• Caucus Discussion and Roundtable
