HomeMy WebLinkAbout052322ra03 JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS CONSENT AGENDA REQUEST TO: Board of County Commissioners R M: Mark McCauley, CountyAdministrator F O y, DATE: May 23, 2022 RE: PUBLIC HEARING re: General-Purpose Community Development Block Grant Application for Community Facilities in Partnership with Trinity United Methodist Church STATEMENT OF ISSUE: On Monday, May 2, 2022 the Board of County Commissioners gave the County Administrator approval to submit a General-Purpose Community Development Block Grant application to the Washington State Department of Commerce in partnership with Trinity United Methodist Church. These grants fund activities such as public infrastructure, community facilities, affordable housing and economic development projects that benefit low and moderate-income people. Trinity has been making significant improvements to its church for the benefit of local community groups most significant of which is child care for people with limited incomes. Trinity has identified additional improvements they would like to make that they estimate would cost approximately$124,000 to complete. These improvements appear to be eligible for these grant funds. In order to apply for this grant Trinity needs a municipal-partner to sponsor the grant application. The county has agreed to be their sponsor. ANALYSIS: In order to apply for the grant, the county must hold a public hearing. This PUBLIC HEARING is being held May 23, 2022 re: To Inform Citizens of the County's intent to file an application for a Washington State Department of Commerce General Purpose Community Development Block Grant (CDBG) for 2022-2023 in partnership with Trinity United Methodist Church; Said grant to be used for Renovation and Repair Projects such as Roof and Window Replacements; To Receive Public Comment on said grant application; Proposed Grant is for $124,000. FISCAL IMPACT: This request has no fiscal impact as any grant would be budget neutral. RECOMMENDATION: Conduct and participate in this Public Hearing. REV ED BY: ..";:z... „, Zo z Mark McC y, ounty Administrator Dat Federal Citizen Participation Requirements For Local Government Applicants to the State CDBG Program Federal Regulations 24 CFR 570.486 (a) (a) Citizen participation requirements of a unit of general local government. Each unit of general local government shall meet the following requirements as required by the state at Sec. 91.115(e) of this title. (1) Provide for and encourage citizen participation, particularly by low and moderate income persons who reside in slum or blighted areas and areas in which CDBG funds are proposed to be used; (2) Ensure that citizens will be given reasonable and timely access to local meetings, information, and records relating to the unit of local government's proposed and actual use of CDBG funds; (3) Furnish citizens information, including but not limited to: (i) The amount of CDBG funds expected to be made available for the current fiscal year (including the grant and anticipated program income); (ii) The range of activities that may be undertaken with the CDBG funds; (iii) The estimated amount of the CDBG funds proposed to be used for activities that will meet the national objective of benefit to low and moderate income persons; and (iv) The proposed CDBG activities likely to result in displacement and the unit of general local government's anti -displacement and relocation plans required under Sec. 570.488. (4) Provide technical assistance to groups representative of persons of low and moderate income that request assistance in developing proposals in accordance with the procedures developed by the state. Such assistance need not include providing funds to such groups; (5) Provide for a minimum of two public hearings, each at a different stage of the program, for the purpose of obtaining citizens' views and responding to proposals and questions. Together the hearings must cover community development and housing needs, development of proposed activities and a review of program performance. The public hearings to cover community development and housing needs must be held before submission of an application to the state. There must be reasonable notice of the hearings and they must be held at times and locations convenient to potential or actual beneficiaries, with accommodations for the handicapped. Public hearings shall be conducted in a manner to meet the needs of non-English speaking residents where a significant number of non-English speaking residents can reasonably be expected to participate; (6) Provide citizens with reasonable advance notice of, and opportunity to comment on, proposed activities in an application to the state and, for grants already made, activities which are proposed to be added, deleted or substantially changed from the unit of general local government's application to the state. Substantially changed means changes made in terms of purpose, scope, location or beneficiaries as defined by criteria established by the state. (7) Provide citizens the address, phone number, and times for submitting complaints and grievances, and provide timely written answers to written complaints and grievances, within 15 working days where practicable. Washington - Department of ez—At We strengthen communities r RURAL COMMUNITY GRANTS FOR ACTIVITIES THAT BENEFIT LOW -AND MODERATE -INCOME PERSONS COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) General Purpose Grants - $11,500,000 For planning or construction of public infrastructure, community facilities, affordable housing, and economic development projects. Competitive. Maximum grant up to $1,000,000 based on project type. Application materials available in March and due in June. Public Services Grants - $1,500,000 For 17 counties and community action agencies to fund services for lower income persons. Allocated by a formula based on population and poverty. Application materials available in February and due in April. National Objectives Funded by the US Department of Housing & Urban Development, CDBG activities must meet one of these national objectives: • Principally benefits low -and moderate -income (LMI) persons • Aids in the prevention or elimination of slums or blight • Addresses imminent threat to public health or safety Funding is contingent on HUD approval of the state CDBG Action Plan. These grants fund activities such as public infrastructure, community facilities, affordable housing and economic development projects that benefit low and moderate -income people. Trinity has been making significant improvements to its church for the benefit of local community groups most significant of which is child care for people with limited incomes. The county gave Trinity a $20,000 grant to assist them with these improvements. They make their facilities available for little to no rent. A list of those groups using the facility is attached. Trinity has identified additional improvements they would like to make that they estimate would cost approximately $124,000 to complete. The improvements they wish to make appear to qualify for funding through the CDBG grant program. In order to apply for these grant funds Trinity needs a municipal sponsor. They have asked the county to serve as their sponsor. Their letter asking the county to serve as their sponsor is also attached. ANALYSIS: The county has experience with CDBG grants and has the bandwidth to apply for these funds in partnership with Trinity, which would become a sub -recipient. Staff believes that this facility serves the public well and that the additional improvements will further increase the value of the facility to the community. Staff is requesting permission to apply for a General Purpose CDBG grant in partnership with Trinity United Methodist Church. FISCAL IMPACT; This request will be budget neutral so it will have no budget impact. A supplemental budget request will need to be submitted and approved should the county be awarded the grant. RECOMMENDATION: That the Board of County Commissioners grant permission for staff to apply for a General Purpose CDBG grant in partnership with Trinity United Methodist Church. This grant program is to fund and support coordinated programs between counties with populations less than 200,000 that partner with community development projects of nonprofit organizations, which become a subrecipient of funding. Qualifying projects include reconstruction and rehabilitation of public and community facilities. Some qualifying activities include local microenterprise assistance and capital improvement plans. Maximum grant amounts under this program range from $1 mil for construction and acquisition projects to $250,000 for local microenterprise assistance programs. As a subrecipient partner applicant, the 150 year old Trinity United Methodist Church facilities' renovations in this proposal are specifically for the purpose of building repairs and renovations that will enable many local organizations to safely and comfortably continue their use of the spaces they need at little or no rent. Of the 12 regular and occasional space users, the two weekday pre-school/childcare programs demonstrate how these facilities are regularly addressing a serious need in Jefferson County, and simultaneously helping low income parents to remain employed. The seven renovation/facilities repair projects planned have total estimated costs of $124,000 before inflation. These repair projects include: roof and 30 year old windows replacements, and ADA bathroom upgrade at the pre-school building; ADA automatic door opener; old oil furnace/boiler replacement with electric; kitchen renovation to qualify as a "Donor Level Kitchen" facilitating regular meals preparation for the Port Townsend Homeless Shelter, and flood damage from the old boiler overflow. Application deadline to DOC is June 1 and Grant awards announced in September. We appreciate your support for needed repairs to our community services facilities, and your staffs assistance with making our formal application to the DOC by their June 1 deadline. The Trinity United Methodist Church in the predominantly rural Jefferson County WA (population 32,977) has acquired buildings in addition to its primary religious property and has funded these properties through church sources. It has made these spaces available at no cost to a wide range of service organizations supporting communities in need in Jefferson County. Space is in critically short supply in this county and there are at present no alternative spaces available to serve these organizations. To continue and expand these programs, however, we are facing additional costs for Americans With Disabilities Act improvements. upgrading of a pre-existing kitchen to meet public use standards, and various security and weather upgrades to the shell of the buildings.
